3rd WORLD MEETING OF THE FIAT/CHRYSLER TRADE UNION NETWORK The 3rd Fiat/Chrysler Network Meeting organized by IndustriALL

Global Union met in Turin on March 19th-21st 2013, in the International Training Centre of the ILO. The Fiat/Chrysler network gathers the representative trade unions, affiliated to IndustriALL Global Union, organising the workers employed in the different facilities of Fiat Spa, Fiat Industrial and Chrysler worldwide. The number of participants, more than 80 representatives from 12 countries, is a testimony of the networks growth and every year new participants are joining the network. The key points of discussion of this years meeting have been as follows: the WCM production system implemented by Fiat, country reports on the situation in the facilities of the group and the evolution of the network into a forum, where the management will give information in an open and transparent way on the future of the company and of each facility and thus also on the future of jobs of the employees. At the end of the meeting, participants decided to continue the work of the network next year as well, and to expand it to other countries and production sites with the goal of unifying all the Fiat plants around the world and strengthen the unionization process; to that end, in any Fiat Group facility worldwide workers must be guaranteed trade union and labour rights, without any form of discrimination, as established by ILO Conventions, starting from freedom of association and right to collective bargaining. The network is also committed to make sure that such rights are recognized to workers employed in the Fiat Group supply chain. WCM All trade unions attending the meeting basically accept the implementation of production systems in order to improve competitiveness. Competitiveness, also from the point of view of workers representatives, represents an important precondition to ensure job security. However, productivity increase and working conditions improvement must be considered as goals with equal dignity and relevance. For this reason, the trade unions that have joined the network submit the following demands: In all production plants, workers representatives and their unions should be involved in the introduction and implementation of WCM. Existing collective contracts, agreements and co-determination rights must be observed. Workers must be actively involved in all processes and in decision-making processes as well.

Productivity increases must be the result of production processes improvements and not of intensified performances. Also, the introduction of WCM should guarantee that intensity of performance and conditions of work will not be worsened. To this end specific agreements on performance measurement must be reached. In designing jobs and production processes, ergonomic factors should be taken into account, including the ones concerning mental burdens and stress, and we require the systematic introduction of best practices in ergonomics, in compliance with the law and the updated evolution of the medical science, with the goal of preventing hazards linked with bio-mechanical burdens. Workers representatives and trade unions must be consulted and should be guaranteed the possibility of submitting proposals, that the company should consider for implementation. Productivity increase cannot entail the loss of jobs or the loss of skills. Before implementing any available measure in this field, adequate replacement jobs should be offered. With respect to improvement proposals submitted by workers, which in any case cannot be compulsory, adequate economic participation should be guaranteed, and a specific agreement on this subject should be reached with workers representatives. It is necessary to focus on the consequences and impacts of WCM on physical and mental health of workers and, if required, adequate measures should be agreed on with workers representatives to guarantee workers health and safety. To this end, a proactive and preventive strategy with special focus on work related injuries is essential and participation of trade unions and workers representatives should also be ensured in training activities for workers and process management, in particular in the WCM Safety pillar.

Productivity increase should be accompanied by work conditions improvement and fair participation to companys results, with an impact on wages vis--vis achieved productivity and quality improvements. This is the only way to guarantee competitiveness and jobs over time. A company can acquire lasting success only if it is run together with its employees and not against them. Open and transparent information An important topic of discussion, shared by all participants, was the request to the management to implement better information, consultation and participation of unions and workers representatives in all the issues concerning the future of the companys facilities and employment. Thus, we firmly ask the company to: Provide exhaustive information on the economic situation of the company Provide information on investments and employment trends in each facility

Provide exhaustive information on restructuring plans and on other change processes, by consulting workers representatives before final operational decisions are made. Organization and participation to a EWC meeting of Fiat Spa, at which the management should provide detailed information and consult with workers representatives, as required by regulations currently in force. Immediate opening of negotiations within the Special Negotiating Body for the establishment of a EWC in Fiat Industrial. An agreement through which Fiat management recognizes the International network as a forum of information and consultation, like many European and American companies have already done, with very positive results achieved through the collaboration with trade unions at international level.

Active participation of workers to promote competitiveness of the company requires a guarantee to job security. Only if employment is guaranteed and workers are not afraid of losing their jobs, they are motivated to provide their contribution to improve companys situation and promote success. We have the right to know what our future is going to be, not only for us but also because of the responsibilities we have towards our families. A week of actions The Fiat/Chrysler network unanimously decided to support at world scale these demands by implementing simultaneous diversified actions in all the represented plants during the week from April 8 to 12 April 2013 We are united to guarantee job security and better working conditions. This is what we fight for!
