UNFCCC Urgent measures are necessary to curb the projected growth of GHGs worldwide. Shipping has thus far escaped being included in the Kyoto global emissions reduction target for CO2 and other GHGs. Regulations R l ti exists i t for f SOX and d NOX. As CO2 is the most prevalent of the GHGs, any set of measures to reduce the latter should primarily focus on CO2. UNs organization g for maritme issues (regulations) ( g ) is IMO.

European Community (EC)


EC accepts, honour, and include IMO IMOs s regulations in the EC directives. Message to IMO: Act now, or we shall act instead. On national level, member countries in EC will apply EC directives. Soon, also smaller vessels (<400 GT) will be included in the Regulatory framework in one way or the other.

The over-all picture


Ships transport 85% of the worlds goods. Shipping burns approximately 335 million tonnes of fuel per year. The associated emission of CO2 is around 1 billion tonnes of CO2 per year.

Will EEDI and SEEMP make a change? g


Analysts are in agreement: EEDI and SEEMP alone is not sufficient to curb the growth of GHG emissions. emissions Market Based Instruments (MBI) will be required: - Emission Trading Scheme - Carbon levy - IMO (MEPC 65) will ill continue contin e the work ork to outline o tline MBI. MBI - The issue is highly influenced by politics.

Potential consequence q on safety y


Safety should not be compromised in seeking improved energy efficiency : - Manoeuverability of the ship might be jeopardized when a vessel is under-powered in order to minimize EEDI. - Redundancy in propulsion and safe return to port will not pay off as the EEDI formula punish such arrangements. - IMO (MSC and MEPC) have recognized the topic and will come up with Guidelines.

Conclusions
EEDI and SEEMP will decrease the emissions significantly g y compared p to BAU (Business As Usual), but will not alone manage to curb the growth of GHG emissions.
