Event: Interview of Detective Michael Rosenberg and review of Taxi Driver Licenses for
the City of Santa Monica, CA for Qualid Mohammed Moncef Benomrane

On the above listed dates, Commission staff members Marco A. Cordero and
Quinn John Tamm, Jr. conducted the following investigation in Santa Monica, CA:
Detective Rosenberg was asked ifhe could determine if an individual by the name
of Qualid Mohammed Moncef Benomrane had been licensed as a taxi cab driver in Santa
Monica. Detective Rosenberg said he would search the records and have the information
on 04/20/2004. On 04/20/2004 Detective Rosenberg reported that he had reviewed the
records of the Police Department of Santa Monica and determined that Benomrane was
licensed as a taxi cab driver from June of 2000 until June 2002. Detective Rosenberg
provided the interviewing staffmembers with one color taxi cab driver permit, which
expired on 06/30/2001 and authenticated a second license which expired on 06/30/2002.
Detective Rosenberg explained that Benomrane acquired his first Santa Monica cab
license sometime in June 2000 or later. All taxi cab driver's licenses expire on June so".
When the records are reviewed, Benomrane's name does not appear in the database of the
Police Department before June 2000. Benomrane's first license was issued in the name
of Metro Cab Company, 2717 South Robertson Avenue.Los Angeles, CA. Benomrane's
second taxi cab driver's license is issued in the name of Sunshine Cab Company, 12521
Wagner Street, Los Angeles, CA. This license has the number 5MB9808757 and the taxi
cab number is identified as number 105. There was no information in Benomrane's taxi
cab driver's record that he had a taxi cab driver's license in any other municipality.

Detective Rosenberg said that there was no "negative" information in the Police
Department records concerning Benomrane. No complaints were made to the Police
Department and Benomrane did not receive any moving violation citations or parking
tickets. Detective Rosenberg provided no additional information at this time.
