13th Monfort Cup Football Fiesta

A Football Grassroots Development Program

Mabuhay! The Monfort Foundation in cooperation with the Iloilo Football Association, the Philippine Football Federation, Department of Education and the Iloilo Provincial Government, will be hosting the 13th MONFORT CUP FOOTBALL FIESTA on Saturday, 15 March 2014, 8:00 A.M. to 5:00 P.M. at the Iloilo Sports Complex, Iloilo City. The Monfort Cup is a Football Grassroots Program that focuses on the talents and skills of our athletes at an early age. This tournament was started in 1992 by the late Congressman Narciso D. Monfort. The tournament will be using the 5-A-Side Format with the following Age Categories: 1. 2. 3. 4. (Under 8, U8) 6-8 Years of Age (Under 10, U10) 9-10 Years of Age (Under 12, U12) 11-12 Years of Age (Under 14, U14) 13-14 Years of Age

In behalf of the Monfort Foundation and our Partners, may I invite you and the different Football Clubs and Football Teams in your Municipality and Schools to be part of this Sports Event, fostering camaraderie and sportsmanship in the Province of Iloilo. There are no registration fees. All clubs and teams have to submit the line-up of players together with the photocopy of their Birth Certificates (NSO) 3 days before the event. 13TH MONFORT CUP FOOTBALL FIESTA 2014 5-A-Side Grassroots Football Program 15 March 2014 Iloilo Sports Complex (U6, U8, U10, and U12) Tournament Rules and Regulations 1. Substitution: Flying Substitution- substituted players can turn as regular players during a dead ball situation, as long as the referee is informed. Substitution must take place in the mid-touchline (center line). 2. Match Official: Only one referee to officiate the game. 3. Free Kicks: All free kicks are indirect. Players in from other team must stand at least 6 yards from the ball. Deliberate handball outside the penalty area results in a free kick. 4. Throw-ins: There are NO throwins. If the ball goes out of the touch line, the ball is brought back into play by KICK IN (from the point where the ball crossed the line). A goal cannot be scored directly from the kick in. 5. Goal kick: If the ball goes out of the goal line, it is brought back into play with a goal kick. A goal cannot be scored direct from a goal kick. 6. Penalty Kick: A team is awarded by a penalty kick when an opposing player intentionally handles the ball inside his penalty area. All players except the penalty kicker must stay behind the kicker. In case of a draw in the knock out round the game will be decided by penalty; 3 kickers from each team will be utilized. If after the 3 kickers and it is still the draw, then sudden death rule will be applied. Only the players that were last fielded in the game will be allow to kick for their respective teams (including the goalkeeper). Any player can be a goal keeper. The player MUST be registered in the Official lineup. 7. Offside: The rule does not apply in this festival. 8. Back pass: Passing the ball back to the goalkeeper is allowed but GK has 5 seconds to play the ball. 9. Duration of the Match: Ten (10) minutes per game. 10. Other important rules: Schedule of games will be announced while the game is in the process Walkover or Abandoned Games - teams that concede before regulation time will be declared loser, (a 3-0 advantage will be awarded to the winner) Direct RED card, automatic one game suspension. One YELLOW card on the game - warning (carryover) Two YELLOW cards - cannot play next game, automatic game suspension If a brawl happens, involved teams will be penalized and will be automatically disqualified from the tournament. The teams involved will be sanctioned by the Iloilo Football Association. 11. Fair Play should be implemented in every match. 12. Matters not provided for Other matters not defined or provided for in this document shall be dealt with by the Tournament Committee.
