The consultant should be a registered firm/ legal entity; The consulting firm should have experience in power distribution and have provided assistance to power distribution utilities in India for atleast 36 months (cumulative) in any related area of power distribution except power procurement and regulatory after April 2007; c. The consulting firm should have assisted two power distribution utility in India on energy accounting or energy auditing or Improvement in metering system related aspects after April 2007; d. The consulting firms should have carried out or managed field survey/consumer survey for power related aspects for atleast two power distribution utilities or funding agencies after April 2007 e. Annual average turnover of consulting firm (average of last 3 years) should be equal to or more than Rs.10.00 Crores from consultancy business in last three years. Annual Turnover should be duly certified by statutory body like Chartered Accountant or Independent Auditors who are competent to do so as recognized by the State concerned; f. Details of such assignments, name of client, value of work, duration of work, number of staff employed and brief description of work should be provided along with client citations/contracts for all completed/ongoing works which are used to meet the proof of eligibility criteria; g. Bidders have to submit an undertaking that all the assignments mentioned against qualification requirement are either ongoing or completed and have not been terminated by beneficiary at any point of time; h. The bidder shall submit an undertaking on official stationary of the company mentioning that they have not been blacklisted by any competent authority in India.
The Bidders must submit their Pre-qualification requirements/ supporting documents and Original hard copy of the EMD along with Schedule C to the Superintending Engineer (Comm) office within tender closing date and time. The documents will be issued to the bidders only through e-tender after paying the NON REFUNDABLE fee as mentioned above in Col No. 4 in the shape of DEMAND DRAFT of any scheduled bank payable at Dehradun in favour of Executive Engineer (HQ), Urja Bhawan, UPCL, Dehradun, which must reach Superintending Engineer, Commercial, UPCL, Urja Bhawan, Kanwali Road, Dehradun office on or before 23rd May 2012 upto 1500 hrs. E-tenders will be received and opened on the dates as mentioned above. In case the above date is holiday, the tenders will be received & opened on the next working day at same time. The undersigned reserves the right to refuse to issue the tender documents to any applicant and also to reject any or all tenders without assigning any reason thereof and no claim on this account shall be acceptable.
