The proposal on file is for issuance of Advance Administrative approval/ Expenditure Sanctions in respect of grant for all the

four quarters of training programmes and overhead expenditure of supervising institutes up to the limit of 15% of total funding to NGOs under Technical Education Community Outreach Scheme which is required to be issued to the head of office of the concerned supervising institutions for further disbursement of the same in respect of current financial year2010-11. The brief in this regard is as under:As per operational guidelines of TECOS & based on categorically recommendations of Supervising Institutes regarding overall assessment of NGOs and its accountability, this department had given extension of services in the third year of the triennium to the existing NGOs for running the training programme in the allocated sector under TECOS in the current financial year vide this office letter dated 08.06.10, 30.11.10 & 08.12.10 (copies of which are placed opposite on the file at flag A, B & C respectively). As per Finance (Expenditure) Department order dated 25-03-02 issued by Additional Secretary (Finance) of Finance (Accounts) Department (copy placed at page 235/C),wherein it has been informed that Secretaries/Principal Secretaries have been empowered to sanction Grant-in-aid to the grantee institutes/NGOs upto 5.00 lakh both under Plan and Non Plan subject to the conditions specified therein. It is pertinent to mention that during last financial year NGOs in whose case the grant in aid per annum was exceeding Rs. 5 Lakh, the Competent Authority was Principal Secretary (Finance), GNCT of Delhi and for rest of cases whose grant in aid was less than Rs. 5 Lakh, Principal Secretary (TTE) was the Competent Authority (at para 102 of 51/N at 1/C) In addition to above one Supervising institutes i.e. ITI Malviya Nagar, had informed that the NGO namely Kalyanam is not running any training programme under TECOS in the current financial year. In view of this the name of the NGO i.e. Kalyanam has not been included herein for issuance of the sanction.

In pursuance of above directions, we may issue A/A & E/S for the following amount as per bifurcation given below subject to conditions mentioned in the draft sanction order (As per Flag A for Polytechnic & B for ITIs). The NGO may be allowed to receive grant subject to running of the course in the sector allocated.

We may request the competent authority to approve the expenditure sanction in one-go i.e. for all four quarters of current financial year for release of the grant for meeting the recurring expenditure of the NGOs (as above) for running training programmes, under the scheme. In view of above, if agreed, we may place the file before Competent Authority i.e. Principal Secretary(TTE) for administrative approval and expenditure sanction to incur an expenditure of total sum amounting to Rs. 2454813/- for Recurring grant, as per course-wise segregated amount, shown above out of Major Head 2203, B.1(5)(12) (TECOS) under plan Demand No. 6 for the 2010-11 for Polytechnic and Major Head 2230 B.2(1)(2)(1)(15) Grant- in- Aid (TECOS) under plan, Demand No. 6 for the 2010-11 for ITIs. The above grant to be of Rs. 2454813/- is sum of two amount i.e. Rs. 848700/- (sum of Rs. 738000/- and 15% of Rs. 738000/- i.e. Rs. 110700/-) and Rs. 1606113/- (sum of 1396620/- + 15% of Rs.1396620/- i.e. 209493/) for Polytechnics and ITIs respectively. We may also place the file for advance withdrawal permission for further disbursement to NGOs upto limit mentioned herein for the CFY 2010-11 overhead expenditure of supervising institutes up to the limit of 15% of total funding to NGOs as per bifurcation for Polytechnics and ITIs respectively.

Draft sanction has been prepared including all the terms and conditions based on which continuation of the services has been offered to the NGOs concerned in the

current financial year 2010-11. All the conditions of the sanctions of the previous year have also been included in the draft sanction. We may request the Principal Secretary (TTE) to accord administrative approval and expenditure sanction for incurring above expenditure for further disbursement to NGO for the CFY-2010-11 along with overhead expenditure of supervising institutes up to the limit of 15% of total funding to NGOs as per detail mentioned herein before.
