SUBJ : Investigation of BoCC President Blaine Young, et. al.; Request for, Dear Linda Thall, A recently filed Ethics Complaint against Frederick County BoCC President, Blaine Young, was denied any further action by the Frederick County Ethics Commission Chair, Mr. Harold Otis, citing a "lack of specifics". The finding by the Ethics Commission appears to have been based on an extremely narrow and incorrect interpretation of the Ethics Ordinance and in direct contradiction to well established facts. Prior to the January 13, 2014 ruling by the Ethics Commission, Mr. Young made repeated statements, via news media outlets that none of the allegations were true and were being used as a political smear campaign against him. What we the citizens of Frederick County now know, is that the allegations were true and Mr. Young used deceptive practices to keep the facts from public scrutiny and to inappropriately influence the members of the BoCC appointed Ethics Commission. The trustworthiness and impartiality of the Ethics Commission is called into question, based on their refusal to investigate matters which clearly fall into their jurisdiction ... see Ethics Ordinance, Statement of Purpose. With this email, I am formally requesting your office to directly investigate, or to assign a special prosecutor to investigate, Mr. Young's unethical; if not illegal based on Maryland statute(s), conduct as the Chief Executive of Frederick County. This investigation should also include the Frederick County Budget Office employee, named in a previous ethics complaint and acknowledged by Mr. Young, himself.
