Planters president slams omission of sugar in DANA

Says omission was irresponsible, adds that at this point in time we should forget politics
THE PRESIDENT of the Leyte Cane Planters Association has aired his disappointment at the Citys omission of the sugar industrys Damage and Needs Assessment report presented during the full council meeting held last February 1, 2014 by the City Disaster Risk Reduction Management Council. The mayor chairs the council. Engr. Herme Serafica, LCPA president, said he was frustrated at the council for forgetting in its report one of Ormocs banner industries, saying the neglect affects not only them but some 14,374 sugar workers and their families. This city was built on sugar, he also reminded. How irresponsible are these people to forget the industry, Serafica said. He added that aside from the 14,374 sugar workers, the city also stands to lose an average of five to eight million a week in circulation from the local economy if no efforts are taken to help the industry revive. We can take care of ourselves (the planters), he said, but we need help for our sugar workers. The least that they could do is include the sugar industry in the DANA which we understand would be submitted to national agencies so that it is official reported, he pointed out. Sugar planters here are appealing to government agencies and international non-govern ment organizations to help fund a P 400-million rehabilitation package they are proposing. We are proposing for a P 200-million grant and a P 200-million soft loan, he said. Serafica said that he would even want to bet that it was the sugar sector that was first to submit their DANA to the city. Fil-Australian community partners with WAND for nutrition program at Seguinon, Albuera
ALBUERA, LEYTE The Alliance of Philippine Community Organization (APCO) Inc. based in Sydney, Australia were at the Seguinon Elementary School in this town on Friday, February 14, to give pupils there a memorable Valentines Day. The APCO, whose local partner is the Water, AgroForestry, Nutrition and Development Foundation, Inc. (WAND) said they are in the area to see for themselves the situation of the school which they might be adopting for a long term nutrition program. Present for APCO were Cen Amores, the umbrella organizations founding chairman and former radioman Jun Salazar, current APCO president. Cen Amores, it was learned, is also the authorized Filipino community representative to the Australian government and was appointed such by the Aussie prime minister two years ago. Amores, in an interview, said the APCO is an umbrella organization of more than 50 Filipino NGOs in Australia. It coordinates efforts to help their homeland like what happened to Yolanda-afflicted areas. For the Yolanda-affected areas, she said, they did various fundraising activities, adding that APCO has been effective in rallying other ethnic communities in Australia to pitch in. She said that they were able to raise 92-thousand Australian dollars from the Vietnamese community there, aside from another 2-thousand Australian dollars from the Indian community who bidded for a dinner date with the reigning Ms Filipina-Australian beauty. She said doing the fundraising via their umbrella organization makes their efforts easier. It also promotes transparency and accountability, she noted, as there are many eyes looking inside. She also emphasized that APCO was working with local NGOs with reputable track records to ensure that whatever help they extend reaches the

THE ROTARY Club of Ormoc Bay, on February 11, gave certificates of appreciation to four Army soldiers who helped rebuild the Sto. Nio Elementary School, which the club adopted for its iRebuild Ormoc program. The awarding of the certificates was held at Don Felipe Hotel during the Clubs weekly meeting. The certificates were for Ltc. Eduardo P. Antonio Jr., Col. Arnold F. Fernandez, Maj. Neil Joey N. Mina, and Cpt. Luel Adrian M. Benedicto. The recipients, who werent able to come over to receive their certificates, were represented by their community relations officer Cpt. Salvieh Conejos-Evangelista. Rotary District 3860 Asst. Governor Stephanie Twinkle Chu recalled that Sto. Nio NOW SHOWING @ Elementary School was the first school the Club chose to rehabilitate. It was off grid but close Feb. 14-20, 2014 enough to closely monitor. Chu recalls the club had no problems sourcing the materials because of the donations it got, but labor was nil. It was a good thing their soon-to-be sister club, the RC Balayan, had a group of Marine and Engineers with them who volunteered to do the work. gardening and teaching mothers to prepare nutritious and palatable meals from their gardens. They are also for the ecology and sanitation. Jonat Velasco, a community worker of WAND, said they have already distributed more than 200 toilet bowls in various barangays, including shelter kits to totally damaged houses. Velasco said toilets are necessary in Yolanda-afflicted areas because it helps in the sanitation, thereby reducing the risk of contracting diseases. The visit of APCO also excited the Seguinon pupils with the presences of Chef Marx Canoy, a known chef in Australia known for his

passion for Filipino cuisine. He has already published a cookbook on Filipino cuisine, said Cen Amores. The young chef taught schoolchildren to bake cookies and simple pastries using an improvised stove. He told them good food need not be cooked in fancy ware. To make the cookies and pastries nutritious, malunggay leaves were added. He said there were many other locally available vegetables that can be turned into culinary delights with the right tweak to it. Dettie Panis to open new Marasbaras branch

REFUSING TO be cowed and defeated by Yolanda, Dettie Panis, the owner of the regions leading beauty salon and spa services, will be opening a new branch on February 26, 2014 at Marasbaras, Tacloban City, just in front of Robinsons Place. The Marasbaras branch will be the first Dettie Panis Salon and Spa which is a joint venture with her daughter, Dr. Johann Panis, a dermatologist. They would be expanding their services from traditional salon and spa services to include expert skin care. There is a connecting door which would make it easy for clients to cross over in case they need each others services, she said. This has always been our dream, said Dettie, who enjoys an easy and warm relationship with her daughter. Dettie, in a telephone interview, said the branch should have opened up last November 18 but Yolanda spoiled their plans. They also almost gave up on opening the branch because whatever they poured into it was totally destroyed. The owner of the place, understanding their predicament, was open for re-negotiating their terms hence they decided to push through with it. It was also learned that Dettie Panis opened two of her salons on November 24 yet, 16 days after Yolanda hit. This was her Ormoc City and Burgos Branch in Tacloban. Her Ormoc branch fared Yolandas battering very well but she had to rebuild her Burgos Branch from scratch. It was among those looted and the storm surge reached it, she said. After opening their Marasbaras branch, Dettie Panis added, they would also be re-opening their V & G branch on February 26. Panis said that God, indeed, is good. When everything seemed hopeless and dismal, she refused to leave Tacloban City because she wanted to be part of its rebuilding. Her decision to re-open her Burgos Branch proved right. It was always full, she said, and I was always being interviewed by foreign journalists amazed that even in times of calamity, our women still found time to visit the salon. Dettie is not a stranger to hard times. Her chain of salons started from a small one she put up on their garage, after learning how to cut and style hair. Her endeavor was supported by her husband Atty. Peter Panis and has since grown into the chain of salons she now owns, aside from helping put their children to school. BM Cayunda proposes to GF on board a Cebu Pacific flight bound for Hongkong

IF YOU think overly romantic engagement gimmicks just happen in movies, think twice. On February 13, 2014, on their way to Hongkong, Leyte board member for the 5th district Atty. Florante Junjun Cayunda proposed marriage to Andrea Lou Ambrosio from Davao City on board Cebu Pacific 5J240, much to the cheers of the passengers. Apparently, Cayunda enlisted the help of Cebu Pacific to make his in-flight, mid-air marriage proposal to Dea. The Cebu Pac crew went through the motions of doing a charade with their usual games on air and called on couples on board to join. Cayunda was chosen by the flight stewardess who then proceeded to the front to get a bouquet of flowers as his prize. On the planes public address system, Cayunda told passengers how he fell in love at first sight with Dea. They have been going steady for five years already, he said. He was happy for the prize because earlier that day, Dea complained he did not bring her flowers anymore. He added he grow up learning that he had to commit his life to serving others his family, his constituents, his clients. With Dea, he said, he realized it was time to make himself happy, by spending their lifetime together. Dea, at that time, was also already on the front of the plane, called over by the flight stewards. There, after handing her the bouquet, Cayunda knelt on one knee and popped her a diamond ring. Will you marry me?, he asked, to which Dea shyly but happily said Yes. Passengers cheered the mid-air proposal. Tacloban City is considered the ground zero of Yolanda. More than 8,000 are estimated to have perished from the storm surges that came with it, some fatalities of which have yet to be found as of press time.

TACLOBAN CITY The Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources in Eastern Visayas has transferred to a new location in Tacloban City. EMB Regional Director Leticia Maceda said their new office is now located at the corner of Congressman Mate Avenue along the Maharlika Highway in Tacloban. The EMB building at Brgy. Baras in Palo, Leyte was destroyed by Yolanda. Meanwhile, Regional Executive Director Leonardo Sibbaluca of the DENR assured the public that despite suffering heavy damages from Yolanda, their line agencies are now fully operational. PIA

100 days after Yolanda

FIRST AND foremost, allow me to congratulate Junjun Cayunda and the love of his live, Dea Ambrosio. I was kilig when I saw the video of Junjuns proposing to Dea and happy that they have decided to tie the knot. I remember being introduced to Dea at a function in Baybay and I could see Junjun was very happy. He had an aura around him that gave me the notion that this man is getting ready to settle down. Considered one of Baybays most eligible bachelor, friends were happy to see that one lucky lady has finally caught the fancy of the well-liked Cayunda. I got a gut feeling then the relationship would prosper and happy to see it entered a new chapter with such a romantic proposal. I wanna bet wedding proposals in the country will enter a new level with Junjuns stunt, with every other guy wanting to outdo him for creativity. I am also wondering if The Proposal was the thing that Cebu Pacifics PR, Mr. Charles Lim, called me once in a hush-hush manner, asking for his number. Hmmmm Whatever, guys, I wish you a wonderful journey together. Life and love is not without its curves and bumps but youll get through it fine. Even air pockets would not stop you!

Beware of selfrighteousness
DO NOT think that I have come to abolish the law or the prophets. I have come not to abolish but to fulfill... (Mt 5,17) With these words, Christ is telling us clearly that while the law or the prophets are not abolished, neither are they perfect. They need to be perfected or fulfilled. And their perfection and fulfilment is precisely in being vitally identified with Christ, the embodiment and spirit of the new law that is meant for us. Thats the reason why Christ says, I am the way, and the truth, and the life. No man comes to the Father, but by me. (Jn 14,6) And many times, he reiterated how the old law needs to be perfected. You have heard that it was said to your ancestors, he would say to refer to what was the norm of belief and conduct then, and then he would continue to say, But I say to you... This comparison is not meant to do away with the old law, which is always indispensable, but rather to go beyond it. The old law tells us that there is a living God, that we are his creatures and more than thatthat we are children of his. It tells us what is right and wrong. But it cannot bring us to God. It cannot effect our being children of his. It cannot make us do what is right and avoid what is wrong. We need to be identified with Christ for us to be able not only to believe in God but also and more importantly to live what we believe. Our best intentions and efforts alone, without Christ, would not be enough for us to enter into the life of God. Our natural powers without the supernatural grace of God are simply incapable of reaching God. Thats why Christ gave us the new law that we have to love one another as he himself has loved us. He makes himself not only the standard or the guide, but the very substance of goodness, holiness and righteousness. His love should the very substance of our love. And his love for his Father and for us goes all the way to offering his own life for our sins. This is the love we have to aim at and live. It is the culmination of his love for us. But before that he tells us not only to love those who love us, but also to love our enemies. He says that while we ought not to kill, we should also avoid even getting angry with others. We should not only avoid adultery, but also we have to avoid looking at a woman with lust. His new law of love encourages us to be unafraid of suffering if they come along our quest of that love. If your right hand causes you to sin, cut it off and throw it away, he says. It is better for you to lose one of your members than to have your body go into Gehenna. This new law of love considers as blessed the poor in spirit, the meek and humble, those who hunger and thirst for justice, the persecuted, the peacemakers and clean of heart statuses that we usually try to avoid. This new law of love commissions us to go and teach all nations, baptizing them in the name of the Father, and of the Son and of the Holy Spirit, and teaching them to observe

Driving thru Cainta, in Rizal, you can make a pit stop at Caintucky Friend Chicken. Looking for a burger when in Naga City? Then drop by at Mang Donalds. It doesnt have a golden arch though. Leon King Video Rental, in Las Pinas, has the latest flicks. And so has Fernando Pes Box Office Hits in Palawan. But Maid To Order is a domestic helpers placement agency. Candies Be Love? reads a confectionary store shingle. Lets Goat Together is the come-on extended by a kambingan-cum beer garden. At the Quad in Makati , a lumpia outlet sports the sign: Wrap And Roll. And Bread Pitt is a bakery. Pinoy love to eat, often late into the night. Thus, Doris Day And Night is a 24 hour eatery. For those who want a second serving, theres always Babalik Karinderias. Eating out, though, is a treat only few Filipinos can afford Jinggoy, Johnny Ponce, Bongbong and Co and excepted. Almost 27 percent here scrimp below the poverty line. And 24 out of every 100 of the population are malnourished. Other signs, nonetheless, spotlight the specialty of the house . A Greenbelt fastfood shopMaruya Currey offers turon and maruya. Mikki Mao is a noodle house. At Goto Heaven, tripe is served in steaming congee or hot porridge. When customers bite into Celopatas deep-fried pig knuckles, they shuck off cholesterol anxiety. Crispy pata is served. Fish catches in Southeast Asia have plummeted as most of the coral reefs here have been damaged. But menus at seafood restaurants proudly boast of entrees like: Isda Best and Hipon Coming Back. They also offer Pusit To The Limit. But thats not for diners who, like Noel Coward, think squid has the taste of India rubber. Some however, prefer pork chops and Tbone steaks. For these carnivores, the place to head for is Meating Place. Prices here are competitive with those in Meatropolis. After doing the groceries, ladies do have choices. First, they can slip into Cinna Von - a play on the word sabon or soap. This is your friendly laundromat. Or they can purchase medicines at nearby Memory Drug. Completing those chores, ladies can proceed to: The Way We Wear (a boutique) or Curl Up And Dye (a beauty salon). Men drop in at Goldilocks. No, this is not the pastry chain but a barbershop. After a trim n shave, another Goldilocks is literally a stones throw away. They take orders for sand and gravel.

Were so fond of milestones that we make a countdown of everything. Today, as I write this, it is not only my granddaughters birthday but it is also 100 days after Yolanda struck us. We can basically say we are faring better than Tacloban that was hit horrors by storm surges but I had just come from there and definitely, I can say Mayor Romualdez is doing a good job. Their streets have been cleaned of debris. There are no spaghetti or wires hanging down on posts and lying on the road, which is still a common sight here. Business is beginning to pick up, slowly but surely. Here, we have just passed a resolution about it, and no real action taken yet. Its all more talk than action, really. Well, the talk of Ormoc becoming the new metropolis because of Taclobans destruction will remain a dream. In fact, big businesses are already looking keenly at Tacloban, eager to be part of its recovery. Its not so much because of the generosity of heart but as they say, there is always an opportunity waiting around every great upheaval. Price of land is down as locals flee the chaos and rentals have dropped. Here, we are still grappling with wire thefts, uncoordinated moves from various utilities that are left on their own. 100 days after the typhoon, a good portion of the city as a whole still has no power. Landowners are on a scalping mode, jacking up prices with the thought that Ormoc was going to be the new Tacloban. Our rentals have been already sky-high ever since the 1996 boom-city and with a congested city area, there is no decrease in rates. The processing of phone applications by PLDT, a new player, is slowed down by wire thefts. Globe is also having problems. Smart, which was our only link to the rest of the world

Remembering the unresolved 2010 hostage crisis

WHEN THE hostage crisis happened in Manila in the year 2010, Pres. P-Noy was still new to his job and he had not yet warmed up to his seat long enough. He was barely on the third month of his presidency. On the other hand, then Mayor Alfredo Lim was such a veteran local executive, he knows how to run his office. Moreover, this corner agrees with his contention that the problem is not attributable to that of the nations. Among others, the apology to Hong Kong of the City of Manila should have been done immediately. As it is, this apology was what they expected and even up to this time, they are expecting. It was therefore good that current Manila Mayor, Erap Estrada, is taking pains to relieve the tension that it created. From what this corner gathered, he is set to leave for Hong Kong to do just that. It was indeed very noble for Mayor Erap to patch up what his predecessor, Fred Lim, missed out. Considering former Mayor Fred Lim is of Chinese descent, all the more reason he should have patched up the seeming imbroglio. Pres. P-Noy could have eased the tension generated by asking his man Jesse Robredo of the DILG to help resolve the complaint of the ex-cop who became crazy. Pres. P-Noy could have generated plus points for this seeming impasse. To be noted is that the late Jesse Robredo was not yet confirmed as DILG Secretary because he (the President) must have been reserving the DILG post for his first choice, Mar Roxas. As it was, even then Sen. Tito Sotto who was a member of the Commission of Appointments, was looking for the papers of Robredo which was not yet endorsed by the President. Impossible? How else can one conclude for the missing papers? And just because the sudden death of Robredo created quite a stir with the people, Pres. P-Noy made it appear that he also condoled in unison with the mass. The late DILG Secretary Jesse Robredo, it was learned, was planning to suspend then Mayor Fred Lim because of his inaction. The intervening events prevented him. The formal statement of Mayor Erap is indeed very laudable, to say the least. The Manila City Council passed a resolution formally apologizing to Hong Kong for the regrettable incident. When this column will have been off the press, Mayor Erap must have been back from Hong Kong for this purpose. What he is doing on this matter is indeed very correct. He even agreed that Pres. P-Noy need not apologize. It is the local government of Manila that must apologize. How did the hostage incident happen and why was it so fast? Relieved policeman Rolando Mendoza must have snapped his mind and lost his bearings. His demand to be reinstated back into the force must have made him unstable when nothing came of it. He took matters into his hand and with an M-16 assault rifle in one hand a pistol in the other, he promptly commandeered a tourist bus loaded with Hong Kong nationals. When he was in the position to render judgment, what could have entered into his mind? How did he choose his first victim? When he shot to death two sisters and their mother, did he not like their looks? What were then his criteria? It is not a joke to act like a god. It is only God that can do it because He owns us. When the whole world perished in the Great Deluge with only Noah and his three sons and their wives that were spared 8 in all no one can question it. By the way, 8 is the favorite number of God the Father and Mama Mary. As it was, Mendozas problem must have been solved with his death when an elite member of the SWAT team swooped down into the bus and shot him. He was not fit to be a cop in the first place. Instead of saving lives, he caused it and even put us in an embarrassing situation with the Asean nations by creating this diplomatic faux pas.

Retract & Atone

MY FAVORITE MENTOR in college had cautioned us, her thesis students, to be honest and report the results we got no matter how unexpected they seemed to be. She emphasized sciences ground rules the science of how you know what you know. In short, not to doctor our data because what we got maybe wrong from our point of view but they could be the breakthrough information that our science demanded. I have taken her advice to heart and have passed it on to my students. Unfortunately, not everyone must have heard of or listened to that piece of wisdom. Editors of reputable scientific journals abroad noted that retractions were rising at an alarming rate. A retraction is similar to a public apology for the mistakes or errors in a published scientific paper. For example, the journal Nature reported that published retractions had increased tenfold over the past decade. The Journal of Medical Ethics published a study finding that recent retractions were a mix of misconduct and honest scientific mistakes. In the Philippine setting, nobody has ever retracted his/her findings. Is it because Filipino scientists are extra careful with their research work that they do not commit any errors at all? Or is it in the Filipino psyche not to admit his/ her mistakes? Hence, a Filipino scientist does not retract in the same way that a Filipino politician does not concede defeat in an election. The reasons can vary from shame to amor propio. For whatever reason, it reveals a glitch in the Filipino character. The urgent need to publish in high-impact journals may be leading to more and more er-

rors. In the United States, a new crop of Ph.D.s must compete for a small number of jobs each year, and the competition is getting fiercer. The struggle is not over once young scientists get a job. Promotion is dependent on the number of papers published and not on the quality of research. With all the responsibilities of a faculty member (teaching, extension, production and even administration), they may lack the extra time to check their own research to figure out why some of their data do not fit their hypothesis, for example. Instead, they have to be concerned about publishing papers first and foremost. Many hiring committees insist that only candidates with a record of maximum research productivity can be successful in their academic careers. This kind of thinking ignores the fact that academic faculty members have a least four responsibilities: 1. scholarly work, 2. classroom teaching, 3. personal mentoring of graduate students, and 4. service to the organization. Hiring those with extreme records of scholarly contributions may promote the research reputation, but may contribute little to the organizations ability to meet its educational mission and to operate effectively. No one claims that science was ever free of misconduct or bad research. But as long as getting a job or being promoted depend on the number of publications, this problem will persist. Science should be divorced from all extra monetary incentives but this can only happen if scientists are generously paid to discover new stuff!

He assures us that he will always be with us till the end of time, and that what may appear to be pain is actually our glorification, what may be considered as loss is actually a gain. We have to be most wary of the most deceptive kind of self-righteousness. Thats when we get contented with simply following the old law, the ten commandments, and not going beyond them. That self-righteousness may lead us to know a lot about what is right and wrong, but it does not prevent us from being judgmental, selfcentered, vain and proud, very much attached to the things of this worldmoney, fame, power, etc. Its incapable of understanding others and of being merciful. Tacloban marks 100 days after Yolanda; UN agencies note needs remain enormous and urges for more support
TACLOBAN CITY City residents here led by Mayor Alfred Romualdez had a simple Thanksgiving ceremony on February 16, 2014 at the Tacloban Astrodome, 100 days after Typhoon Yolanda struck the region, killing more than 8,000 in its wake and destroying the lives and homes of around 1.4-million people on its path. A mass started the simple affair. In his invitation to Tacloban residents, the mayor requested them to wear purple or anything purple to remember those who died from the typhoon. He also said it was an opportunity to thank the generous people who came to help the Taclobanons and for them to know what the citys rehabilitation plans are. Meanwhile, in press statements to media, UN Resident and Humanitarian Coordinator for the Philippines Luiza Carvalho noted the Government-led relief operation has made marked progress. But millions of people still require urgent assistance to rebuild their lives and livelihoods and ensure that the gains made thus far are not rolled back as devastated communities begin the difficult process of recovery, she added. In the days, weeks and first months after Typhoon Haiyan hit, humanitarians tirelessly provided millions of people with timely relief. In support of the Government-led response, the United Nations and partners provided food, medicine, water and sanitation and hygiene assistance. We distributed tents and tarpaulins so that 500,000 families would have some form of a roof over their heads and implemented emergency employment programmes that helped them get back on their feet and pumped money into local economies. We ensured that vulnerable people had access to protection services and farmers were able to go back to their fields in time to plant. The UN and partners helped remove more than 500,000 cubic metres of debris from Tacloban alone, she said. On the other hand, the UN High Commission for Refugees (UNHCR) also noted that Lingering issues include a heightened risk of human trafficking, sexual and gender-based violence, child exploitation and concerns about highly vulnerable sectors such as elderly people, persons with disability and indigenous populations caused mainly by the loss of dwellings and livelihoods linked to the disaster. With people living in cramped and less ideal circumstances, the risk of violence in tent communities are high. To combat this, Joel Andersson, Head of Yolanda Operations for UNHCR in Tacloban said, We have been heavily involved in training local authorities, aid workers, and members of the Armed Forces and the Police force on

after Yolanda slammed us, has developed a weak signal that they cant seem to address. I was told that until their repeater at Zenaidas is repaired, wed be having the intermittent signals. And its 100 days after Yolanda! Meantime, subscribers pay for their data and unli plans without reprieve. Nonetheless, there are a few good news. I was told we would be getting our cable signals. A new cable operator is coming to town, too, though I am wondering what happened to their application to operate here. There seems to be no movement after they signified their intention to come over. With a new cable operator, we get a choice and means a leveling up on the services that they offer. Anyway, that is all for now.

Bangon Tours promote voluntourism

MANILA - ONE of the highlights of the recent Philippine Travel Agencies Association (PTAA)s 21st Travel Tour Expo 2014 (TTE) 2014, entitled Love Life, Love Travel at the SMX Convention Center in Pasay City on Feb. 14 to 16, 2014 was Bangon Tours, a domestic tourism program of the Department of Tourism geared at helping Typhoon Yolanda hit areas to get back on its feet. The DOTs Bangon Tour Booth was one of the biggest in the Expo. Bangon Tours was initiated by DOT through the Tourism Promotions Board (TPB) and special focus was given to Eastern Visayas. DOT regional director Karina Rosa S. Tiopes together with her team Tourism Operations Officer II Bing Noberto P. Lumbre and Admin Aide VI Lemuel C. Palejaro were personally present to assist interested tourists. According to Ms. Tiopes, there is Tourism after Yolanda in Eastern Visayas. Some of the places were minimally harmed such as the Southern Leyte Dive areas and Biliran Islands. Bangon Tours is promoting their package titled Be a Voluntourist! promoting Voluntourism a combination of volunteering for the regions rehab efforts while touring it. Activities include park clean-up and beautification, restoration work on monuments, planting of propagules, arts and crafts workshops, therapy theatre (Dance/Music/Drama), culinary arts workshops and life and survival skills interaction. The tour destinations include a city tour to Yolanda Village, the Sohoton Natural Bridge National Park, Kalanggaman Island and Tabuk Marine Park. The DOT regional office has also come up with a program titled Tourism Students Welfare Program a cash-for-work program where tourism students are given work every weekend for P 260.00 a day and P 80.00 meal allowance. Their job is to clean up parks like the Madonna of Japan along Magsaysay Boulevard in Tacloban and the MacArthur Park, said Bing Noberto P. Lumbre. This is a marginalized program given to the four Educational Institutions that offer the course namely Eastern Visayas State University (EVSU), Leyte Normal University (LNU), Asian Development Foundation College (ADFC) and Asian Business College (ABE), Tiopes further explained. During the presentation of the now controversial DANA, city planning officer Engr. Raoul Cam said the DANA of the sugar industry was somehow overlooked and promised it would be included in the next council meetings. He said the DANA was a live document that would be revised every so often because the needs change as time progresses. The LCPA president said it was doubly frustrating that their DANA would not be included when they know they were the earliest to submit a report, both to national and local agencies. The report was submitted to the CDRRMC before Christmas yet. The NEDA director was even impressed with our report, complimenting that it was complete yet easily understandable, that he told Ormoc-Kananga Mill District chairman Atty. Roy Bernard Fiel he would adopt it as the template for other sectors. Four days after Yolanda, the SRA administrator called Atty. Iaki Larrazabal Jr. to come up with a report on the sugar industry. All the associations were tasked to make the report. Our report made then was fresh from Yolanda. We saw the actual conditions of our farms, our mill and the state of our workers. He said the heads of the five sugar planters association here met everyday to complete the report. These would be the OrmocKananga Mill District, LCPA, Ormoc Sugar Planters Association, OLFAMCA and Unifarm, including the lone mill HISUMCO. All affected LGUs, or where there are cane planted, were furnished the report Ormoc, Kananga, Albuera, Matag-ob, Villaba and even Leyte town. They also furnished the report to Rep. Lucy Torres-Gomez who went the extra mile to put it on the tables of people that matter. The report has already made it to Secretary Alcala of DA, rehabilitation czar Senator Ping Lacson and even the president, Serafica said. Ironically, the Ormoc LGU neglected to include it in their DANA. Serafica said that if there was something political in the omission of the report, that city officials now set aside politics. Maybe they neglected it because Lucys family is associated with sugar but this is beyond politics, he said. We are talking here of people and the economy suffering, he said. For example, he said, the city stands to loss P 359,000.00 from payment of Community Tax Certificates if their sugar workers opt not to pay it because they see no need for it. PhilHealth, on the other hand, stands to loss about P 2.874-million a month from unpaid premiums because their sugar workers are unemployed. There is also the SSS premium which amounts to P 1.724-million a month. The planters association president said that because of Yolanda, they are expecting a reduction of 40 percent of their projected production. The OrmocKananga mill district produced more than 800,000 metric tons of sugar in 2012 which Serafica said was a good year. But their projected increase of 12 percent for 2013 was shot down after the super-typhoon. On the bright side, Serafica thanked Secretary Rosalinda Baldoz of the Department of Labor and Employment for releasing P 5.6-million to the Ormoc-Kananga district for cash for work. He said that unlike the cash for work coursed through barangay chairmen which was used as a political tool, they allotted each planter certain number of sugar workers depending on their recorded production.
