The Flotilla 12 February monthly meeting was cancelled due to the weather conditions. The meeting was rescheduled for 26 February, and was held at the Rice Mill Building on the second deck training room. Crystal Smith and her team (Bob Lovinger, Bob Orenstein, Tom Jerussi and Peter Axiotis) gave an About Boating Safely (ABS) class to twelve students at The Citadel. On 19 February, Frank Leister and Richard Daniel both held one hour TCT/ Op Workshops. These were attended by seventeen members from 12-8 and 12-6. William Singletary has accepted a position with the Port of Los Angeles, and requested and approved for a transfer to Flotilla 06-10 District 11. Flotilla 12-08 wishes William the best at his new position. Lt. Franklin gave the Flotilla a presentation on Auxiliary Assistant Pollution Responder at the February 26 Flotilla meeting. This is an opportunity for the Flotilla to support the Gold Side. If you are interested in this program, contact Blake Cannon who is our FSO-MS and working with Lt. Franklin.

At the 26 February Flotilla meeting, Duncan Hutchinson gave a presentation explaining the program in detail. I would hope all the senior members of the Flotilla will get involved as mentors. The next Flotilla meeting is scheduled for 12 March 2014 at 1900 hours (7:00 PM) in the Training Room located on the second deck of the Rice Mill Building. At this meeting, our FSO-HR, Duncan Hutchinson, will be giving a computer presentation on helpful internet information for new members. Lets have a productive year!

Vice Commanders Report


We have recently started on-the-water boat training for future Boat Crew members. With two boats in the water, we were able to help Coxswains and Crew get ready for their third year currency maintenance (check ride). The Coast Guard Auxiliary offers many opportunities. Id like to welcome our new members to the Flotilla. If youre new to the Auxiliary, but are not ready to train for Boat Crew, please speak with your mentor about other areas in which we could use your expertise.

Marine Safety & Environmental Response

It has been an exciting time in Marine Safety for Flotilla 12-8 recently. We are in the process of restarting the program, and on Wednesday, 26 February 2014, Lt. Ashonte Franklin from Sector Charleston visited the Flotilla and asked for assistance in Marine Environmental Response. This activity can range from dockwalking to water-borne patrols, and presents an excellent opportunity for our

members to earn the Auxiliary Assistant Pollution Responder qualification, which is a step toward earning the coveted Marine Safety (Trident) device. Additionally, Coxswains and Boat Crew could provide much needed help to Sector by providing their time and facilities to Pollution Responders. Feel free to contact me for additional information.

An About Boating Safely (ABS) Class was held on Saturday, Feb 15, 2014, at The Citadel. There were twelve students at the course, including two Citadel cadets and three new members. The class ran smoothly and all students passed. Several others were interested in taking the class, but will have to attend at a later date. The next class is currently being planned. I have optimized the PE laptop for optimal performance, and cleaned up documents on the desktop. It is in excellent working condition. It should be noted however, that the current operating system is Windows XP. After April 8, 2014, Microsoft will no longer be supporting and updating this operating system. Due to the high risk of possible virus infections, I strongly urge all instructors not to go online with this laptop after April 8, 2014. It should be strictly used for offline use such as: Opening and Viewing Slideshows/Videos/Documents and Creating Documents/Presentations.

Peter Axiotis has successfully been able to print ABS certificates and cards from the PE program. The cards will have to be filled in by hand, but Certificates can be typed in and just have the FC sign them before we distribute them. We attempted to install the program on the PE laptop, but the operating system is not supported. Axiotis is going to see if he can get us a laptop with Windows 7 on it, at no cost to us. If he is able to do this, I will take the laptop and clean up the software and make sure everything is working properly. I will then load the PE program on it so we can print out Certificates, Cards and 7030s. Finance

The Flotilla has $6200 with about $2000 reserved for paying 2014 dues. We should get that invoice soon. As it stands now, we are within the budget passed in January. The balances are a little misleading as we collected most of the fee for the Change of Watch in 2013, and paid the bill in 2014. It will work out at year's end. 1983: The Coast Guard retired the last operational HU-16E Albatross, ending the "era of seaplanes" for the service. 2007: The Coast Guard made the largest cocaine seizure in its history to date when CGCs Hamilton and Sherman seized 42,845 pound of cocaine aboard the Panamanian-flagged M/V Gatun off the coast of Panama. The Gatun was first located by a HC-130 on 17 March.

I am pleased to announce that the Flotilla has passed the 1,000-hour mark for Auxiliary activities. In the past month Ive been receiving more 7029 and 7030 forms. I think that we are on track to exceed our activities over 2013. Great job everyone! I would also like to remind all new members to feel free to contact me if you need help with your 7029 and 7030 forms. Make sure to bookmark the link below. This is a spreadsheet which contains information on upcoming events, member hours, and number of VEs, PVs and Instructor Hours. It can be viewed on your phone, tablet or computer.

Our presence on the internet remains strong. Within the past month, we have been contacted by the recreational boating public for VSCs, by the Gold Side to speak with Citadel cadets about the Coast Guard, by a local school requesting an Auxiliary presence at a safety fair, and by the local media for a story about the history of the Coast Guard in the Charleston area. My goal is to maintain and expand this presence as we approach National Safe Boating Week. Vessel Examinations

My apologies for the delay on the March newsletter. This is largely due to the postponement of the Flotilla meeting due to the weather conditions. I think I speak for many when I say that Im ready for this winter weather to be over with. Make sure to keep me posted on upcoming events which need to be included with the April newsletter. Also, if any members have previous newsletters, preferably dating back to the 90s and early 2000s, I would like to borrow them so I can scan them for the Flotilla archives. Right now, our archives are quite substantial, and contain newsletters dating back to 2003.

Welcome VE Inspectors and Flotilla Members to Boating Season 2014. There was an increase in Boating related fatalities last year. We can help prevent this unnecessary loss of life by engaging boaters and helping them understand how important a properly equipped and inspected boat is. This year we be performing VEs several times each month, as well as during the week. We will start with a Vessel Exam refresher training which will be held at a Flotilla Meeting. The date is TBA. There will also be a guest speaker during the presentation.
Remember to le all 7029, 7030, and 7038 paperwork for Auxiliary activities. Please feel free to contact William Carter if you have any questions on submitting paperwork.

Call to order at 1900 by FC Paul Berka. Pledge of Allegiance was recited by all in attendance. Introduction of Guests We have an HR presentation tonight which explains why we are on the second deck rather than in the Brass Buckle. Introduction of guests from 12-6, Anne Graham and Wendy Balelo.

12-8 meeting, we will present the Pollution Responder Introduction course. Blake Cannon is our FSO-MS he is our point of contact. Announcements & Adoption of Minutes Motion by FSO-OP Joe Fleming and all present agreed to accept the minutes of the January meeting as published and distributed. Alan Miles is the new FSO-VE. He has requested a budget of $200.00. A motion was made and 2nd and the attending members voted in favor of this motion. Richard Daniels wife & Tom Beauchemin & his wife have health issues. Bob Orenstein will arrange a token gift like flowers for our members and their wives. Flotilla Staff Officer Reports Communications Systems: We have received an invitation by email to participate in safety week at one of the local schools. I sent this information to FSO-PA. Finance: FSO-FN Frank Leister will not be here tonight but he sent word that there is $6,200 in the 12-8 budget. Human Resources: So many potential new members here tonight. A flash needs to come out about the need to have a membership card or being escorted by a card carrying member in order to enter the USCG station. An exception to this would be meetings & classes where the names have been submitted through Lt. Franklin and a list is given to the OD or watch stander at the gate.

Announcements from Lt. Franklin Lt Franklin of Sector Charleston (shown in the above photo) is here with us tonight and she now has the floor: My job in addition to being the USCG Auxiliary Liaison, although that takes up a large part of my time, I am also the Marine Environment Response Chief. What this department does is pollution response. This department is going through a lot of changes. People are being rotated out creating a staff shortage. I can use the help of the Auxiliary. We have two things. Training and qualifications and water side harbor patrols in our boats and in Aux boats. Interested Auxiliarists need to complete the ISO courses on line. First step is to be familiar with the marine laws and the definitions. At the March

Most of the FSOs are submitting their articles for the Scuttlebutt. TCT training has been put into the system. Marine Safety: Lt. Franklin covered everything about MS. Blakecannon1@gmail.com is my contact information if someone needs to contact me. Flotilla 12-6 walks the dock on Tuesdays. Materials: I will be out of commission for the next 8 weeks. Member Training: On Navigation Patrols, the ICW South, Folly Beach, Cooper River, Ashley River & Wando River are expected areas for ATON patrols. Navigational Services: We will be conducting night patrols during full moon every month starting in April. Operations: Two boat tow drills have been conducted since the last meeting. Public Affairs: Discussed in old business. Public Education: Dates not yet confirmed for the next ABS class. Citadel issues Internet pass codes and getting a Detachment member to sign for the classroom on a Saturday. PE needs a new laptop with Windows 7. Old Business Public Affairs: The Charleston Boat Show was a great success. We had twenty-three people sign up for an ABS class, ten new member prospects; and fifteen VE requests. Photos were distributed. National Safe Boating Week (NSBW) Chairman is Jay Bird. Jay is interested in any ideas members have for NSBW activities. Elliot Cut and Cherry Point landings need signs. Public Education: We had twelve students attend the ABS class. Thanks to everyone who helped out with this. New Business There is a Commanders Committee consisting of Richard Daniel, Bob Orenstein, and Frank Leister , who will advise the FC about the needs of the 12-8 Flotilla. They have suggested a Mentoring Program which actually coincides with the District vision. With that in mind, tonight we have a Mentoring presentation. Everything you want to know about mentoring will be presented tonight by our very own FSO-HR. There is a handout that follows along with this PowerPoint Presentation. This presentation covers what mentoring is, the benefits of mentoring, and how you can tell if it is working. Awards & Certificates Joe Fleming received an Auxiliary Performance Award. Wolfgang Sanyer received a Charting & Plotting Certificate & ID card. Dwaine Harris & William Carter each received awards for Sustained Auxiliary Service. Adjournment Meeting was adjourned at 1955. Never Stop Learning

We completed the 1-hour TCT and 1-hour Coxswain and Crew Refreshers on 19 February. There will be a First Aid Class on 15 March held at the Citadel, Bond Hall room 161. Class time will be from 0830 until 1630. Uniforms are required, spouses are welcomed. There is a $35 certification fee for this class. Make sure to mark your calendar for the following events: 16 April: A Vessel Exam workshop and Sexual Harassment class will be held in the Brass buckle form 1900 until 2100. Dress civilian. 10 May: There will be a Practical GPS for Boaters at the Citadel, Bond Hall room 161. Class time will be from 0900 until 1400. This is for the general public with a $35 fee payable at class time. All Auxiliary members are welcomed to attend at no charge. Civilian clothes. 17 May: There will be a Practical GPS for Boat Crews at the Brass Buckle from 0900 until 1400.

Uniforms required. First half of the course will be held in the Brass Buckle and the second half will be held on the small boat dock at Station for hands on GPS training. This is open to all Auxiliary members. Let me know if you want to take any on-line courses. Join the Never Stop Learning program we offer this year. Navigation Systems

We have a request by station to check Cooper River Day beacon 31 (LLNR 3289.1), Monitor Station A (LLNR 3285), and Monitor Station B (LLNR 3275). Because of circumstances, I have not been able to do this. Station says it would be ok to wait for warmer weather. Marker 31 is about 15 miles up the Cooper River. If anyone has the interest in becoming ATON qualified, please feel free to email me. I am looking forward to an active and fun year.
