On June 23,2004, commission staffers Marco A. Cordero and Quinn John Tamm
traveled to the Lorna Village Apartments located.at 3175 Cauby Street, San Diego, .\..

Jason Pogrell and Luis Naranjo, both managers for the Lorna Village Apartments
allowed Cordero and Tamm to review Yajaira Ruiz's 'apartment rental agreement and
application. From the forms, Cordero and Tamm learned that Iyed Khreiwesh co-signed
for Yajaira Ruiz and also learned that they both listed two previous addresses as shared
residences. These residences were located at 4377 Parks Avenue #2, La Mesa, California
and 529 Fergus Street, San Diego, California. They each listed a married couple,
identified as Jim and Alicia Rantz, as their references. Rantz's address was listed as 3917
Conrad Drive #F5, Spring Valley, California. (A subsequent visit with the manager of
that complex led Cordero and Tamm to learn that the Rantz's had moved to the]...__ ....
I k.After learning this, Cordero contacted Pogrell and requested
Rantz's address and tdephone number. Pogrell advised Rantz was living in... apartment
