During Presidential transition years, it is common for the incoming administration to miss the deadline for submitting a budget. According to CRS, prior to President Obama, the last three incoming Presidents that submitted a budget or revised their predecessor's budget (Ronald Reagan, Bill Clinton, and George W. Bush) submitted the details of their transition year budget to Congress in early April. 2 Though The Government Management Reform Act of 1994 requires the Financial Report of the United States Government to be completed no later than March st 31 for the previous fiscal year, the December deadline in OMB Circular A136 (issued June 2009) supersedes that law.
