4 Girls top ICSI Foundation June Exam 2013


News Delhi: Girls have walked away with the top three ranks in the OMR based foundation programmes June 2013 examination (new syllabus.) The ICSI has released the results. for both the old and new syllabus foundation programme. CS students can check their CS June 2013 Foundation exam results on the following website: http://ICSI.ExamResults.net/ Deepika Sukhdev Patra has topped the CS Foundation Programme (new syllabus) June 2013 exam, followed closely by Kavitha Ramesh Kumar at the 2nd ran. The 3rd rank is being shared by Saima Huda K L and Anisha Deepak Raheja. The only boy to figure in the top three is Vishnu Batra, who shares the 3rd rank with the other two girls. Girls again dominate the toppers list of the CS Foundation Programme (old syllabus) June 2013 exam Kirthana Nayak Sujir at 1st rank, Sujal Ravi at 2nd rank and Yashu Singhal at 3rd rank. Singhvi Nikhil Rameshchand shares the 2nd rank with Sujal. Super Student : Anastasia Maria Gor dee va Gordee deev


You get 90 seconds. Thats it. An excruciatingly brief slice of time to showcase months of hard work, with 11 other couples snapping, slinking, shimmying and swiveling hips on the same dance floor as you execute your best cha-cha. Switch to the samba and repeat. The Ohio Star Ball, held at the Greater Columbus Convention Center each November, is recognized as one of the largest ballroom competitions in the world. Anastasia Maria Gordeeva, 19, has competed three times in Latin ballroomthe cha-cha, samba, rumba, paso doble and jive. Although the Reynoldsburg High School senior has yet to win or place, she relishes the experience.You grow and learn from competition, says Gordeeva, who has placed first in smaller contests. The whole week before, you go through the routines in your head. Its about muscle memory. The judges just stare with their clipboards. You have to smile, not be tense, not bump into anyone.

Gordeeva discovered dance relatively late, at 13. Her mom, Olga, says it was all about the dress. Anastasia saw a red dress I had designed and her eyes got large like saucers, the professional seamstress and costume designer remembers. Gordeevas coach and mentor, four-time U.S. national ballroom champion Bill Sparks, claims it began when she watched a young friend dance at the studio: Anastasia was a bit tomboyish and thought it was not her thing, but her ability was apparent from the start. The 4.0 valedictorian, who moved here from St. Petersburg, Russia, with her mom and brother in 1999, checks in at her high school campus for orchestra practiceshes a violinist. Then she travels to OSU for macroeconomics, political science and the like; shes amassed 35 college credit hours.She also works two jobs. At Panera Bread, shes behind the counter serving up lattes and smoothies. At the Youth Ballroom Dancesport Academy, where she trains with Sparks, Gordeeva instructs youngsters in the finer points of ballroom dance: rhythm, foot placement and attitude.

Gordeeva readied six pairs, ages 6 to 13, for the Arnold Youth DanceSport Classic, held in early March. Most got first place! she exclaims, beaming. But the preparations were grueling. At the same time, the three-time Arnold Classic dance competitor and her partner, Duy Phan, were polishing their own routines. For the competition, Gordeeva went heavy on the tanning mousse and slipped into a sizzling black and silver sequined dress designed by her mom. Her plans to study international business at OSU in the fall have been shelved for a teaching and training opportunity at a large dance studio in Wisconsin. Going professional opens many doors in dance, Gordeeva says. With this job, explains Sparks, She gains business skills, improves as a teacher and, most importantly, as a competitor. He smiles, blue eyes twinkling. She could be a champion.

When Delhi chief minister Arvind Kejriwal rose to speak on the motion of confidence, it was expected that he would answer the questions raised by the BJP and the Congress MLAs during the discussion, point by point. However, in his 20-minute long speech, which was high on emotions, Kejriwal ignored some of questions while giving a strong rebuttal to many others. Interestingly, both Vardhan and Singh were on the same page when it came to criticising the new governments decisions on power and water. You are taking decisions in a hurry, Singh said. Water subsidy is not benefitting many and you have actually made water costlier in Delhi, Singh added. If you are so concerned about the poor, why did you raise water tariff by 10%? Vardhan asked. On the issue of giving subsidy to power consumers, Vardhana and Singh questioned the logic of diverting taxpayers money for other purposes. You will have to divert money from the heads of the other departments to fund the subsidy. Kejriwal, though he accepted that his decisions would only benefit a few, ignored pointed questions on where the money would come from for the freebies that his government has announced. The chief minister, however, reiterated that his government would take strictest action against the corrupt both in the previous Delhi government and the BJP-ruled civic bodies. The condition of education, health, roads, water and power is bad in Delhi because the politics is bad, the chief minister said. We are here to provide a corruption-free politics and governance to the people of Delhi, said Kejriwal. By repeating the promises his party made in election manifesto, Kejriwal said he wanted to see how many members in the assembly were ready to support the issues that concern the aam aadmi of Delhi.

Today brings back very fond memories of the year 1991 when I had the opportunity to serve as the Chairman of the University Grants Commission. It has been a very meaningful journey for the UGC ever since it was established in 1953. Its contribution to the cause of Higher Education has been widely acknowledged. I congratulate all those who have helped build the organization in the past 60 years. These 60 years have also seen a complete transformation

of the Higher Education system in our country. The process of change has accelerated particularly in the past 10 years, which have been marked by an unprecedented expansion of the Higher Education facilities in our country. The rapid changes of the recent years have also implied greater challenges for the UGC. As the principal regulator of Higher Education, the UGC has done very well so far. However, the tasks that lie ahead require fresh thinking and innovative ways of doing things. I am sure the Commission will utilize the occasion of its Diamond Jubilee to reflect on how it should evolve in the future to be able to do full justice to its onerous responsibilities. I would suggest that it should also now play the role of a national think-tank and organize a professional and purposeful discourse about issues that have a close bearing on the sound management of Higher Education system in our country. In the last 10 years, our Government has put unprecedented emphasis on education at all levels- Primary, Secondary and Higher. I think it is in this period that the criticality of educational opportunities for the growth and development of our country and for the empowerment of our citizens has been fully recognized. This period has also seen a very rapid expansion

of the Higher Education system. Several new institutes have been set up, including 23 new Central Universities, 7 Indian Institutes of Management (IIMs), 9 Indian Institutes of Technology (IITs), 10 National Institutes of Technology (NITs), 5 Indian Institutes of Science Education & Research (IISERs), 4 Indian Institutes of Information Technology ( IIIT), and 2 Schools of Planning and Architecture (SPAs). Several steps have also been taken to make the Higher Education system more inclusive. These include reservation of seats in Central Educational Institutions for the OBCs; establishment of new degree colleges in educationally backward districts, establishment of polytechnics in un-served and under-served areas and support to students from the disadvantaged sections of our society. We have also made a sincere effort to leverage the potential of Information and Communications Technology to strengthen the Higher Education system. The National Mission on Education through Information and Communications Technology (NMEICT) was launched in the year 2009. So far about 400 universities and 20,000 colleges have been provided high speed broad-band connectivity under this mission. Under the National Program on Technology Enhanced Learning (NPTEL), web and video courses are being developed for engineering and humanities streams. All these efforts have shown visible results. For example, the Gross Enrolment Ratio (GER) in Higher Education, which was 11% in 2005-06, almost got doubled to 19.4% in the year 2010-11. The GER for women in Higher Education increased from 9.4 to 17.9% during the same period. Our Government is committed to carry forward the work of strengthening the Higher Education system with even greater energy and sense of purposefulness in the future. In the coming years we will not only continue our focus on the 3 Es of Expansion, Excellence & Equity, but also add a fourth E of Employability. The recently launched Rashtriya Uchttar Shiksha Abhiyan (RUSA), recognizes the importance of the State Higher Education institutes which cater to a majority of the students receiving Higher Education in our country. It aims to create 278 new universities and 388 new colleges and to convert 266 colleges to Model Degree Colleges by the end of the 13th Five

Year Plan, besides providing infrastructure grants to 286 State universities and 8500 State colleges. With the recent approval of the National Skill Qualifications Framework (NSQF), our country now has an integrated and unified qualifications framework linking technical & vocational education on the one hand with general education on the other. This is a part of our efforts to encourage skill development in a big way so that a trained workforce is available to meet the needs of our growing economy and new opportunities for productive employment are created in large numbers. It will now be possible for people who have acquired training through non-formal channels to get their skills certified and therefore get better opportunities in the formal job market. As a country, we can be reasonably proud of the achievements of the alumni of our premier institutes of Higher Education. They have done exceptionally well in a diverse range of areas all over the world. However, even our premier institutions do not figure among the best in the world and quality in general remains a huge concern in the Higher Education sector. This brings me to the related issue of shortage of faculty in our institutes of Higher Education. This problem is likely to become even more acute with the expansion that is planned in the coming years. I would urge the University Grants Commission and other stakeholders in the Higher Education system to urgently consider the issues of quality and shortage of faculty and find innovative methods of resolving them. Our university system needs to put much more emphasis on research and more specifically on enhancing the number and quality of the doctoral programs. It is important to note that inter-disciplinary perspectives are the cornerstone of present day research. We must therefore ensure that inter-disciplinary research takes firm roots in the culture of our universities. We must reverse todays situation where individual departments largely operate as islands, and there should be greater focus on problems that engage the faculty in inter-disciplinary research. A substantive research initiative should also be designed to specifically address issues of critical national importance like climate change and disaster management. There is also an urgent need for

strengthening the university industry interface to give a boost to Research and Development. This would be of immense benefit both to the university system and Indian Industry at large. Today, our universities depend largely on research grants for undertaking research. Greater support from Industry will not only lead to better research outcomes but also enable Industry to utilize these outcomes for meaningful practical application. It may be worthwhile on the part of our university academics to make a detailed study of how this interface works in other countries so that we can replicate the international best practices. The ability of our universities to promote innovation excellence in teaching and research requires that they operate in an environment of academic freedom. This requirement of academic autonomy has to be balanced with the need for ensuring accountability. Let me take this opportunity to reaffirm that our Government stands committed to putting in place appropriate policies and institutional structures for ensuring the academic autonomy of the institutes of Higher Education in our country. Although the demand for Higher Education has increased enormously over the years, the Central and State Governments financial support to institutions of higher education has declined in real terms. New models of financing higher education, based on well established norms, and improvements in the existing system of funding by the Central and State governments, therefore, are critical concerns. State universities in particular require focused attention and support to improve their quality of teaching and research. I am happy that the Rashtriya Uchhtar Shiksha Abhiyan (RUSA) is addressing this issue. The integrity and authenticity of basic statistics about our institutions of Higher Education are critical for informed policy planning and strategic interventions. This points to the need for strengthening the university information management system on a priority basis. I am happy that the UGC proposes to institute awards in the name of Pandit Jawaharlal Nehru for individual excellence in the areas of Science, Humanities and Social Sciences, Technology, Fine Arts and Culture. I hope these awards will contribute towards promotion of high quality research. These were some thoughts that I wished to share with you today. Let me end by wishing the University Grants Commission and the Higher Education system all the best for the future. The UGC has served our country with great distinction in the first 63 years but I venture to think that the best is yet to come and my very best wishes for the future.

Government amends AICTE Act


The eight month old Supreme Court ruling on the All India Council of Technical Education (AICTE) Act reducing much of its powers, has been amended by the Government. The AICTE, in charge of maintaining the standards of technical education in the country, began in 1945 as an Advisory body. AICTE received statuary status in 1987 however a recent Supreme Court ruling stripped many of AICTE??s powers stating that colleges affiliated to a University do not come under the category of technical institution. The decision for the amendment was announced by Higher Education Secretary, Human Resources Development Ministry, Ashok Thakur. Until the AICTE act is officially amended a temporary arrangement has been set up under which AICTE will set standards for technical Institutes and the respective Universities will provide affiliation. The institutes would still need to be assessed from National Board of Accreditation. Although the Law Ministry has given their approval for the amendments and interim arrangements regarding AICTE it will still take time due to the Lok Sabha polls. The plan to coordinate between AICTE and University Grants Commission (UGC) will be finalized at a AICTE UGC meet on 10th January 2014 under the committe head, Ashok Thakur. The AICTE accreditations are relevant for the following fields: Engineering, Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts, Hotel Management and Catering Technology at different levels for training and research.

The cities adding the most high-paid jobs


Since 2009, nearly a quarter of all new jobs in the U.S. more than 1.1 million have been in just five low-skill occupations, according to the most recent data from Economic Modeling Specialists International: food prep and serving workers (which includes fast food); personal care aides; retail salespersons; home health care aides; and waiters and waitresses. Fifty-three percent of new jobs since the end of the recession have come in occupations that pay less than $13.83 per hour. Still, the further removed we get from the recession, the more high-wage job growth is likely to pick up and with it will come more jobs and better earnings potential for lower-skilled workers. This trend is reinforced by the findings of a new report from EMSI and CareerBuilder on Americas job outlook through 2017. The report makes clear that the labor market is becoming increasingly bifurcated, with the number of high- and low-wage jobs expected to expand at or near 5 percent through 2017, while in the middle-wage category, 75 percent of all occupations are projected to lose jobs. Furthermore, for metro areas with strong projected job growth in high-wage occupations, low-wage job growth especially in the service sector is a natural corollary. This concept of high-wage and low-wage job growth going hand-in-hand might sound strange, but its been welldocumented by regional economists. Jobs created in high-wage, exportoriented industries do more than increase the number of well-paid workers in those industries; they also lead to job openings in lower-paying service industries in their city or region which means more jobs for the baristas, cashiers, and retail clerks who make up a large portion of any local economy. These are the cities that we project will add the most highpaying jobs through 2017
