TERMS OF REFERENCE FOR NATIONAL ENERGY DEVELOPMENT
SCOPING STUDY
1. Introduction
G10 Executive Solutions ( G10 E) was invited by the Office of
National Planning to submit a proposal to carry out a comprehensive scoping study to determine the potential and the feasibility of producing electric power throughout PNG on a national scale. The proposal and its subsequent energy generation works forms part of a long term (20 years from 2010 to 2030) development plan by the Government of Papua New Guinea (GoPNG).
G10 Executive Solutions is focused on mapping Papua New Guinea
to determine and produce a general reference document that defines the potential of energy production in the country. The document will in time be utilized as a reference for energy development by developers and the government as the basis to derive relevant policies to manage such a development.
2. DEFINED SCOPE OF STUDY
The summary of the defined scope of works is to nominate a firm
with technical capability comprising largely on multi skilled technical professional persons that are capable of undertaking a thorough scoping study on energy production potential by any means, both renewable and exhaustible sources. The outcome of this study will br furbished to the government to guide its energy policies.
The study is required to include the following specification:
2.1 Identify and document the potential sources of energy
development by scale and size throughout PNG. The energy development should be at proximity that is more cost efficient /economical. ie. Closer to any proposed Grid Super Highway.
2.2For the type of energy sources being identified, the scale
indicators must be specified in terms of energy generation capacity in Mega Watts and the cost estimates and operational cost estimates for each source.
2.3Geological structure of the area being scoped is required for
design phase. The scoped area must be plotted using GPS or other mapping technology in such that it should be easily identified with satellite technology.
2.4Cost of transmission infrastructure from the developed energy
sources to the nearest proposed Super Grid Highway.
2.5Provide the total construction cost estimates, including
recommendation of appropriate technology, for the Super Grid Highway.
2.6Other vital information that is required for effective intervention
and investment in the National Energy Development Strategy for PNG.
