At the time this edition of the Friday Report was prepared the January 10, 2014 pre-session edition of WASA's TWIO was available for directors. Directors are always encouraged to review both of these publications. Washington State Supreme Court Issues New Order in the McCleary Case: On January 9, the Supreme Court recognized the Legislature for making some funding progress. The court was highly critical about the legislature's pace of improvement and the lack of any detailed plan for achieving full funding by 2018. The court clearly stated that the state is "not on target to implement ESHB 2261 and SHB 2776 by the 2017-18 school year." The order observes that the $982 million budget for education in 2013-15 represents only a 6.7 percent increase over the current constitutionally inadequate level of funding and falls well short of the needs estimated by the legislatures Joint Task Force on Education Funding. The order directs the state to provide a complete phase-in plan for meeting its goals by April 30, 2014, and indicates the court might seek more frequent reports, emphasizing "the pace of progress must quicken." Directors are encouraged to read through the attached order prior to attending our legislative conference, which is easier to read than the typical judicial decision. Attachment: McCleary Supreme Court Order 20140109.pdf (441 KB) Attachment: ESHB 2261 Final Bill Report.pdf (128 KB) Attachment: SHB 2776 Final Bill Report.pdf (96 KB) Secondary Reading Assessment (Strategic Targets: 1.1.a, 1.2.c, 1.3.b) The testing window for the district's mid-year Secondary Reading Assessment (SRA) opened January 6 and closes January 31 for students in English Language Arts classes, grades 6 through 10. Data from these reading assessments will be sent to teachers in February so teachers can collaborate with their school teams to analyze assessment data and work together to plan next steps in instruction. This collaborative work will continue during the spring Review of Evidence days in order to provide continued support to teachers in their work to ensure that students are proficient on the 2014 state assessments. Developmentally Appropriate Proficiency Exam (DAPE) (Strategic Target: 1.1.a) The Washington Alternate Assessment System-Developmentally Appropriate Proficiency Exam (WAAS-DAPE) is administered each fall as a statewide alternate assessment option for students on an Individual Education Plan (IEP) in grades 11 and 12. If an IEP team has determined a students instructional level in reading, writing, mathematics, or science is at elementary school grades 3, 4 or 5, the WAAS-DAPE Form ES (elementary school) test booklet is used for the assessment. If an IEP team has determined a students instructional level is at middle school grades 6, 7 or 8, the WAAS-DAPE Form MS (middle school) test booklet is used for the assessment. In all, 83 students tested in one or more content areas resulting in satisfying 41 graduation requirements by successfully meeting standard. Exam (HSPE) testing administration. Special Services Middle School Math Common Modified Assessments (Strategic Target: 1.2.a) Special Services has assembled a team of general education and special education math teachers who are now in the process of modifying the district-created summative assessments for each chapter of the new math curriculum grades 6 through 8. The expectation is for the modified common assessments to be used in each resource room math program as well as with students in general education math classes who have a disability in math. Our goal is to increase the performance of all students who are eligible for special education services in math. The special services middle school math team will share results from the modified assessments to track progress and adjust instruction as needed. Fidelity to the Common Core math standards will be expected to ensure access to the general education math curriculum for students with a disability in math. Students may receive a modified grade if it is indicated on the students Individualized Education Program (IEP). Math Accountable Talk (Strategic Target:1.2.b) Accountable Talk is a strategy that engages students in discussion where it is necessary to cite evidence for their claims and respond to one anothers thoughts and ideas. It incorporates all four components of 21st century skills: communication, critical thinking, collaboration and creativity. Students respectfully engage in discourse around a topic sharing strategies for problem solving, agreeing or disagreeing with anothers solution, and add on to one anothers thoughts and ideas about a concept, procedure or solution. In addition, through the course of Accountable Talk, students are able to revise their thinking and again put it out for others to respond. Accountable Talk is becoming more widespread in math classrooms at the K - 5 level as teachers use the new instructional materials and teach the mathematical practices of the Common Core State Standards in Mathematics, specifically mathematical practice #3: create viable arguments and critique the reasoning of others. Jackson High School's FIRST Robotics Team hosting FIRST Tech Challenge (Strategic Targets: 1.2.b, 5.4.a) On January 12, Jackson High School's robotics team, For Inspiration and Recognition of Science and Technology (FIRST), is hosting a FIRST Tech Challenge (FTC) North Inter League Championship. The event will run from 11:30 a.m. - 5:00 p.m. with 33 teams from around the region operating robotic moves in a match against time in the game "Block Party". FIRST Tech Challenge is a student-centered activity that is mentor supported and gives students a unique and stimulating experience. Students learn the value of teamwork and to respect each person's ideas and contributions to the team. FTC competition challenges students creative problem-solving skills by enabling them to build robots that do amazing things. Students design and construct robotic devices which can be autonomously programmed or operator-controlled to perform various tasks. English Language Learner January Matrices (Strategic Target: 1.5.a) The number of English Language Learners (ELL) in Everett Public Schools as of January 6, 2014 is 2,014. This is an increase of one student compared to the December 2, 2013 count. The ELL Level 4 language matrix shows 272 students exited ELL services in June 2013 by scoring a 4 on the Washington English Language Proficiency Assessment (WELPA). This is an increase of one student compared to October 2013. Students progress is monitored and support is provided for those students not at standard in reading, writing, math, or science. The number of languages spoken remains unchanged at 73. Participants from Cohort 2 and Cohort 3 participated in Professional Learning Community (PLC) meetings. These PLCs focused on using writing benchmarks to assess students and plan instruction. Participants included district PreK-1 teachers, and community PreK teachers. Cohort 4 PreK-3 teachers from Emerson and Hawthorne participated in a BFTL Demonstration Day, observing both consultant David Matteson and an Emerson kindergarten teacher as they modeled and guided writing in classrooms.
