A WORLD STUDY ABOUT THE MDG, PNOY SOCIAL CONTRACT, RH LAW AND THE PORK BARREL SYSTEM

1.1.What is the significance of Pnoys Social Contract to the Philippines?

I believe in order to understand the significance of one thing you much first know the meaning of it or the use for it. A social contract is a written agreement or contract in which a president must lay down his mission and visions for the country. It is a proof that the president is serving and trying to address the crisis that the country is dealing with in the past administration. The idea of the social contract is one of the foundations of the American political system. This is the belief that the state only exists to serve the will of the people, and they are the source of all political power enjoyed by the state. They can choose to give or withhold this power. So this means that the goal of a social contract us to serve the will of the people. It is the source on which the programs and progress will be based upon.

PNoys Social Contract with the Filipino is a six-point agenda in which he lays down the government vision and the areas in which he is prioritizing. In accordance to the social contract the PDP or Philippine Development Plan is the governments blueprint that defines the strategies and programs that will translate the Social Contract into efficient, effective, and responsive actions. In short it tells us how PNoy is planning to implement his promises in the social contract. The six main points in the social contract are transformation of leadership, economy, government services, gender equality, peace & order, and the environment. This social contract of Pnoy with the Filipino citizens is significant because it is our guidelines in which we can say that he has fulfilled his promise to our country. It is where we base our assessments on the progress he made for our country. It is a promise to us that he will strive hard to accomplish what he said he will do. Therefore the social contract is important because it is where all the programs and projects his administration

1.2.Were the priority programs of Philippine Agenda of PNOY geared towards the MDG?

The MDG or the Millennium Development Goal are eight international development goals that were established during the Millennium Summit of the UN in 2000. These said goals were sign by all 189 UN member states and committed themselves to achieve this by 2015. Now let us try to analyze if Pnoys programs and projects are geared towards or in parallel to the MDG. (The SONA was our basis of the programs and projects listed below) a.) Make your own assessment of the investments and performance. (State a program and assess if it benefited a lot of people)
Expansion of the Pantawid Pamilyang Pilipino Program

Pantawid Pamilyang Pilipino Program or the 4 Ps was one of the successful programs that President Binigno Aquino continued. Its goal was to help the less privileged families in terms of education.
"The over 700,000 household beneficiaries we found upon coming into office in 2010 have now grown to almost 4 million households in the three years of our administration . This was reported in the recent SONA that the president had given to the Filipino people.

This has benefited many elementary and high school students whom their parents are not capable of sustaining their education. As said in the SONA, from 700,000 household beneficiaries to 4 million households in the three years of his administration. This will show to be of use in the coming years, since the program will only be able to help until secondary schooling and in the future high school batches their education system will be K + 12 so, if they cannot afford a collegiate course then they may proceed to working and becoming a bread winner for the family. Extension of PhilHealth coverage

"Our goal to extend PhilHealth coverage to more of our countrymen has been achieved. When we began, 62 percent of Filipinos were enrolled; now, that number stands at 81 percent. The remaining number still not on our lists are those we are seeking to identify, including those in the informal settlers and

indigenous peoples sectors. We are counting on the cooperation of our local governments to ensure that all of our countrymen are enrolled in the system."

As we can see PhilHealth was able to cover a lot of the population from 62% to 81%. This can be reported as a good sign for the number of beneficiaries had increased therefore catering to a lot more of people with their medical problems. The goal of his administration is to make all the people enroll in this program especially those in need, indigenous people and squatters. They will achieve this through the help of the local government. Removal of informal settlers from high-risk areas
"We are already fulfilling our goal to remove from harms way those who crammed themselves into high-risk areas of the city. After all, I do not think anyone will disagree with us when we say the current situation cannot be allowed to persist. In the general welfare clause of our ConstitutionArticle 2, Section 5it says, 'The maintenance of peace and order, the protection of life, liberty, and property, and promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy.'"

In this administration of Pnoys we can truly say that they have done the most work and gave the most attention to the informal settlers relocation. This year was full of calamities and natural disasters that is also why the government was right in forcing the informal settlers to stay in their new area. They may not agree with it but this relocation is every important in their lives because they wouldnt be at risk of floods or landslides anymore. The squatters may think that their livelihood is there in the original place but as soon as they return they will realize how good an offer was the housing. This has been successful especially to those living it high risk places like near a river.

(b) Indicate the on-going projects and make an impact statement as success indicator of the said project. (State a specific project and assess if it benefited a lot of people) K+12 The president has assured the Filipino citizens the quality education they should have received. Today with this K +12 many of the students will enhance their knowledge and competence in every aspect of life. K +1 is also a way, to uplift your stand in the society

even if you just finished high school. People keep complaining about this, but to tell you honestly it is for the best. You may not see the benefit today but in a long run it will show, your hard work will show. Sitio Electrification Project This project are being collaborated by the Department of Energy and National Electrification Administration. This project aimed to give electricity to different remote place especially in the rural areas. They have installed electricity to 36,000 sitios already, a great increase from last year which was 6,900 sitios only. This project is surely benefited by many because in the world today, electricity is already a commodity without it your life may feel incomplete. Tourism Industry The president has commended the performance of the city government of Dipolog headed by Mayor Evelyn T. Uy for the unprecedented increase in tourist arrival in the city. To further enhance or to boost the arrival of tourist in Dipolog, the President planned that an airport maybe be built in Dipolog. This will make Dipolog a much better place. This project has not only benefited the people living in Dipolog but our whole tourism and economy. This effort of Dipolog to attract tourists was a smart choice, and because of that many of the tourist can easily go there through the airport which will be built.

1.3.Discuss each Millennium Development Goal of United Nations. Goal 1: Eradicate Extreme Poverty & Hunger The first goal aims to reduce extreme poverty rates by half. The employment rate should also be higher so that it could cater more people and there shouldnt be gender discrimination when it comes to job. Malnourished and underweight people should lessen by half.

Goal 2: Achieve Universal Primary Education The enrollment in the primary education should be about 90% of the citizen in a country, this means that the more children the more classrooms needed. Literacy rate of a country should be high and if the person was not able to get primary education he or she just need to know how to read and to write. Discrimination on gender literacy should be avoided.

Goal 3: Promote Gender Equality and Empower Women Gender inequality should not persist especially for women who continually get discriminated in accessing education, work and economic asset. Violence against women should be stopped. Women should have equal right as the men, they should be allowed to do what the men could do. Goal 4: Reduce Child Mortality Reduce the death of infants or children because of hunger and poverty. Vaccinations should be given to ensure the safety of the children. Parents should take care of their sons and daughters and they should make sure that their health will not be compromise from anything you are doing. Parents should be educated so that the proper handling of infants will be taught.

Goal 5: Improve Maternal Health Proper nutrition and diet should be observe by the mother so that the baby will be healthy. Maternal mortality should lessen because this situation can be intervened by any doctor. Babies should be taken care of by professionals or by people who care and not people you just pay for taking care of your baby. Mid-wife should properly be equipped with the sufficient knowledge they need to carry out their task. Reproductive health should be available in every country. Teenage pregnancy should lessen because of the use of contraceptives.

Family planning should be an option in a family.

Goal 6: Combat HIV/AIDS, Malaria and other diseases HIV infection should decline in the coming years. Proper education on acquiring HIV should be disseminated to all the people especially to teenagers. Everyone should have a right to access treatment of HIV or AIDS. No one should be afraid to let the people know that you are positive. Malaria should be in control because our technology today is capable of healing and treating that nowadays. Goal 7: Ensure Environmental Sustainability Forests should be preserve and treasure by a country. Global emissions should decreased in the years to come. CFC containing substances should be banned to protect our ozone layer. Protect all the living creatures in the environment. Drinking water and basic sanitation should be access by all the people readily. Lessen the conversion of tropical forest to industrial or commercial buildings.

Goal 8: Develop a Global Partnership for Development Countries should be open-minded about the decisions of other countries. Helped the least developed country first so that all the country will grow together. Developing small islands in a country is also a must. Development doesnt choose any size. Each country should monitor the progress of each other to ensure that a country is being progressive or falling behind from the rest.

2.1 The Reproductive Health Law was passed by Congress and signed into law by President Aquino. The Church disagreed and the Supreme Court issued a Temporary Restraining Order for such implementation while they are still studying the subject. (a) Do you agree that RH Law was designed in accordance to MDG? Why? Why not? Not all provisions of the RH bill are in accordance with MDG. \Hence, the senate decided to supplement to the RH bill with maternal health, HIV and infant mortality. However, Senator Enrile wanted to rush the RH bill without further delay.

(b) Can this not make the Philippines suffer demographic winter? Why? Why not? According To Sheila Crisostomo, RH bill will cause demographic winter. This will happen in 60-70 years. In order to maintain the currentpopulation, the average woman must produce 2.1 children iduring her lifetime. Hence, the birthrate of 2.1 equaks population growth while birthrate less than 2.1 means long-term population decline.

3.1. National Distribution of Income is very important for each Filipino. The concern of MDG and PNoys plan needs budget. The pork barrel system is supposedly designed to supplement the said plan.

(a) Do you think the projects implemented by the pork of the legislators support MDG? Why? Why not? Yes, I think the projects implemented by the pork of the legislators support the Millennium Development Group (MDG), because of some of its goals like eradicating extreme poverty and hunger and Ensuring environmental sustainability. Through the pork barrel, we can say that it will help to achieve MDG's goals. Because we can gain a lot from the projects implemented by the pork if and only if it could set progress to the country and if it will be helpful. (b) Do you agree to abolish the PDAF? Why? Why not? If yes, how will you implement the needed projects of the Local Government Units and Schools?

No, I believe that PDAF should not be abolish because it is used in projects that can benefit the country, thus making the country progressive and will rise up from the widespread poverty. The money for the projects are from the citizens through the payment of taxes. It is only beneficial if all of the money that the citizens had given are used wisely and proficiently. I would only agree to abolish the PDAF if the government officials were greedy of the peoples money so they would have a big percent of the money, thus resulting into less implementation of the projects. In order to know that the government officials are really

K to 12 Educational Program of DepEd provides sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship. (a) Do you think such law is a sign that we are aligning our countrys educational system with that of the rest of the members of UN? Why? Why not? Yes because it would align the country with the global standards in education and it is said that a longer learning period would keep the country align with other countries and effectively improve the countrys quality of education. This would make the students smarter and they would no longer be discriminated by their length of knowledge and they would be measured by their talent or skills and their understanding. This would also improve the futures of the students and to the much-needed reforms in education. As we all know education is very important to the country since this would tell if the country is progressing and this would tell if the people of the country has good quality of education. Our graduates can also find and have a good job that is really fit for him/her. This law was also signed because of the problems they had last year, they want to improve the education so that more jobs can be applied by graduating students. The type of system that will be used will also help the student to know where he/she needs to improve.

(b) Do you agree that this can help solving poverty in our country? Why? Why not? Yes, it can help even though poverty is the most critical social problem that needs to be addressed in the Philippines. Since population and unemployment are the major causes of

poverty here in the Philippines, K212 would surely solve this problem. This law will help all the children to be smarter and more active so in short it is telling us that more children will be educated, so there would be more students graduating who will get employed because of their knowledge and this is all because of K212. So we can conclude that unemployment will be lessened and more jobs opportunities will increase so this law would surely help the poverty of our country. Soon our country will become better and better.
