Chapter ( +egistration of alternation

Article %* In case the safety condition of boiler and pressure vessel is changed or they shall be out of operation for long time7 or removed to another position or transferred to another o/ner7 the user shall apply to the registration organi6ation for registration of alternation3 Article %, Should follo/ing alternations occur to the boiler or pressure vessel7 the user shall apply to the registration organi6ation for registration of alternation /ith concerning document /ithin ) days since alternation# &1' In case boiler or pressure vessel has been importantly repaired or modified or pressure vessel has changed its purpose or operation medium7 the technology files7 dra/ings for repairing and modification as /ell as the supervision testing report of the important repair or modification as relative to the boiler or pressure vessel shall be submitted3 &(' In case the class of safety condition of pressure vessel has been changed7 the registry card of the pressure vessel as /ell as technology files and regular testing report of the pressure vessel shall be submitted3 Article %- Should the boiler or pressure vessel be out of operation for more than one year7 they shall be sealed up by the user and the user shall apply to the registration organi6ation for stop operating the e%uipment /ithin ) days since the sealing and return the registration license of operation to the registration organi6ation for Aeeping3 $egular testing shall be proceeded for reC operating the e%uipment and the user shall apply to the registration organi6ation for start using of the e%uipment /ith %ualified regular testing report and get bacA the registry card from the latter3 Article %. ?hen boiler and pressure vessel are to be removed /ithin the administrative region of the registration organi6ation7 the user shall submit the registry document of the boiler and pressure vessel and the installation supervision testing report to the registration organi6ation after removal and before putting into operating the e%uipment for application of registration of alternation3 Article %/ ?hen boiler and pressure vessel are to be removed out of the administrative region of the registration organi6ation7 the user shall apply to the original registration organi6ation /ith original registration license of operation and registry card for cancellation3 The original registration organi6ation shall maAe marA of cancellation on the registry card and sign and issue

the Identification for o/nership transfer or removal installation of boiler and pressure vessel to the user &see Anne" -'3 ?hen removal installation is finished7 the user shall7 /ith Identification for o/nership transfer or removal installation of boiler and pressure vessel 7the registry card /ith cancellation marA and registry document of the boiler and pressure vessel7 apply to the registration organi6ation at the region /here the e%uipment /as removed and installed before putting into operation or /ithin ) days after putting into operating the e%uipment for registration of alternation and get ne/ registry card3 Article '0 ?hen boiler and pressure vessel need to be transferred7 the original user shall manage cancellation procedure for the registration license of operation at the original registration organi6ation /ith registration license of operation7 registry card and the regular testing report /ithin the period of validity3 The original registration organi6ation shall /rite off the registration license of operation and maAe marA of cancellation on the registry card7 then it shall sign and issue Identification for o/nership transfer or removal installation of boiler and pressure vessel to the original user3 Article '% The original user shall transfer Identification for o/nership transfer or removal installation of boiler and pressure vessel 7 the registry card /ith marA of cancellation7 all regular testing reports and registry document to ne/ user of the boiler or pressure vessel3 Article '' ;or boiler and pressure vessel to be transferred to another user &/ithout removal'7 the ne/ user shall apply7 /ith all transferred documents7 to the original registration organi6ation for registration of alternation and get the registration license of operation before putting into operation or /ithin ) days after putting into operating the e%uipment3 The cancellation procedure for the registration license of operation made by the original user and the registration of alternation proceeded by the ne/ user may be conducted simultaneously at the registration organi6ation3 Article '( ;or boiler and pressure vessel that shall be transferred to another user and shall be removed and installed in another place /ithin the administrative region of the original registration organi6ation7 the ne/ user shall7 /ith all transferred documents and the installation supervision testing report after removal and reinstallation7 apply to the original registration organi6ation for registration of alternation and get the registration license of operation before putting into operation or /ithin ) days after putting into operating the e%uipment3 Article ') ;or boiler and pressure vessel that shall be transferred to another user and shall be removed and installed in another place out of the administrative region of the original registration organi6ation7 the ne/ user shall7 /ith all transferred documents and the installation supervision testing report after removal and reinstallation7 apply to the registration organi6ation at the region /here the e%uipment are to be removed and installed for registration of alternation and get the registration license of operation before putting into operation or /ithin ) days after putting into operating the e%uipment3 Article '* The original registration code shall be Aept unchanged in registration of alternation3

Article ', The /orA timing for management of registration of alternation proceeded by the registration organi6ation shall be same as regulated in Article 1)3 Article '- ;or operating boiler and pressure vessel7 in case one of the follo/ing situations occur7 application for registration of alternation shall not be permissible# &1' No operating registration /as made for the e%uipment in original operating placeE &(' No regular testing /as made fro the e%uipment in original operating place or the conclusion of the regular testing is stop runningE & ' The e%uipment is discarded as useless in original operating placeE &!' @peration conditions /as changed /ithout authori6ation or illegal repair or modification has been proceededE &*' ?ithout technical data and nameplateE &+' There e"ists accident potentialE &-' Pressure vessel /ith level of safety condition of class !7 * or pressure vessel7 /hich has been used for more than () years3 Article '. ?hen boiler and pressure vessel are discarded as useless7 user shall be submit the registration license of operation bacA to the registration organi6ation for cancellation3

Chapter ) Supervision management

Article '/ The registration organi6ation shall taAe different /ays such as pasting or hanging flo/ chart of registration procedure at office locations7 providing free literal introduction material or internet publici6ing7 etc3 to proclaim the management procedure and re%uirement of operating registration for boiler and pressure vessel7 so as to facilitate the users for en%uiry and a/areness3 =lectronic declaring may be applied by registration organi6ations /hen conditions are available7 so as to enhance the /orA efficiency and be in convenience of users3 Article (0 The registration organi6ation shall finish /orA of acceptance7 e"amine7 registration and alternation /ithin the time as regulated by this procedure7 thus to minimi6e the times of round trip of users3 It is not allo/able for the registration organi6ation to create difficulties for users or postpone their cases /ithout proper reasons3 In case of large %uantity of e%uipment to be registered at one time7 the registration organi6ation may manage procedure of registration and license issuance at the site of user3 Article (% The registration organi6ation shall establish archives to Aeep registry cards and shall input information of registry card7 registry code and number of registration license of operation into the data banA of computer in time7 thus to practice a dynamic control3 Article (' The registration organi6ation shall transmit the registration information to %uality supervision department on district or county level /ithin * /orAing days since the license

issuance3 $eceived the information7 the supervision department on district or county level shall proceed safety supervision to the operating the ne/ly increased boiler and pressure vessel in time3 Article (( The registration organi6ation on higher level shall organi6e selective e"aminations to the registration /orA of the registration organi6ation on lo/er level every year3 Article () The testing organi6ation shall marA the %ualification symbol of the regular test and the date of the ne"t test onto the registry card after the test of e%uipment is %ualified3 ;or un%ualified e%uipment7 the testing organi6ation shall inform the registration organi6ation in time3 Article (* After regular test of pressure vessel7 the testing organi6ation shall determine the level of safety condition of pressure vessel according to stipulations as regulated in .lassification of safety condition level of pressure vessel and descriptions &see Anne" +'3 Normally7 stationary pressure vessel /ith safety condition level of class ! shall not be operated any longer3 Incase the user can not change or repair it immediately7 the user shall7 /ith regular test report7 identification of safety level classification and registration license of operation7 apply to the registration organi6ation for temporary supervisory operation3 ;or those permitted to be operated under supervision7 the registration organi6ation shall maAe the notice of Ftemporary supervisory operationG and time limitation onto the registration license of operation and the e%uipment shall be changed or repaired /ithin limited time3 The mobile type pressure vessel /ith safety condition level of class ! and * or stationary pressure vessel /ith safety condition level of class * shall be /ritten off and shall be discarded after disassembly3
