I am a 46yr inhabitant of the Vancouver/Portland area. Portland, O is one of !" sanctuary cities with in the #$A.

In my observations throu%h &hone callin% and 'uestion as(in%, every town in Ore%on, that I have communicated with, indicated it is there &olicy to not ta(e action towards a &ersons immi%ration status. It is my conclusion, since every &hone called town in Ore%on demonstrates this behavior, the entire state of Ore%on is a sanctuary state. #&on this conclusion I decided to call to other states and in'uire about there &olicies. )ashin%ton follows the Ore%on &recedence, as do many others. )ith clarity *his &recedence has been constructed and im&lemented at the national level. I believe +arlos ,eliu is one of the secret masters behind this contract. It is my o&inion that the master cor&oration who resides on the land, has not delivered any benefit or &rotection to us, there for, are in contractual default. and the re%ulators, with out &ro&er re&resentation, a&&ly our re%istration fee monies to fund le%islation, that creates more un0ustified statutory restrictions and use limitations, based on incom&etent bo%us or fraudulent &remise. this condition has created a disadvanta%e, hardshi& and a 6disenfranchisement1 of all residential construction contractors. This issue entered presidential politics in the race for the &epublican ?arty presidential nomination in -55.. 1olorado &ep. Tom Tancredo ran on an anti9illegal immigration platform and specifically attac+ed sanctuary cities. 3ormer )assachusetts gov. )itt &omney accused former mayor &udy ;iuliani of running 4ew Cor+ 1ity as a sanctuary city."#A$ ;iuliani!s campaign responded saying that &omney ran a sanctuary ;overnors mansion, and that 4ew Cor+ 1ity is not a >haven> for illegal immigrants."#A$

"e stands mostly silent watch outside the center# snapping pictures of people who hire workers! "e sends the photos to federal and state authorities# although neither generally enforce laws against hiring illegal immigrants! Tom Wenning admits he's an angry man! "e has ample cause$ The rief prison stint he did in the late %&'(s! The multiple marriages! The motorcycle accident last year that cost him most of his left leg! The policies also end the distinction between legal and illegal immigration99so illegal aliens often benefit from city services too. A formal sanctuary policy is a written policy that may have been passed by a local government body in the form of a resolution, ordinance, or administrative action99general or special orders, or departmental policies. 3ormal sanctuary cities are the easiest to identify because they put their sanctuary policies in writing, which become subject to public records re uests. An informal sanctuary policy is a policy that does not e@ist on paper but none9the9less is carried out by government wor+ers (administrative, service, or safety). An informal sanctuary policy is more difficult to document since no public record e@ists. A city with an informal sanctuary policy can however be evidenced in other ways.
