ROUTINE INSPECTION OF STEAM TURBINE CONTROL OIL PIPEWORK TO REDUCE POTENTIAL FIRE RISK
1.0 INTRODUCTION Instances of failure of control oil system pipework on steam turbines due to vibration and failure of welded or compensation joints are not uncommon. The majority of systems contain mineral oil under high pressure and are fed directly from the turbine lubrication system with no means of isolation. They are also in close proximity to steam pipework and other hot surfaces, any leakage therefore can represent a potentially severe fire risk. Whilst on many occasions leaks have been contained and subsequent fires extinguished by local fire fighting, some incidents have resulted in major fires causing severe damage to both turbines and station structures. Failure of pipework in control oil systems using fire resistant fluids, whilst having a lesser fire risk, could sever operating problems. 2.0 3.0 SUPERSEDED DOCUMENTS - Nil SCOPE All steam turbine control oil systems, both those utilising mineral oil systems, both those utilising mineral oil and those using fire resistant fluid. 4.0 4.1 REQUIREMENTS Routine visual inspection for leaks, vibration or inadequate support of all control oil pipework should be carried out during a turbine run-up at steady load operation. The inspection should take place at not more than six monthly intervals. During turbine overhauls, all control oil pipework joints, whether welded or of other construction, should be visually inspected. All pipes in the region Page 2 OD/OPS/MECH/004 Issue 1 June '94

of supports should be inspected for fretting or other damage. Arrangements for NDT should be made of any areas which appear suspect. 4.3 Station General Manager would evolve suitable LMI keeping appropriate records of inspections with identified responsibility for on/off load inspection and record keeping. REVIEW The Executive Director, (Operation Services), will be responsible for reviewing this Directive on a 2-yearly basis.
