The Austrian Electrotechnical Committee

does not agree with the publication of a
standard that referring to all former
comments to related drafts. There is no
real need for such a standard on MV
level and it may be called into doubt
whether compatibility levels equally
chosen to those of LV level fulfil their
task.
The German National Committee casts a
negative vote to the above-mentioned new
work item proposal due to the following
reasons:
As normally no direct connection of
equipment to the public medium-voltage
power supply system happens, there is no
need for emission and immunity limits for
this network level and therefore relevant
compatibility levels which would
according to their philosophy - serve as a
basis for such limits are not necessary. The
German National Committee sees that this
opinion is furthermore confirmed due to the
fact that the project IEC 61000-2-12 was
orignially started in 1981 but did not reach a
final result since this time.
Note: The German National Committee
assumes that the preceding document IEC
77A/373/DTR is replaced by IEC
77A/374/CDV according to the note on the
title page of this CDV. Therefore the German
National Committee submits no own
comment to the above-mentioned DTR. If
our assumption is wrong the German
National Committee wishes to use this
comment also for IEC 77A/373/DTR.
The Italian National Committe casts a
POSITIVE VOTE with some comments

measurement window.

Approximately is correct,
because both 50 Hz and 60 Hz are
nominal values.

The note is informative, but is not

intended to be an instruction on
measurement.

Sometimes a higher precision is needed e.g.

when measuring signals for power-line
carrier systems, which are dealt with in the
document.
For an interharmonic also the accuracy of the
amplitude measurement may be influenced
by the choice of the time window.
