Tena tatou katoa


Another busy month for Te Runanga-a-iwi o Ngapuhi, especially at regional and
national level, with initiatives being offered from all directions.

By the time I table this report Te Roopu o Tuhoronuku (previously called Te Tiriti o
Waitangi Settlements Sub-committee) would have finished the national road-show hui
on Settlement of Ngapuhi’s Te Tiriti grievances against the Crown.

Next week will be hui in Te whare tapu o Ngapuhi, then on to Tamaki Makaurau and
finally Sydney, Australia. We are confident our iwi will choose well who they want to
hold the mandate for negotiations with the Crown. We are looking forward to that
challenge.

We need to keep in mind our Annual General Meeting (AGM) coming up next month.
I understand everything is on track for an excellent hui which will, of course, be held
in Ngati Hine. Our November monthly hui will be merely a dress rehearsal for our
AGM the next day. The date of the AGM is now Saturday 14 November 2009.

Koroneihana 2009
ƒ The bus load of Ngapuhi kaumatua and kuia who traveled together enjoyed
themselves
ƒ It was a great opportunity to network with other iwi
ƒ This could become a great base for Maori discussions, along with Waitangi
ƒ Our kaumatua/kuia experienced national debate on the marae
ƒ We attended the iwi leaders hui in Hopuhopu
ƒ Three main issues:
- Water: ownership and usage rights
- Emission trading scheme: effect on Maori, forestry, fishing ownership
- Constitution for Aotearoa – what this might look like
ƒ Overall, an excellent hui

ƒ There will need to be some sort of legislation in its place – public anxiety will
need to be managed
ƒ Maori Party must take full credit for this – the party was founded on this issue
ƒ Iwi leaders have posed the following question to the Crown – is new
legislation required?

Meeting with Minister Tariana Turia


ƒ The CEO and I met with Tariana Turia – re: Whanau Ora programme
ƒ We secured key people to be seconded from CYF to assist NISS
ƒ The CEO also secured these people at a regional level – she will report on this
ƒ The Minister asked that Ngapuhi call a meeting with all Maori social service
providers in region
ƒ She requires a regional approach to the new Whanau Ora programme

Meeting with Te Runanga o Ngati Hine


ƒ On Saturday 12 September, we finally met with representatives from Te
Runanga o Ngati Hine
ƒ Kaumatua and kuia were in attendance as well
ƒ Board members, Judah Heihei and myself attended – others were invited but
couldn’t attend
ƒ We agreed this was between Te Runanga o Ngati Hine and Te Runanga-a-iwi
o Ngapuhi– not Ngapuhi and Ngati Hine per se
ƒ This hui was specific to the fisheries issue – nothing else
ƒ Ngati Hine is the only hapu in Ngapuhi with the ability to withdraw under
fisheries legislation
ƒ We have received a letter from Ngati Hine explaining their desires
ƒ We have answered their letter
ƒ We are mindful of the precedent this will set if we deviate from legislation

Taurahere ki Poneke
ƒ Takiwa/taurahere voted unanimously to establish a taurahere in Poneke
ƒ We are presently working through how this could be achieved
ƒ The constitution will be changed to allow for a new taurahere
ƒ There need to be rules applied to this taurahere in terms of reporting and
attendance at hui
ƒ Operations is currently scoping this out

Te tiriti o Waitangi settlement process


Second road-show round
1. At the time of preparing my report, the second round of roadshow hui will have
commenced. Many of you will have noticed the advertisements in the local
newspapers, television and radio of these hui – in particular the promotion of the
dates, times and venues. We look forward to you attending and participating in
these important hui.

2. The purpose of the second round will be more specific, with the question being
asked “who do you want to hold Ngapuhi’s Deed of Mandate’ as per the
resolution unanimously carried at the Kaumatua and Kuia hui held 25 July 2009.

3. In conjunction with the roadshow hui, the Runanga is also conducting an online
survey on www.tuhoronuku.com to gauge how best we can communicate with our
whanau. By entering your completed survey and giving your contact details, you
are automatically entered in the draw. There is one entry permitted for each
person. The promotion is being run in Aotearoa New Zealand only.

4. There will be one major prize winner and 10 consolation prize winners. The major
prize is a 2.13GHz, 13 inch Apple MacBook (RRP $2000.00) with ten consolation
prizes consisting of Ngapuhi merchandise to the value of $30.00.

5. Te Roopu o Tuhoronuku management will add a financial report later.

6. We received notification from the Office of Treaty Settlements (OTS) that they
have received Official Information Act inquiries from Tamaki Legal for
information on Te Runanga-a-iwi o Ngapuhi’s dealing with them (OTS). We are
absolutely confident everything OTS has from us has been discussed at this board,
albeit some “in committee.”

Takiwa/Taurahere Reports:

Ngapuhi ki te Hauauru
As presented by Trustee Tahere
On File.

• Te Hauauru Takiwa would like to see the Hapu Development criteria reviewed
as hapu are wanting to do things that do not fit the criteria but are beneficial to
their hapu.

• Maori Advisory Board – Takiwa is unhappy with Broadway Medical Centre


calling for nomination without consultation. Who can nominate and who is
eligible – see constitution.

Action: Allen to re-send criteria.

Hokianga ki te Raki
As presented by Trustee Haddon

• Te Raki takiwa still reserved on private prisons and flag matters, however on
Waitangi 2010, a general consensus is that the Runanga should assist
financially and tautoko local management idealism.

• NISS: General update given, consensus that guidelines be set by an


independent for the subsidiary as a safe guard for the Runanga, thus allowing
lobbying for insufficient funding practices to discontinue.

Te Runanga o Taumarere ki Rakaumangamanga

• Social Services – Robust debate about the bullet points, especially Tai
Tamariki Ara Marae, over the unspent funding that could be used to reduce
overall deficit.

• Te Tiriti O Waitangi Settlements Huarahi – Takiwa Trustee still being


questioned as to why the Runanga is driving this kaupapa. This questioning
seemed to come from those that had not attended any Tuhoronuku hui. With
the mandate hui now at Ngati Manu and taku tai moana hui at Waikare,
hopefully they are able to get the answers they want.

Nga Ngaru o Hokianga

• Nga Ngaru takiwa were mis-informed about election processes.

• Nga Ngaru supports the moving of board meetings to six-weekly as promoted


by Ngati Hine.

• Nga Ngaru o Hokianga ask that Te Runanga-a-iwi o Ngapuhi grant them


$2,500 to bring takiwa and taurahere up to date with technology.

Ngati Hine
As presented by Trustee Tipene.
In the past Te Runanga-a-iwi Ngapuhi has been strongly opposed to the recognition of
Ngāti Hine’s status as an iwi for allocation of Māori Fisheries Settlement assets. We
are now proposing a dialogue in the hope that we will finally resolve any remaining
differences between us on this kaupapa.

Representatives from Ngati Hine and Te Runanga-a-iwi o Ngapuhi met on Saturday


12 September at the Runanga offices, Kaikohe. Thank you to those representatives,
including the Chair, Sonny Tau, Trustee Judah Heihei and Lorraine Toki who met
with us to discuss this very important issue as Ngati Hine seeks to clarify issues
around the Maori Fisheries Act, 2004, and to enhance its relationship with Te
Runanga-a-iwi o Ngapuhi.

The meeting was held with a great deal of goodwill and good faith.

It is Ngāti Hine’s firm conviction that we can resolve this kaupapa outside the
parameters of the Maori Fisheries Act, 2004, as did Rongomaiwahine and Ngati
Kahungunu. We feel that it behoves on us to solve these issues through tikanga -
kanohi ki te kanohi and ‘ma roto i te whanaungatanga me te kotahitanga’ without the
need for recourse to legal process.

We have asked you as the board by way of a formal letter dated 12 September 2009 to
consider the proposal outlined below in that spirit.

We confirm the intention of Ngāti Hine to progress this kaupapa as an issue of


priority. We also ask that Te Runanga-a-iwi o Ngapuhi does the same so that there is
minimal chance that this issue delays or compromises our future collective efforts.
This report merely summarises the contents of that letter, handed to your Chairman
that day.

The proposal

That Ngāti Hine and Te Runanga-a-iwi Ngapuhi:

• negotiate and agree on what Ngāti Hine’s proportionate share of the


Māori Fisheries Settlement assets is
• agree on how that asset is to be managed into the future.

From the letter of 17 September 2009 and the Chairman’s September report it appears
that Te Runanga-a-iwi o Ngapuhiare not clear on Ngati Hine’s proposal.

I want to clarify to the board that our proposal said that Ngati Hine wishes to try and
reach an agreement outside of the withdrawal process provided for in the Maori
Fisheries Act 2004.

We wish to approach this issue in this way as it is consistent with our tikanga and our
vision, mission and values of whanaungatanga and kotahitanga. We believe that Te
Runanga-a-iwi o Ngapuhi can and should consider this option seriously.

We confirm the intention of Ngāti Hine to progress this kaupapa as an issue of


priority. We also ask that Te Runanga-a-iwi o Ngapuhi does the same so that there is
minimal chance that this issue delays or compromises our future collective efforts.

Ngati Hine respectfully asks you as the board to confirm by 30 September 2009 that
you are prepared to enter into a dialogue over this proposal with a view to reaching
agreement as soon as possible.

You will note that our letter dated 12 September was addressed to the board.
However, the response to that letter dated 17 September was from the Chairman. It
would seem that the response has not warranted discussion from the board in the first
instance. I believe that the board needs to be given all the available information in
which to make an informed decision on this very important kaupapa.

General Matters
Note: A focused meeting held with Jo-anne Wilkinson, executive director of the
Foundation of Youth Development, considering options for Kiwi Can and
programmes in Kaikohe.

Note: CEO and Chairman met with Minister Tariana Turia regarding the Taitokerau
telecommunications strategy and NISS (Whanau Ora programme).

Note: Meeting with Peter Hughes, CEO Ministry of Social Development, regarding
Treaty Settlements and Ngapuhi Iwi Social Service. He fully supports the Social
Development Strategy.

Poneke
Note: Addressing processes and options. Information technology leader, Maika
Peehikuru has already purchased a screen and projector so that we can electronically
access video teleconferencing. It is easily hooked up and we will then be able to meet
and teleconference anywhere in the world. Also, the travel budget can be significantly
reduced.

Conclusion
The challenge for Ngapuhi remains our ability to work together and stick together on
significant issues. At this time we ask that all Ngapuhi put aside their differences and
consider how we will move forward collectively around settling our Te Tiriti
grievances against the Crown.
