Ministry of Road Transporr & Highways, throughits letter no. NIV37010/4/2010.pIC (pt.RFAQ) dated 28' Janua.ry 2013, has approvedsome 67-8=59 applicantsas eualified for the National HighwaysProjectsto be taken up on EPC mode. The eligibility limit of such Applicantsis valid up to September 2013. Are all the quqlified applicants listed in the Mnistry's letter dated 28s January 2013 automatically 'Qualified,for bidding for th above referrd prcject or theie applicsnts have to go through the Qualificatiotr Process again? 2. ln th RFQ document, the Time for Completionofthe aboveproject is given 1 % yearswhich, as per guideline available in the Model EPC Ageement, includesthe ddvelopmeat of the project also. Consideringthe Design-Build(EPC)r[ode, the Time for Completionis grosslyinsufficient. The developmentphase itself takes some 9 to 12 months which in&r alia includes subsoil investigation, surveys, design of highway andmajor bridges, via duots and other structures, procurementof applicablepermits which fiuther intr alia includes (a) permissionof the State Govemmentfor extraction of bouldersfrom quarry; (b) Permissionof Village panchayats and Pollution Control Board for installation of crushers;(c) Licence for use of explosives;(d) Permissionof the State Covemmentfor druwing water from riverkeservoft; (e) Licence fiom inspectorof factoriesor other competent Authority for settingup batchingplani; (f) Clearance of Pollution Control Board for setting up batchingplantj (g) Clearanie of Village panchiyatsand Pollution Conhol Board fo. setting up asphaltplant; (h) PermissionofVillage panchayats and StateCovemme.nt for bonow earthetc. All theseactivitiestake substantial time. The conshuction phase inter alia includes strengtheningof tho exlsting carriageway and construction of the new caniageway,construction of paved shouldersdrains repair &shengthningof existing bridges & structures, construotionof new major bridges,viadrich & shuctulesand allied works. For the aboveproject it would reasonably require24 to 30 months. In view of the above, a reasomble Time for Completion (design, development & construction) would be 36 to 42 months othendse unnecessary ExteNion of Time for Completion would be required,Plase consider reviriou ofappropriate Time ofcompletion.
