The year of citizens


To sum up Australia Day in one sentence it would be to say, a Sense of Belonging. A Sense of Belonging to the Ballan community, the Moorabool community. Australia Day is to respect, appreciate and reect. We have a very rich multi cultural tapestry. Today we have 32 new threads becoming a part of that tapestry. Its not what we take, but what we put in. Belonging to a community in reality, belongs to you. A Sense of Belonging acknowledges our indigenous brothers and sisters, community spirit. Nino Culotta knew what it meant if you embrace this wonderful land and community, he concluded. Moorabool Ambassador Paul Jennings said this country has had 150 years of unbroken democratic government. This country has the belief of giving everyone a fair go. Mr Jennings also welcomed past Prime Ministers to the celebrations as he impersonated, Bob Hawke, John Howard, Tony Abbott, Malcolm Fraser, Gough Whitlam, Billy McMahon and Robert Menzies.

Theyre a Weird Mob, a ctional novel and a movie from the 1960s tells the story of a newly arrived Italian immigrant to Australia. The hardship, aussie slang, culture and racism were the many hurdles Nino Culotta faced as a New Australian. In his rst Australia Day speech Mayor Paul Tatchell recalled the tale at the celebrations and citizenship ceremony in Ballan on Sunday. Usually we hear some sort of political speech on these days, but I must reect on this story and how it relates to new immigrants arriving in this new land.

Young Citizen of the Year Jack Simmonds said he enjoyed what he does and loves the community of Blackwood whilst being fortunate to have been guided by his peers. Dr David Stewart accepted his Citizen of the Year award, reecting on the last 45 years. It is quite an honour and I love the area. Bacchus Marsh, Ballan and Moorabool. I am thrilled I have brought up my family here, there are so many memories, he said. Full story and pictures page 6 and 7

Get relief from the heat


By Kate Taylor Sitting in a cool place playing cards is a good way to while away the hours in a heatwave especially when Moorabool Shire Council is footing the bill for the air conditioning! During the recent extended heatwave and the one approaching this week, Moorabool Shire Council opened cooling centres in Bacchus Marsh and Ballan to assist people within the community who did not have access to air-conditioning. The heat still took its toll on some -at Bacchus Marsh Hospital, ve people (age range 23-91) presented with heat-related illness and three people (age range 63-88) presented with dehydration. More than 60 people attended the cooling centres, at the Quamby Centre in Bacchus Marsh and the Ballan Senior Citizens Centre last Tuesday, Wednesday, Thursday and Friday, between 10am and 6pm with planned activities including cards and bingo, and with toilets, showers, food and drink among the facilities available. The Quamby Centre was staffed by Councils Home and Community Care (HACC) team, and in Ballan, the president of the Senior Citizens Ron Callander opened and manned the Ballan cooling centre. Councils Manager of Aged and Disability Robyn Salt said her team could not thank Mr Callander enough for the work he did opening and managing the centre in Ballan. When high temperatures are predicted, residents can contact Council on 5366 7100 to nd out if the cooling centres will be open.

By Jessica Howard Successful applicants at the recent Moorabool Shire community grants presentation plan to put their endowments to good use with the restoration of an Avenue of Honour, a Christmas Tree Farm and a weed eradication program. Yendon History Group received grants under two different categories that will be used to fund the WWI Dedication Service to be held in 2015 on 27th of April. For the past two years the group has been researching WWI soldiers who lived in or passed through Yendon. Kay Paton from the Yendon History Group says there were 59 or 60 men who came through Yendon at some point before the war, with 16 not making it back. There are currently nine oak trees that line the Avenue to commemorate the fallen soldiers and Ms Paton plans to plant seven more with plaques honouring all 16 men. This is something that Yendon can be proud of, and the kids who take part will remember this day for all their lives. As the kids grow up, so will the trees. Ms Paton said. The Avenue is expected to be fully refurbished by the time of the service. Finding Futures Ballarat is looking forward to a new instalment of sheds for their Dunnstown Christmas Tree Farm which will store tools and equipment and provide shelter when bad weather hits. This grant allows for a great opportunity to provide more employment opportunities for people who are disadvantaged and disabled, General Manager Michael Puddy said. Finding Futures will begin erecting the shed in early February and will be nished within a couple of weeks. There are two staff members from FF who manage the Christmas tree farm and through CentreCare employment, there are nine different people, ranging from late teens to early sixties, lending a hand. The Arts grant received by the Blackwood-Barrys Reef Landcare Group (BBRLG) will help create their newest mascot, Wilbur the Weed for a oat in the Easter Parade. The purpose of Wilbur will be to annually take part in the street parade at Easter, and when its not doing that it is going to be on display in the street as a constant reminder of the importance of weed eradication and control, said BBRLG president Shane Scanlan. The design is yet to be nalised, however it will be ready by the Easter Parade this year with help from the innovative artist and designer Matthew Harding. Matthew is a renowned designer and we are very lucky to have him on board, Mr Scanlan said

Muscling members not for Moorabool


By Kate Taylor Moorabool Shire Council Mayor Paul Tatchell says he does not need proposed new powers which could see mayors able to suspend councillors from council meetings. The tough new removal powers, set to be introduced to parliament later this year, will see mayors given the authority to suspend a councillor from a meeting for poor behaviour after two warnings have been given. But Mayor Tatchell says that suspension and removal is not likely to occur in Moorabool. A councillor who has been suspended from a council meeting is letting their constituents down because they cant represent them because they cant control their own behaviour. Thats not going to happen very often, the people will be up in arms if a representative removes themselves from a debate. meetings. Currently if a debate got heated or out of control, they could just stop the meeting until it comes to order without having to suspend anyone And thats the best tool you could possibly have if people are not showing respect for the chamber or not following the code of conduct, we could just suspend the meeting until they gather their thoughts. Why would we need another government body to lend their weight to us? If we cant control our own chamber then theres something wrong. He said, however, there could be councils where the proposed powers could be used politically. But not in our council because we dont have Labor and Liberal members, but in a council that has party members, say you wanted to get a motion through and there was a heated debate, and there was a mayor of either persuasion, he could remove one of those from the chamber - is that a good thing? Is that democracy? Announcing the proposal at the Victorian Local Governance Association Essential Mayors Weekend held in Werribee, Minister for Local Government Jeanette Powell said the move is all about improving transparency, governance and accountability in councils. In the past some councillors have thought they can get away with unruly, disrespectful and inappropriate behaviour during council meetings this must stop. Mayor Tatchell attended the weekend, saying that he found it benecial because it gave him the opportunity to speak with Minister Powell as well as Shadow Minister for Local Government Richard Wynne about protecting Moorabools agricultural productivity, including proposing changes to make the farm differential rate fairer.

VILLAgE WORKS
Works have begun on the new alfresco dining area located on Main Street between Back to Bacchus and the ANZ Bank. These works will involve a full refurbishment of the forecourt and will result in a quality alfresco dining precinct facing on to Main St, with a newly expanded seating area for our customers. The contemporary design of this dining area will give the front of our centre a higher quality street presentation, and will offer all our customers an alternate, contemporary dining destination, whilst complementing the existing and new retailers in this area. It is anticipated these works will take approximately 6-8 weeks. Full customer access will continue to be available to the shops in the area.

COMMUNITY GARDEN PROJEcT


Balliang East Primary School and Darley Primary School have planted beautiful gardens that reflect their school along Bennett Street. This is the start of our Community Garden Project where we hope all schools will plant a garden that reflects their school. These gardens are a way of giving ownership to the school and their families. The children get so much enjoyment out of seeing their school as part of our community Village. Rewards for effort


By Jessica Howard The Moorabool Shire 2014 Australia Day Awards have revealed some of the most caring and diligent residents in the area. Moorabools 2014 Citizen of the Year was awarded to Dr David Stewart for his contributions to the community as a general practitioner since 1968. Dr Stewart helped establish medical clinics at Turner Street and in Darley, which represented a major change in the delivery of general practice in Bacchus Marsh. I feel very honoured to receive such an award, I have spent 90 per cent of my professional life looking after the people of Bacchus Marsh and that is rewarding enough for me, Dr Stewart said. Dr Stewart is also an active volunteer in the community, including Rotary. 16-year-old Jack Simmonds received the Young Citizen Award for his vast amount of volunteering at events including the Blackwood Special School Bike Ride and the Blackwood Easter Carnival. Jack has also been actively involved in the Blackwood CFA for six years. Growing up in a small rural town you learn to help out your community. You put some in and you get some out, he said. In November Jack will travel to Malaysia for a month as part of the 2014 World Challenge Expedition, which focuses on team leadership skills building community projects such as an orphanage and furnishing a conservatory. Meanwhile, the Bacchus Marsh Strawberries and Cherries Weekend took out the 2014 Community Event of the Year Award after seven years of operation. The weekend - celebrating the importance of volunteerism, community pride and family - has grown considerably with over 12,000 people visiting Bacchus Marsh during the 2013 event.

Every dollar counts


This is the Units major annual fundraiser, with the funds received through generous community donations allowing them to carry out the work they do throughout the year. The donations contribute towards items such as fuel and vehicle servicing, equipment purchase and maintenance, training expenses and the everyday running of the unit. SES Volunteers operated the Driver Reviver Site beside the Western Highway on Sunday, serving free tea and coffee in order to reduce driver fatigue for those travelling during the long weekend. By Jessica Howard Grabbing some spare change before answering a knock at the door this February could make all the difference for Bacchus Marshs State Emergency Service (SES) volunteers. This SES Unit is the only SES located within Moorabool Shire and responds to Emergencies such as Road Rescue, Storms, Floods, Search and Rescue, Lighting, also providing numerous support roles to other Emergency Service Organisations within the community. By Jessica Howard The David Calleja Memorial Car Show is all revved up to hold its ninth annual event at Maddingley Park this year with a wide variety of cars, trucks and bikes for families to enjoy. The event hosted by Djerriwarrh Health Services will raise money to provide medical equipment for the Bacchus Marsh and Melton Regional Hospital, along with equipment purchases at Melton Health. Chief Executive Bruce Marshall believes that the vehicle numbers will exceed 900 with an anticipated crowd of over 5000 people. Its a great day full of fun for the whole family with jumping castles, amusement rides, live music and of course the main attraction being a great variety of vehicles ranging from hotrods to vintage cars, trucks and bikes, Mr Marshall said. This year the show is fortunate to have a 1910 Delage Model F Roadster on display for the rst time in Victoria as well as three vehicles from the RACV heritage eet. The Maddingley Park gates will open on Sunday 2nd February at 8am to the public and is only $5 per adult with kids under 14 free.

A build up of dust and drizzle on a power pole is to blame for a power outage in Ballan and around the Pentland Hills and Myrniong area, last Monday 20 January, around 8am. It is believed the overnight build up allowed tracking of power to short out and ignite the pole, collapsing the top half that saw power lines fall across the Old Western Highway.

By Jessica Howard 19-year-old Melbourne boys Patrick Collins and Sean Tysenn passed through areas of the Moorabool Shire last week in a quest from Melbourne to Ballarat in order to raise money for the De La Salle Brothers Orphanage in Sri Lanka. The boys set out from Flinders Street Station on Monday; arriving in Melton after almost a twelve hour walk where they recharged over night and continued their journey to Bacchus Marsh the following morning. We survived the rst two legs, but they denitely left us pretty loopy, Patrick said. However the leg from Bacchus Marsh to Ballan proved to be a lot more enjoyable as they began to realise just how far they had come. We were extremely proud of ourselves, and that was half of the motivation, Patrick said. The boys, who had raised over $2,600 by Wednesday, are aiming to raise $11,000 that will fund the nutrition and learning program for 150 kids for one year. We are really just two random guys who have managed to achieve so much. It just proves that anyone can do something like this, its a real eye opener. Patrick said. Fortunately, a Powercor employee was travelling east bound to Melbourne on the Western Freeway and spotted the re on the pole. Myrniong Fire Brigade attended the scene promptly and put the re out. No injuries were reported and power was restored an hour later.

Landowner ned for failing to act


A Ballan landowner has been convicted and ned $1000 in the Bacchus Marsh Magistrates Court for failing to control serrated tussock on his property. On Friday 6 December he was also ordered to pay costs of $320.52 to the Department of Environment and Primary Industries (DEPI). The landowner pleaded guilty to not complying with a legal notice to control the noxious weed within the timeframe specied. It is believed he had previously been convicted in 2009 for the same offence. Magistrate John Lesser said the serrated tussock infestation would have had a negative impact on neighbouring properties and potentially the entire district. He also said that the efforts of surrounding landowners were being compromised by one landowners failure to do any work. The local landowner said Landcare is just this year starting to offer nancial assistance to farmers to help combat the weed problems. It is an ongoing effort on farms and keeping it all under control costs thousands of dollars every year and many man hours. I just didnt get around to it and had other priorities, he said on why he did not comply. DEPI Biosecurity Area Leader, Craig Clutterbuck said landowners had a legal responsibility to manage pest plants and animals on their property. This is to protect neighbouring farms and minimise the impacts of pest plants and animals on agriculture production and the natural environment. DEPI is supporting local efforts to control serrated tussock and all members of the local community need to do their bit to help control serrated tussock; when this doesnt occur DEPI will step in, he said. DEPI has a clear message from the community that they want DEPI to enforce action on priority species such as serrated tussock and support community-led efforts.

On Thursday with more wind power and Loy Yang back it was $195/ MWh. On Friday, with more wind power again, the price was down to $109/MWh. When the wind is blowing, the wholesale price of electricity drops, which feeds through to household power bills. The more wind farms we have operating the greater the drop in wholesale prices. Andrew Bray State Coordinator Victorian Wind Alliance Ballarat Dear Editor, Much of the discussion about the performance of wind energy during the recent heatwave over South Australia and Victoria misunderstood what happened. First, the facts. One of the four large 550 megawatt units at coalred Loy Yang failed unexpectedly on Tuesday afternoon. It was out of action for all of Wednesday and didnt return until Thursday morning. As the grid is designed to do, other plants were ready to ll this gap immediately and did so. Weve all heard the myth that wind farms need extra backup in the system. In fact, the grid has massive amounts of backup power continually on standby for emergency breakdowns just like this one at coal and gas-red stations. The South Australian grid has not needed any extra backup, even with wind power supplying 25% of total demand. There was a lull in wind on Wednesday afternoon, which, by contrast with the Loy Yang outage, was accurately forecast over 24 hours earlier, and replacement generation was scheduled to accordingly. By Thursday and Friday the wind was blowing again, with wind producing 22% and 25% of South Australias energy on those days. This reduced the need to run super-expensive gas-red peaking plants and the wholesale price bool Wind Energy Facility as they stated that the southern growth area will be within the current 2Km exclusion zone for wind turbines. To my knowledge the project was approved on 29th October 2010, well before any exclusion zone was introduced i.e before the Coalition Government amended the Guidelines for Wind Farms via the VC82 amendment. Of more concern is that although there were 43 submissions received by Council, only two mentioned the advent of the approved $750 million dollar project. I think it is time the residents of Ballan took a greater interest in the pros and cons of hosting a wind farm in this area. The huge problems presently being encountered in Macarthur, Waubra, Cape Bridgewater and Glenthompson, to name just a few, by the rural residents living too close to turbines cannot be ignored. Renewable energy is great in theory but poor planning and lack of consideration for non host neighbours has caused a myriad of issues from noise, health concerns, destruction of visual amenity, devaluation of properties and conict in the community. To go ahead with a development approved using 1998 New Zealand Noise Standards, 18 years out of date, is akin to not updating ones computer programs as new technology emerges. There is a perception out there that the people who can afford solar power are really only looking after themselves and instead of being thanked for installing their panels they are often being indirectly, and sometimes even directly, accused of increasing the price of electricity for those who cannot afford solar panels. While this is a tricky area and everyone is motivated by any number of forces there is a need to look at the accusations. In a recent study it has been shown that solar PV played a signicant role in slashing energy prices for the entire community during this very recent heat wave in South Australia and Victoria. This needs some explanation so here goes The following information is courtesy of the Australian Solar Council which you can visit on solar.org.au. According to the Australian Solar Council, during the recent heat event, electricity was generated by more than 350,000 privately owned PV systems installed in homes and businesses in South Australia and Victoria, which brought down demand, and added some capacity to the electricity network. Modelling released by the REC Agents Association (RAA) now shows that during periods of peak demand solar was contributing 606 MW to the grid in those two states. Why is that Important? It seems that electricity generators sell the energy they produce into the electricity market in half an hour blocks. This wholesale price uctuates according to demand. During periods of low demand it may sit at $0.03 per kilowatt hour. During peak demand however, it can rise as high as $13.10 per kilowatt hour. In similar conditions (in the lead up to Black Saturday) in January 2009 the average wholesale price in Victoria was $4.62 per kilowatt hour. That stands in stark contrast to the average wholesale price on the Thursday afternoon during the recent heat event of $0.51 per kilo-

Jenny and I decided to visit family and friends in Victoria over the past couple of weeks. The rst week was terric weather and the second week was the week from hell. One day, driving our car on the outskirts of Melbourne, the car informed us that the temperature outside was 47 degrees. Now that is hot. We are used to 17 in Burnie and sometimes the rare 27 but not 47. What we did notice as we were driving towards the boat to return to Tasmania was the number of trees that had been hit by the heat to the extent that it looked like autumn was already here. This heat event, this term is becoming more common, raised the issue of the need for energy and I am sure all houses with watt hour. This difference can be attributed, according to the Australian Solar Council, in large part, to the heavy lifting being done by 350,000 solar PV systems slashing peak demand and adding capacity in 2014, as opposed to virtually none in 2009. These massive blowouts in the wholesale cost of fossil fuel energy are a key driver for increased power bills. This massive cost burden is spread across all electricity users throughout the entire year, in the form of xed electricity tariffs. RAA modelling also shows that at other times of lower demand, such as Sunday 19 January, solar PV was producing nearly 25 per cent of South Australias afternoon electricity demand and 6 per cent of Victorias. In light of this news it appears that Solar PV on individuals homes and on businesses is having a real and positive contribution in reducing power prices for the entire community. And the community benets of these Solar PV investments will continue for 30 years and more. As the Australian Solar Council states, Ordinary people in the mortgage belts of our big cities and in rural and regional Australia have invested a signicant amount of their own private capital in solar PV. This is a valuable contribution to our national energy network and time our solar citizens were recognised. What is your opinion?

This months heatwave was a reminder just how punishing Victorias summers can be. Our air-conditioned homes are refuge from the heat, but it is also essential to be prepared for the possibility of bushres and to develop a bushre plan. The rst step is knowing whether your home is in a bushre prone area. From July 31 last year vendors must provide that information in the Section 32 statement for would-be buyers. The change, the result of an amendment to the Sale of Land Act 1962, followed a recommendation by the 2009 Victorian Bushre Royal Commission into the Black Saturday bushres. REIV member agents know that this is the vendors responsibility and that it is their role to remind the vendor to include this information. Not doing so could be potentially serious providing inaccurate or incomplete information in a vendor statement can mean the buyer has the opportunity to rescind the contract at any time before settlement. For buyers, this is extremely valuable information and should be read carefully. If you have engaged a buyers advocate to advise you, they should make sure you know the bushre status of any home you are thinking of buying. While the requirement may seem relevant only to rural areas, in fact it applies right across the state including properties on the outskirts of major regional towns and outer Melbourne suburbs such as Frankston. Dont make any assumptions, just because the property is near a town or in an estate. In August 2013 the state s Bushre Prone Area maps, specifying areas prone to or likely to be prone to bushre, were updated. Almost 236,000 properties were removed from the regulations as a result of the review, but another 119,000 were added for the rst time. These reviews ensure the maps are as up-to-date as possible, and with another having taken place in late 2013 further changes are likely. So be sure you have the most up-to-date information by going to Victorian Governments Land Channel, www.land.vic. gov.au, where specic addresses can be searched and bushre prone area maps are available.

Bacchus Marsh Little Athletics Three new Centre records were set on Saturday 18 January with Lucas Shugg (Blues) continuing to be rewarded for his hard training, breaking another long standing Centre record. This time it was the Under 15 800m record, which had previously stood since 1992. Lucas smashed the time with an outstanding performance of 2:08.22 mins. Brant Lopes (Dolphins) set two records for the meet, the rst was in the Under 16 Shot Put with a new distance of 12.03 metres and the second record was in the 70m sprint where he ran 9.30 secs. Jack Shaw (Eagles) bettered his own Under 16 100m Hurdles record in a new time of 15.23 secs. Last Saturday morning, two new Centre records were set in the Javelin event. Courtney Homewood (Boomerangs) bettered her own Under 16 record with a distance of 22.52 metres, meanwhile Hayley Whitehand threw a massive PB with a new record distance of 32.25 metres in the Under 13 Javelin. This Friday BMLAC will be conducting a Twilight Meet commencing at 5pm, due to the State Multi Event being held over the weekend at Bendigo. Claire Byrnes, Bridget Casey, Lara Casey, Mason Casey, James Dickson, Jarvis Miles and Hayley Whitehand will represent the Centre in the State Multi Event.

AUSTRALIA DAY 2014 CHAMPIONSHIPS The courts were full of junior and senior players vying for the club trophies last Monday morning. Despite starting the day at 9.30am, the heat had already set in and the players faced a battle not just with their opponents. The ladies singles championship was decided in three sets with Kristy Tatchell taking the honours for the year. Playing to eight in her rst match with Samantha Lee, Kristy had a see sawing game before winning 8 games to 4. The family affair match with Helen Tatchell had a turn around half way through the match. Helen was 5/0 down before a comeback saw her take the match in intense heat, 8 games to 6. Racing for the Gold Cup


Drivers, start your engines! If you feel the need for speed the Melton Reservoir is the place to be on the weekend of January 31 and February 1 and 2. The Melbourne Runabout and Speedboat Club are gearing up for another fabulous racing boat event, the Melton Gold Cup. Australias top Tunnel boats will be competing and there is a strong eld of Capsule BAD boats racing side by side at speeds of up to 150kph. The future of the club is also cemented with a Formula Future event for youth from 12 years of age. They will be racing their boats at speeds of up to 60kph and includes inboard and outboard motors. The entire course has excellent spectator viewing and Friday is free entry with the practice sessions taking place. On Saturday and Sunday racing will commence at 9am with heats of the Waterford Cup Invitational and MRSBC club championship trophies taking place. The big race, The Melton Gold Cup, will be run on the Sunday. Admission prices for adults are $20 per day, children $10 (13-17), U12 free.
