THE PRESIDENT of the Leyte Cane Planters Association has aired his disappointment at the Citys omission of the sugar industrys Damage and Needs Assessment report presented during the full council meeting held last February 1, 2014 by the City Disaster Risk Reduction Management Council. The mayor chairs the council. Engr. Herme Serafica, LCPA president, said he was frustrated at the council for forgetting in its report one of Ormocs banner industries, saying the neglect affects not only them but some 14,374 sugar workers and their families. This city was built on sugar, he also reminded. How irresponsible are these people to forget the industry, Serafica said. He added that aside from the 14,374 sugar workers, the city also stands to lose an average of five to eight million a week in circulation from the local economy if no efforts are taken to help the industry revive. We can take care of ourselves (the planters), he said, but we need help for our sugar workers. The least that they could do is include the sugar industry in the DANA which we understand would be submitted to national agencies so that it is official reported, he pointed out. Sugar planters here are appealing to government agencies and international non-govern ment organizations to help fund a P 400-million rehabilitation package they are proposing. We are proposing for a P 200-million grant and a P 200-million soft loan, he said. Serafica said that he would even want to bet that it was the sugar sector that was first to submit their DANA to the city. Fil-Australian community partners with WAND for nutrition program at Seguinon, Albuera
ALBUERA, LEYTE The Alliance of Philippine Community Organization (APCO) Inc. based in Sydney, Australia were at the Seguinon Elementary School in this town on Friday, February 14, to give pupils there a memorable Valentines Day. The APCO, whose local partner is the Water, AgroForestry, Nutrition and Development Foundation, Inc. (WAND) said they are in the area to see for themselves the situation of the school which they might be adopting for a long term nutrition program. Present for APCO were Cen Amores, the umbrella organizations founding chairman and former radioman Jun Salazar, current APCO president. Cen Amores, it was learned, is also the authorized Filipino community representative to the Australian government and was appointed such by the Aussie prime minister two years ago. Amores, in an interview, said the APCO is an umbrella organization of more than 50 Filipino NGOs in Australia. It coordinates efforts to help their homeland like what happened to Yolanda-afflicted areas. For the Yolanda-affected areas, she said, they did various fundraising activities, adding that APCO has been effective in rallying other ethnic communities in Australia to pitch in. She said that they were able to raise 92-thousand Australian dollars from the Vietnamese community there, aside from another 2-thousand Australian dollars from the Indian community who bidded for a dinner date with the reigning Ms Filipina-Australian beauty. She said doing the fundraising via their umbrella organization makes their efforts easier. It also promotes transparency and accountability, she noted, as there are many eyes looking inside. She also emphasized that APCO was working with local NGOs with reputable track records to ensure that whatever help they extend reaches the

THE ROTARY Club of Ormoc Bay, on February 11, gave certificates of appreciation to four Army soldiers who helped rebuild the Sto. Nio Elementary School, which the club adopted for its iRebuild Ormoc program. The awarding of the certificates was held at Don Felipe Hotel during the Clubs weekly meeting. The certificates were for Ltc. Eduardo P. Antonio Jr., Col. Arnold F. Fernandez, Maj. Neil Joey N. Mina, and Cpt. Luel Adrian M. Benedicto. The recipients, who werent able to come over to receive their certificates, were represented by their community relations officer Cpt. Salvieh Conejos-Evangelista. Rotary District 3860 Asst. Governor Stephanie Twinkle Chu recalled that Sto. Nio NOW SHOWING @ Elementary School was the first school the Club chose to rehabilitate. It was off grid but close Feb. 14-20, 2014 enough to closely monitor. Chu recalls the club had no problems sourcing the materials because of the donations it got, but labor was nil. It was a good thing their soon-to-be sister club, the RC Balayan, had a group of Marine and Engineers with them who volunteered to do the work. After the awarding, the Rotarians discussed how to distribute the remaining 580 hygiene kits, 400 boxes of shampoo, hospital kits, walkers and crutches that was donated by Star of Hope Sweden through the efforts of club member Iigo Larrazabal next (Feb. 21-27) and former club president Dr. Judith Garcia. Meanwhile, Dr. Cora Z. Sayre, executive director of WAND Foundation, said they will still be finalizing arrangements with the APCO and asked he be not interviewed yet. However, he said that part of their advocacy is to food security and on the grassroots level, this involves backyard
gardening and teaching mothers to prepare nutritious and palatable meals from their gardens. They are also for the ecology and sanitation. Jonat Velasco, a community worker of WAND, said they have already distributed more than 200 toilet bowls in various barangays, including shelter kits to totally damaged houses. Velasco said toilets are necessary in Yolanda-afflicted areas because it helps in the sanitation, thereby reducing the risk of contracting diseases. The visit of APCO also excited the Seguinon pupils with the presences of Chef Marx Canoy, a known chef in Australia known for his
passion for Filipino cuisine. He has already published a cookbook on Filipino cuisine, said Cen Amores. The young chef taught schoolchildren to bake cookies and simple pastries using an improvised stove. He told them good food need not be cooked in fancy ware. To make the cookies and pastries nutritious, malunggay leaves were added. He said there were many other locally available vegetables that can be turned into culinary delights with the right tweak to it. Beware of selfrighteousness
DO NOT think that I have come to abolish the law or the prophets. I have come not to abolish but to fulfill... (Mt 5,17) With these words, Christ is telling us clearly that while the law or the prophets are not abolished, neither are they perfect. They need to be perfected or fulfilled. And their perfection and fulfilment is precisely in being vitally identified with Christ, the embodiment and spirit of the new law that is meant for us. Thats the reason why Christ says, I am the way, and the truth, and the life. No man comes to the Father, but by me. (Jn 14,6) And many times, he reiterated how the old law needs to be perfected. You have heard that it was said to your ancestors, he would say to refer to what was the norm of belief and conduct then, and then he would continue to say, But I say to you... This comparison is not meant to do away with the old law, which is always indispensable, but rather to go beyond it. The old law tells us that there is a living God, that we are his creatures and more than thatthat we are children of his. It tells us what is right and wrong. But it cannot bring us to God. It cannot effect our being children of his. It cannot make us do what is right and avoid what is wrong. We need to be identified with Christ for us to be able not only to believe in God but also and more importantly to live what we believe. Our best intentions and efforts alone, without Christ, would not be enough for us to enter into the life of God. Our natural powers without the supernatural grace of God are simply incapable of reaching God. Thats why Christ gave us the new law that we have to love one another as he himself has loved us. He makes himself not only the standard or the guide, but the very substance of goodness, holiness and righteousness. His love should the very substance of our love. And his love for his Father and for us goes all the way to offering his own life for our sins. This is the love we have to aim at and live. It is the culmination of his love for us. But before that he tells us not only to love those who love us, but also to love our enemies. He says that while we ought not to kill, we should also avoid even getting angry with others. We should not only avoid adultery, but also we have to avoid looking at a woman with lust. His new law of love encourages us to be unafraid of suffering if they come along our quest of that love. If your right hand causes you to sin, cut it off and throw it away, he says. It is better for you to lose one of your members than to have your body go into Gehenna. This new law of love considers as blessed the poor in spirit, the meek and humble, those who hunger and thirst for justice, the persecuted, the peacemakers and clean of heart statuses that we usually try to avoid. This new law of love commissions us to go and teach all nations, baptizing them in the name of the Father, and of the Son and of the Holy Spirit, and teaching them to observe

Were so fond of milestones that we make a countdown of everything. Today, as I write this, it is not only my granddaughters birthday but it is also 100 days after Yolanda struck us. We can basically say we are faring better than Tacloban that was hit horrors by storm surges but I had just come from there and definitely, I can say Mayor Romualdez is doing a good job. Their streets have been cleaned of debris. There are no spaghetti or wires hanging down on posts and lying on the road, which is still a common sight here. Business is beginning to pick up, slowly but surely. Here, we have just passed a resolution about it, and no real action taken yet. Its all more talk than action, really. Well, the talk of Ormoc becoming the new metropolis because of Taclobans destruction will remain a dream. In fact, big businesses are already looking keenly at Tacloban, eager to be part of its recovery. Its not so much because of the generosity of heart but as they say, there is always an opportunity waiting around every great upheaval. Price of land is down as locals flee the chaos and rentals have dropped. Here, we are still grappling with wire thefts, uncoordinated moves from various utilities that are left on their own. 100 days after the typhoon, a good portion of the city as a whole still has no power. Landowners are on a scalping mode, jacking up prices with the thought that Ormoc was going to be the new Tacloban. Our rentals have been already sky-high ever since the 1996 boom-city and with a congested city area, there is no decrease in rates. The processing of phone applications by PLDT, a new player, is slowed down by wire thefts. Globe is also having problems. Smart, which was our only link to the rest of the world

rors. In the United States, a new crop of Ph.D.s must compete for a small number of jobs each year, and the competition is getting fiercer. The struggle is not over once young scientists get a job. Promotion is dependent on the number of papers published and not on the quality of research. With all the responsibilities of a faculty member (teaching, extension, production and even administration), they may lack the extra time to check their own research to figure out why some of their data do not fit their hypothesis, for example. Instead, they have to be concerned about publishing papers first and foremost. Many hiring committees insist that only candidates with a record of maximum research productivity can be successful in their academic careers. This kind of thinking ignores the fact that academic faculty members have a least four responsibilities: 1. scholarly work, 2. classroom teaching, 3. personal mentoring of graduate students, and 4. service to the organization. Hiring those with extreme records of scholarly contributions may promote the research reputation, but may contribute little to the organizations ability to meet its educational mission and to operate effectively. No one claims that science was ever free of misconduct or bad research. But as long as getting a job or being promoted depend on the number of publications, this problem will persist. Science should be divorced from all extra monetary incentives but this can only happen if scientists are generously paid to discover new stuff!

Tacloban marks 100 days after Yolanda; UN agencies note needs remain enormous and urges for more support
TACLOBAN CITY City residents here led by Mayor Alfred Romualdez had a simple Thanksgiving ceremony on February 16, 2014 at the Tacloban Astrodome, 100 days after Typhoon Yolanda struck the region, killing more than 8,000 in its wake and destroying the lives and homes of around 1.4-million people on its path. A mass started the simple affair. In his invitation to Tacloban residents, the mayor requested them to wear purple or anything purple to remember those who died from the typhoon. He also said it was an opportunity to thank the generous people who came to help the Taclobanons and for them to know what the citys rehabilitation plans are. Meanwhile, in press statements to media, UN Resident and Humanitarian Coordinator for the Philippines Luiza Carvalho noted the Government-led relief operation has made marked progress. But millions of people still require urgent assistance to rebuild their lives and livelihoods and ensure that the gains made thus far are not rolled back as devastated communities begin the difficult process of recovery, she added. In the days, weeks and first months after Typhoon Haiyan hit, humanitarians tirelessly provided millions of people with timely relief. In support of the Government-led response, the United Nations and partners provided food, medicine, water and sanitation and hygiene assistance. We distributed tents and tarpaulins so that 500,000 families would have some form of a roof over their heads and implemented emergency employment programmes that helped them get back on their feet and pumped money into local economies. We ensured that vulnerable people had access to protection services and farmers were able to go back to their fields in time to plant. The UN and partners helped remove more than 500,000 cubic metres of debris from Tacloban alone, she said. On the other hand, the UN High Commission for Refugees (UNHCR) also noted that Lingering issues include a heightened risk of human trafficking, sexual and gender-based violence, child exploitation and concerns about highly vulnerable sectors such as elderly people, persons with disability and indigenous populations caused mainly by the loss of dwellings and livelihoods linked to the disaster. With people living in cramped and less ideal circumstances, the risk of violence in tent communities are high. To combat this, Joel Andersson, Head of Yolanda Operations for UNHCR in Tacloban said, We have been heavily involved in training local authorities, aid workers, and members of the Armed Forces and the Police force on
