Introduction

In 16 September 1963, Malaysia formed which Sabah and Sarawak joined

to Malaysia. In this time, Malaysia already independent from British

matters and we were freely to guide our own state but when British came

out from Malaysia there were still many things that influence our situation

such as our government administrations, our economics, educations and

many more. When the British came to Malaysia, they were encouraging

the people using the English language in their studied. People whose took

education must speak in English and most of the teachers not from our

country but they came from British to teach our people. According to my

grandfather’s experience, he said that when they were going to school

their teacher just taught them to past and not to give them achieve

successes. I mean here, if they know several things such as know the

number and know to read it is enough to them, but they were taught in

English language. When our first prime minister Tun Abdul Razak became

the prime minister, he changes the English language to Bahasa Melayu.

Means, the English language became the English subject and people using

the Bahasa Melayu in their studying and at the same time, they study the

English subject. This concept is becoming one of the constitutions in

Malaysia that Bahasa Malaysia is national language in Malaysia but, when

the Dr. Mahathir Mohamad become the fourth Malaysian Prime Minister,

he introduced the teaching of Science and Mathematics in English (PPSMI)

which the English language is using for two subject it is Science and
Mathematics to change out mother-tough. In my opinion, the reason why

teaching of science and Mathematics in English because these two

subjects was taught in 1970. Means, now we already more than 30 years

so, if the government proceed teaching Science and Mathematics in

English maybe we already excellent in speaking in English and at the

same time we can also excellent in Bahasa Melayu and all of this very

enough to our country to suffer in the globalists. That why, Mahathir

Mohamad introduced this policy because, he want our people gets ready

to globalists. Whatever, this policy received so much opposition from the

public especially the opposition seat. When I read this issue at

Wikipedia(internet) during the Mahathir introduced this policy in 2003

there were many people talk about this issue. Means, this issue became

as hot issue which almost the people talked about this policy and my

family also talk about it that some of them disagree with this policy and

another person agree with it. I myself also became wonder whether this

policy gave benefits to the people or beyond during the implementation of

this policy but now, I want to voice out my opinion about this policy that

we all already know this policy almost becoming successful but, the reality

this policy not achieve its objectives.

Why Mahathir bin Mohamad introduced this
policy?
The main purposes or objectives of this PPSMI are to make sure the ability

of the student in the primary and secondary school to know in English

language. Our former prime minister Tun Dr Mahathir Bin Mohamad in

this blog said he totally support the PPSMI because these two subjects

Science and Mathematics are teaching all over the world. As we all know,

every day the scientists making their researches in science and most of

them are using the English words to explain the name of the items that

they use in their experiment. As the result, they list down this all words in

the book so, the PPSMI is one of the objective of Mahathir to make sure all

students can use this book because there are many resources from

English book as long as they use this book they will more better in English

language.

Other than that, the main objective of this PPSMI is because Mahathir

Mohamad wants the generations can compete with the other develop

country in this era of globalisation. He said that the Malaysia have been

left from era of the globalisation that why Mahathir was introducing this

policy. He also want our country achieve success by looking the

Singapore and India

Why the policy received so much
opposition from various segments
of society?
According to minister of education, Tan Sri Muhyiddin Yassin said the

policy of teaching science and mathematics in English will be abolished

three years from now and to abolish this policy based on the level of the

students until year2014. In my opinion, the government abolished this

policy because the government feel afraid to the society. I mean,

because there were many people not agree this policy so, if the

government proceed to implement it maybe the government will lost the

people’s support which during the election the people will not elect the

government side, that why the government abolished the teaching of

science and mathematics in English, this is my only opinion. But, here I

would like to share what I have been read, why this policy receives many

criticism. First of all, because of the this policy give more benefits those

who live in the urban area which they already have good command in

English compare to the rural area, they were difficult to follow this policy

because of the lake of infrastructures and also the basic tools in their

study. Besides that, in rural area students may difficult to find any

resources and materials to help them in their study. As the result, this

policy not give benefits to all students weather they at rural or urban area,

that why this policy so much received criticism from the society means,

there are gaps between the rural area and urban area. If I see at my
Kampong most the students cannot understand their teacher have been

taught them, I also supersizing with my cousin who taking this two

subjects by using in English language in their study cannot gain

knowledge from what he have done in their school . When I questioned

him based the topic that he already covered for these two subjects he

cannot answer me and he said to me he not understand his teacher have

been taught him. In this situation, I concluded the policy make the

students cannot gain something when they came to the school. I am sad,

because my cousin become like substance of experiment by the

government.

Besides this, I think this policy received criticism because the government

has disregarded the ACT 152 of the constitution of Malaysia. This act

clearly stated the Bahasa Melayu is a national language. That mean, in

the school the students using the Bahasa Melayu in term of their study

and accepted for the Indian and Chinese students that they use their

mother tongue in learning these two subjects is science and mathematics.

So, we can see that this policy has contras to the constitution, that why so

many opposition about this policy- teaching science and mathematics in

English. Moreover, based on the researches about the PPSMI, only 4

percents students have been improve their command of the English

language but, decrease the interesting of these two subjects. Means, the

students already do not like the subjects of science and mathematics

even they already know these two subjects is important to them.

Another reason this policy so much received the defiance because there

are teachers whose teaching science and mathematics in English poor in

English language so, it may difficult for them to teach their students

during the class. When I read some articles about this policy, there were

teacher who complained to the reporter that they became angry to their

students because some of their students cannot understand to their

teacher that the teachers have been repeat for several time to make sure

the students can understand. In this case, most of the teachers especially

at rural area were taking long time to finish the syllabus of these two

subjects. If we see, the teachers not be able to speak in English in their

teaching process so, it may difficult to the students to learning these two

subjects that make the students become lazy in these two subjects

because they not understand what their teacher saying to them. As the

result, most of the students get bad results in these two subjects at the

same time it may decreasing the performance of the students that why,

the policy of PPSMI received so much defiance from the teachers and the

students.

The other hand, the policy of PPSMI so much received opposition from the

society especially the parents of the students. This is because, some of

the students reported to their parents about his problems in learning

these two subjects science and mathematics in English. This because, the

students cannot understand what their teacher has been learning in the
class so, they need an extra times to learn these two subjects by taking

tuition. As the parents, it is their responsibility to send their children to go

to take the tuition and it is not difficult for the parents whose earning

higher income but, it may difficult to the parents whose earning lower

income. This is because, to pay the fees of the tuition maybe around

RM60, if the parents have three children in taking these subjects he

should pay more. As the result, the parents support the side who want to

abolish this policy.

My opinion about the
government’s decision to reverse
the policy weather it is a step
backwards for the country or not.
In my opinion, the decision to reverse the policy is not a step backwards

for the country. This is because, since the policy has been implement

there are so much people criticised this policy it is because, many of them

do not like the method using the English language in teaching these two

subjects science and mathematics in the school. Actually, this is a good

decision by the government because, if the government proceed this

policy it has more bad effect to our country especially the students.

Based on the researches, most of the students lost their interest in

learning these two subjects science and mathematics and only four

percent students have been improve their command English. This is

danger to our generations that there are nobody take the place in become

a doctors and also teachers in teaching in mathematic in for our citizens.

In other hand, to reverse the policy is not a step backwards for our

country because, without master in English language, our country can still

develop. According to famer Prime Minister Dr Mahathir Mohamad, this

policy also focuses on the development from the aspects of science and

technology, and from the aspects of national language. If we see like

Korean, their country can develop by using their mother tongue. Just

imagine, how the students can expert this two subjects science and

mathematics by using our own language they still not gain a good result

in exam and the government implement this policy totally give a burden

to them. In learning these two subjects the students actually learn three

subjects at the same time they learn mathematic they also learn English.

actually, this is good for them but, not good to the students who not

understand in English.
My suggestions to improve the
level of English proficiency in our
country.
There are several suggestions to improve our level of English proficiency

in Malaysia. As we all know, our people cannot understand directly

without study this subject (English) from the easier knowledge or

language. I already divided three organisations that responsible to ensure

our people can improve their level of English in our country, there are

responsible of the parents, second the responsible of all school and lastly

the responsible of the government. If we think logically, most people

started their study from the basic so, it is not impossible to the people to

learn English language very well if all parents play their rules to expose

their children in basic English. As the result, their children can improve

their English language. In my experience, if my parents talks to me in

English everyday maybe I can be the perfect one speaking in English.

This is because, my young sister can speak very well in English and at the

same time she can write in English better than me. Here, we can see that

the parents should have more alerts to their children to have better in

English which the parents must expose their children from their children

still young so that their children become expert for this English language.
Second, the responsible of all the school that takes extra time to teach

their students in English. Mean, in primary and secondary school their

teachers take an hour or two hours become extra times which the

students will learn English by follow the new times, maybe the students

learn English subject with six hours per week for the ordinary but, by

follow the new times they will learn English subject for seven or eight

hours every week. To make sure the student not easy to feel boring for

this subject, the school should include many activities such as games that

related the topic. In this case, the government should invariable the

allowance 10 % to the teacher as the changes of this policy so that, the

teachers can proceed to teach the students without any problems. Other

than that, the school also can give their teachers appreciation as

encouragement to them so that they have an effort to make sure their

students can become better in English language weather in grammar,

writing, and speaking. Moreover, at all school there must have bilingual

books in the subjects for science and mathematics so that, the student

can easily translate by themselves. As the result, our English language

can be improved in our country because all the students already can use

the English language better.

Third, the responsible of the government which to improve our level

English in our country the government should be more alerts. I mean, it is

better if the government spend the government money to the public

which the government can open public tuition for all the people by pay
half of the tuition fee. This is because, if the government make this way it

can improve our command English in our country at the same time people

easier to interact to another people outside our country. Besides that, the

government can also use the mass media like radio, television, article and

many more to give any words for everyday. If I see, many people prefer

to read news papers so, why not the government tell the mass media to

list down any English words and translate it in Malay language so that the

people know how to use the words. In this suggestion, it may encourage

the people to improve their English language in our country. Other than

that, the government can also invite or bring the teacher at other country

like America or Singapore to teach our students at the school, by this

method students or people will know more the real to use the English

language.
Conclusion
In conclusion, the society already knows the result that this policy will be

abolished and they cannot use this issue to gain a support from the public

in any elections. Plus, the people already advance by use their right to

voice out their opinion even there were several bad happened which

people involved in demonstrate and many more. Besides that,
