By the time I table this report Te Roopu o Tuhoronuku (previously called Te Tiriti o
Waitangi Settlements Sub-committee) would have finished the national road-show hui
on Settlement of Ngapuhi’s Te Tiriti grievances against the Crown.
Next week will be hui in Te whare tapu o Ngapuhi, then on to Tamaki Makaurau and
finally Sydney, Australia. We are confident our iwi will choose well who they want to
hold the mandate for negotiations with the Crown. We are looking forward to that
challenge.
We need to keep in mind our Annual General Meeting (AGM) coming up next month.
I understand everything is on track for an excellent hui which will, of course, be held
in Ngati Hine. Our November monthly hui will be merely a dress rehearsal for our
AGM the next day. The date of the AGM is now Saturday 14 November 2009.
Koroneihana 2009
The bus load of Ngapuhi kaumatua and kuia who traveled together enjoyed
themselves
It was a great opportunity to network with other iwi
This could become a great base for Maori discussions, along with Waitangi
Our kaumatua/kuia experienced national debate on the marae
We attended the iwi leaders hui in Hopuhopu
Three main issues:
- Water: ownership and usage rights
- Emission trading scheme: effect on Maori, forestry, fishing ownership
- Constitution for Aotearoa – what this might look like
Overall, an excellent hui
I have already circulated the paper presented to the Prime Minister and other
Ministers
These were preliminary talks, to ensure Maori are up-to-date on developments
Government will repeal the present act
There will need to be some sort of legislation in its place – public anxiety will
need to be managed
Maori Party must take full credit for this – the party was founded on this issue
Iwi leaders have posed the following question to the Crown – is new
legislation required?
Taurahere ki Poneke
Takiwa/taurahere voted unanimously to establish a taurahere in Poneke
We are presently working through how this could be achieved
The constitution will be changed to allow for a new taurahere
There need to be rules applied to this taurahere in terms of reporting and
attendance at hui
Operations is currently scoping this out
2. The purpose of the second round will be more specific, with the question being
asked “who do you want to hold Ngapuhi’s Deed of Mandate’ as per the
resolution unanimously carried at the Kaumatua and Kuia hui held 25 July 2009.
4. There will be one major prize winner and 10 consolation prize winners. The major
prize is a 2.13GHz, 13 inch Apple MacBook (RRP $2000.00) with ten consolation
prizes consisting of Ngapuhi merchandise to the value of $30.00.
6. We received notification from the Office of Treaty Settlements (OTS) that they
have received Official Information Act inquiries from Tamaki Legal for
information on Te Runanga-a-iwi o Ngapuhi’s dealing with them (OTS). We are
absolutely confident everything OTS has from us has been discussed at this board,
albeit some “in committee.”
Takiwa/Taurahere Reports:
Ngapuhi ki te Hauauru

• Te Hauauru Takiwa would like to see the Hapu Development criteria reviewed
as hapu are wanting to do things that do not fit the criteria but are beneficial to
their hapu.
Hokianga ki te Raki
As presented by Trustee Haddon
On File.
• Te Raki takiwa still reserved on private prisons and flag matters, however on
Waitangi 2010, a general consensus is that the Runanga should assist
financially and tautoko local management idealism.
• Social Services – Robust debate about the bullet points, especially Tai
Tamariki Ara Marae, over the unspent funding that could be used to reduce
overall deficit.
Note: Ngapuhi Festival 2011 in Tamaki Makaurau, still deciding whether they will
hold one or not – depends on funds.
Resolution 2009/09/06
That Te Runanga-a-iwi o Ngapuhi move to have meeting every six weeks as opposed
to monthly.
Note: This will not start until next year. Dates will be checked out and if they clash
with public holidays they will need to be moved.
Ngati Hine
As presented by Trustee Tipene.
In the past Te Runanga-a-iwi Ngapuhi has been strongly opposed to the recognition of
Ngāti Hine’s status as an iwi for allocation of Māori Fisheries Settlement assets. We
are now proposing a dialogue in the hope that we will finally resolve any remaining
differences between us on this kaupapa.
The meeting was held with a great deal of goodwill and good faith.
It is Ngāti Hine’s firm conviction that we can resolve this kaupapa outside the
parameters of the Maori Fisheries Act, 2004, as did Rongomaiwahine and Ngati
Kahungunu. We feel that it behoves on us to solve these issues through tikanga -
kanohi ki te kanohi and ‘ma roto i te whanaungatanga me te kotahitanga’ without the
need for recourse to legal process.
We have asked you as the board by way of a formal letter dated 12 September 2009 to
consider the proposal outlined below in that spirit.
The proposal
From the letter of 17 September 2009 and the Chairman’s September report it appears
that Te Runanga-a-iwi o Ngapuhiare not clear on Ngati Hine’s proposal.
I want to clarify to the board that our proposal said that Ngati Hine wishes to try and
reach an agreement outside of the withdrawal process provided for in the Maori
Fisheries Act 2004.
We wish to approach this issue in this way as it is consistent with our tikanga and our
vision, mission and values of whanaungatanga and kotahitanga. We believe that Te
Runanga-a-iwi o Ngapuhi can and should consider this option seriously.
Ngati Hine respectfully asks you as the board to confirm by 30 September 2009 that
you are prepared to enter into a dialogue over this proposal with a view to reaching
agreement as soon as possible.
You will note that our letter dated 12 September was addressed to the board.
However, the response to that letter dated 17 September was from the Chairman. It
would seem that the response has not warranted discussion from the board in the first
instance. I believe that the board needs to be given all the available information in
which to make an informed decision on this very important kaupapa.
CEO Report
Financials
Note: Financial Team now has its full complement of staff.
General Matters
Note: A focused meeting held with Jo-anne Wilkinson, executive director of the
Foundation of Youth Development, considering options for Kiwi Can and
programmes in Kaikohe.
Note: CEO and Chairman met with Minister Tariana Turia regarding the Taitokerau
telecommunications strategy and NISS (Whanau Ora programme).
Note: Meeting with Peter Hughes, CEO Ministry of Social Development, regarding
Treaty Settlements and Ngapuhi Iwi Social Service. He fully supports the Social
Development Strategy.
Poneke
Note: Addressing processes and options. Information technology leader, Maika
Peehikuru has already purchased a screen and projector so that we can electronically
access video teleconferencing. It is easily hooked up and we will then be able to meet
and teleconference anywhere in the world. Also, the travel budget can be significantly
reduced.
Staff
Note: Training delivered by Herewini Jones. The focus of the workshop was on
tuakiritanga.
Note: Processes underway to fill two positions 1 x fte communications and 1 x fte for
Hapu Development.
Milestones
Note: Constructing and detailing milestones for the Runanga business plan is an
ongoing work thread across all Hapu Development policy.
Ngapuhi Festival
Note: With the resignation of Edward Cook, Susan Huria has been commissioned to
seek high level sponsorship.
Note: Funding per programme from the Government and administration fees are
included in that figure.
Conclusion
The challenge for Ngapuhi remains our ability to work together and stick together on
significant issues. At this time we ask that all Ngapuhi put aside their differences and
consider how we will move forward collectively around settling our Te Tiriti
grievances against the Crown.
