Institutional Profile Inspired by the memoirs of the 150th Anniversary of Andres Bonifacios Revolution vis--vis the Revolution of the
Aquino Administration translated through the Good Governance Summit in 2013 and the 1986 EDSA People Power Revolution, in the essence of our mutual principles of participatory democracy and good governance, ICALL4GOODGOV (International Citizens Alliance for Good Governance, Inc.) was established and formalized through a consensus of a multi-sectoral initiative composed of various Civil Society Organisations and Peoples Organisations, from the youth and students, women and children, persons with disabilities, workers, urban poor, survivors of disasters and calamities and faith-based groups to unify their efforts as active citizens and hopeful partner of the government in forging transparency, social accountability and good governance towards sustainable development in each venue of involvement. It was registered in January 19, 2014 and was given full recognition by the Securities and Exchanges Commission in February 03, 2014, as a non-stock, non-profit Civil Society Organisation / Peoples Organisation with SEC Company Registration No. CN201402064 and was issued by the Bureau of Internal Revenue with Company TIN 008-704-332. The origin of ICALL4GOODGOV was a work in progress. It traces its roots back in 2010, when the Citizens Alliance for Good Governance (CAGG) was created in Caloocan City by various groups which sought for dynamic transformation in the electoral system in the city. It organized the citizens and paved the way for the creation of Peoples Organisations in every Barangay, to bring the height of electoral engagement into a higher level of maturity. Public Consultations and Forums were arranged, and spontaneous exchanges of discussions among the voters on leadership and community building were encouraged. The partnership with homeowners associations, inter-faith-based organisations and youth groups in the community was strengthened, as well as with their families, relatives and friends abroad, hence the present title of the organisation today.

In the crusade for good, honest and responsible governance, it aims to commend and support gigantic undertakings that the current administration is facing, which tasks President Benigno Simeon Aquino III, among other things, to implement innovative acts for effective and efficient social services from the top directly to the grassroots level (such as the Bottom-Up Budgeting and the Community Based Monitoring System), which is for the people and by the people. In the midst of counterfeit groups who posed as non-government organizations and embezzled funds of the people through the recent scandals that haunts the government and nongovernment organisations, those of us in the grassroots civil society sector forged our collective action through the ICALL4GOODGOV (International Citizens Alliance for Good Governance, Inc.), rose up to set an example, and draw the line from opportunistic individuals and groups who sees government as a vehicle for personal economic and political gains which causes inefficiencies and ineffectiveness in the bureaucracy. It is currently registered and recognizes by the Securities and Exchanges Commission, and is currently on the process of registering with the National Anti-Poverty Commission, the Presidential Commission for the Urban Poor, the National Youth Commission, the Climate Change Commission, the Department of the Interior and Local Government, the Department of Social Welfare and Development, the Department of Labour and Employment, and other accrediting local government units to foster ethical, clean, and transparent government transactions in our institutions. ICALL4GOODGOV is currently governed by a permanent 5-member Board of Trustees from which the President, Vice President, Secretary-General, Treasurer and Member-at-Large. The board then appoints an Executive Director which becomes an ex-officio of the Board and other Sectoral Representatives as it may deem necessary representations from its member organizations and individuals. Its Founding President is Rodelio Paguirigan, a civil servant who had his stint at various national government agencies such as the Department of Social Welfare and Development, the Office of the President of the Philippines Office for External Affairs and at the Caloocan City Local Government Unit. He was a Management Consultant for and eventually became the General Manager of SAMARPA Multi-Purpose Cooperative. He has a demonstrated background in Public Administration, fiscal analysis, budget development, policy and planning background with knowledge of government functions, negotiations, public, and research for national and local programs, solid public relations, media outreach, public speaking, strategy, and meeting facilitation. He has finished his Bachelors Degree and Masters Degree in Public Administration at the University of Caloocan City.
Its Executive Director is Cherry Ablaza- Principe, is a degree holder of a Bachelor of Arts in Psychology Minor in Special Education (SPED) at the University of the Philippines Diliman. She is an advocate for the promotion of health, educational and participation rights of children, youth and persons with disability particularly those with autism. She was elected as member of the Sangguniang Barangay 1, District 1 of Caloocan City. The following goals are being pursued by our organisation: 1. To promote good governance; 2. To empower the people by means of strengthening the partnership between the civil society and the Government; 3. To raise the awareness that encompasses the rights, welfare and culture of our constituents; 4. To conduct a developing program that will be able to reduce poverty in every community; and 5. To capacitate through lectures, seminars or workshops every individual sector that will be able to lead our community for a better and progressive society. At present, we face distinctive trials. We realize the crucial obligation to institutionalize not only reform but also empowerment for both government and civil society, both in deed and in implementation of government policies and its operative monitoring. While these initiatives are being done and hoped for to be fast-tracked, we see the vulnerabilities of prolonging the implementation of government projects, especially in the grassroots level. The misreading of bringing active and positive engagements with CSOs / POs to a standstill versus constructive reform raises futility and indifference among the impoverished Filipino people, who are waiting for the fast-tracking of government projects. It would be a disgrace to the commemoration of the 1986 EDSA People Power Revolution if the main venue for civil society participation in democracy and governance, from which the vibrancy of nations processes is composed of, will be curtailed. Thus, ICALL4GOODGOV aspires to mark important gains with the government. It hopes to build constructive engagements across sectors to address many of the issues that confront local governance. As such, we shall continue to mobilize the public to support the current administration on the difficult and political steps that it needs to take to combat poverty and corruption as we enter into citizen engagement mechanisms for transparency, accountability,
and poverty reduction. However, it shall not turn a blind eye to the excesses and failures, it shall constructively critique but will optimistically work towards a healthy relationship with politicians and technocrats. Its mantra is to promote and advocate good governance in all aspects and environment of politics and governance. ICALL4GOODGOV currently focuses in these thematic areas: 1. Poverty Reduction and Sustainable Livelihood Development 2. Disaster Risk Reduction and Climate Change Adaptation 3. Universal Health Care and Education 4. Family Development Sessions 5. Political, Electoral and Government Policy Reforms ICALL4GOODGOV collectively works with its member individuals and organisations for MultiSectoral Advocacies and Campaigns together with: a. Youth and Students b. Women and Children c. Persons with Disabilities d. Survivors of Disasters and Calamities e. Workers f. Urban Poor
It is our utmost hope and aspiration to prepare and capacitate the local leaders and communities, towards the processes of, and let them be able to assist the government and fulfil the mandate of our 1987 Philippine Constitution which declares in Article XIII, Section 15 that The State shall respect the role of independent people's organizations to enable the people to pursue and protect, within the democratic framework, their legitimate and collective interests and aspirations through peaceful and lawful means. People's organizations are bona fide associations of citizens with demonstrated capacity to promote the public interest and with identifiable leadership, membership, and structure; and Section 16 wherein The right of the people and their organizations to effective and reasonable participation at all levels of social, political, and economic decision-making shall not be abridged. The State shall, by law, facilitate the establishment of adequate consultation mechanisms. There is a palpable momentum we should sustain for the engagements we are committed to. We believe that there is no better time to strengthen the foundations on which we will collectively forge the path towards making the people the highest priority. We are most willing
to partner with and assist you in every way we can to ensure that the plans, policies and programs of our multi-sectoral initiatives will be realized in the grassroots level.
