North Haven Middle School Current status


NEASC (New England Association of Schools & Colleges, Inc.) accreditation report concludes that the facility is limiting the Towns ability to meet the needs of a contemporary academic program This report resulted in the town taking action on the building to maintain the accreditation DTC hired to do a study of the facility before the building committee was formed

Constructed in 1960 The building and systems are failing beyond useful life Detailed NEASC report can be found on the North Haven Middle School website (lower right hand corner full article)

Committee Background
Formed in August 2013 First meeting held on August 20th A brief overview of 4 options was presented to the committee Committee members approved at town meeting on September 23rd Meetings started on October 7th 8:15am at the BOE board room and are bi-weekly (subject to change)

Option 1 - Renovate the existing school
Total cost: $67,588,276 Net cost: $45,507,417

Option 2 - Renovate Gateway Campus


Total cost: $71,988,187 Net cost: $54,522,823

Total cost: $65,892,568 Net cost: $50,775,361 Note: This option includes a potential expansion of the ball fields between the Middle and High School. The additional net cost increases to $55,577,383

Reasons Option 2 Gateway was Eliminated


State has not deemed Gateway to be a surplus property as they are the current owners of the building Remediation cost for auto body shop which exists in both gyms Unknown state reimbursement rate so far in the future Risk of losing NEASC accreditation with timeline so far out

Reasons Option 2 Gateway was Eliminated


State would not pick up any cost of the demolition or remediation of the current Middle School site. 100% of the cost would be towns responsibility because it is not on the same property as the option chosen

Reasons Option 1 Renovate Existing School was Eliminated


Riskiest option in terms of added costs (when they open up ceilings and walls and find additional problems such as PCBs) Since there is no swing space to move the students into, trailers would be used as classrooms Complete renovation has the most risk Most disruption to staff and students

Longer time line renovating a portion of the building at a time Increased risk of exposure to airborne materials even though they are isolated with barriers

Bailey Road resident concerns of building scale Close proximity to Bailey Road Traffic concerns One story building not likely Displaces existing baseball & soccer fields until middle school is demolished for 2-3 years New State of CT School Security Commission Report cites security concerns with having building so close to the main road

(Concept selected but not designed at this time) No impact to existing fields When completed an additional field will be created Uses existing bus loop No change in proximity to High School Reuse of existing auditorium, caf, music room and gyms which will be renovated Less disruption and less need for a lot of swing space (summers to renovate common areas)

Renovate as New 39.64% New School Construction 29.64% Application to State due 06/30/2014 Reimbursement rates are declining year after year No guarantee that current reimbursement rate will carry forward unchanged Project will comply with new school security standards that are effective July 2014

If funding is not approved to proceed with Option 4, we are faced with making costly renovations to the existing Middle School in order to not lose accreditation

HVAC Component: $750,000
Replace all existing units only Does not include classrooms

Electrical systems

$1,250,000

Presently all electrical and data systems are maxed out. No new services can be installed until all main and branch circuits are upgraded

Bathroom and plumbing: $2,250,000


All bathrooms and fixtures replaced All drains, main distribution water lines and heating lines need replacement All valves associated with boiler functions

Replace fire control panels Replace all smoke detectors and branch wiring Meet all ADA requirements for classrooms building entrances, exits and all associated fixtures and equipment

The items mentioned on the previous slides only address the core mechanicals and electrical equipment of the school Does not address the other needs in all classroom areas and architectural concerns Without the passage of a new middle school the above items would have to be completed in the near future
