Assessment criteria

The assessment will be based on the three main elements of your feasibility report, stated underneath, as well as the standard of the Gantt chart and poster presentation. Overall grades A, B, C, D are passes. Grade F is a failure, and the report can be revised and resubmitted if desired; if then satisfactory, a grade D will be awarded. Zero marks

Scenario No.1 Urban transport and environment

INTRODUCTION We have recently identified the Bloomsbury area around the UCL campus may encounter problems related to traffic congestion, safety and pollution. We would like to commission a study, under competitive tendering arrangements, for the appointment of a consultant to evaluate the transport and environmental issues in the area. In particular, there is a plan to convert Gower Street and Tottenham Court Road into two-way. We would like to investigate the feasibility and potential impact of this.

OBJECTIVES The objective of this activity is to investigate the transport and environmental issues and submit a report to the Client (i.e. the Scenario Leaders). The final report should contain: detailed analysis of the perceived problems (congestion, safety and pollution); feasible suggestions on how these problems could be relieved; feasibility and potential impact of converting Gower St. and Tottenham Court Rd. into two-way.

As a means of involving the local population, a poster presentation is required by the Client to convey the key aspects of the problems and the options being considered for their mitigation. A site visit will be arranged during the week of the scenario. During this site visit, each Consultancy will collect/confirm relevant data, either retrieved during their investigations or supplied by the Client. You are also expected to utilize the knowledge that you acquired in previous lectures, in particular: III a) b) c) issues of traffic congestion, safety and pollution; concept of sustainable development; and engagement with stakeholders.

THE EXERCISE Teams of 8 or 9 will be formed by the Scenario Leaders to become a Consultancy. Each team will evaluate the data that they collect. Your project plan (in the form of a Gantt chart) for the week of the scenario must be included in your report as an appendix and shall be made available to the scenario leaders by the end of the first day (Monday 31st October 2011). During the site visit, you will have a chance to study and collect required information (e.g. traffic counts, pedestrian survey, etc) from the area of interest. An Exhibition Poster is to be prepared which conveys the key aspects of the problems and the options being considered for their mitigation.

DATA AND INFORMATION Pollution Some pollution data will be provided by the Clients and will be available on the Moodle website. In addition, some statistical tools for the investigation and presentation of the raw data will also be available on the website. Incidents The Client has provided some records of incidents happened in the area. This may be useful for analysis of safety. Congestion The Client has also provided some datasets of traffic flows in the area. This may be useful for analysis of congestion. Tender Documents Client Brief (this document)

DELIVERABLES Each team is required to prepare the following: i) A Gantt chart, affixed on the screens, containing the set of tasks to be performed by the group should be presented by 16:00 on 31st October 2011. It should be updated and show the groups progression on a daily basis; ii) A Feasibility Report; a combined report, initialled against each section by the person responsible for that section. The Report should cover, but not be limited to: the reasons for the report, background data/information, identified problems, outline solutions, preferred option, appendices. This report should contain both data and information in whatever form is considered appropriate by the team, e.g. text, drawings, sketches, maps. iii) An Exhibition Poster is to be prepared by each consultancy. This will show what the key issues are regarding traffic safety, congestion, and pollution in the area and outline proposals for their mitigation.

REPORT SUBMISSION The report shall be submitted as a Word document, both in hard copy and electronically and will be thoroughly checked for plagiarism. Cases of plagiarism will be dealt with according to College Regulations regarding examination irregularities.

WORD LIMIT The report shall be a maximum of 6000 words, excluding drawings/sketches, retrieved data and appendices.

DUE DATES i) The Gantt Chart has to be presented to the Scenario Leaders by 16:00 on Monday 30th October 2011. ii) The Exhibition Posters (A3 size, maximum 3 sheets) shall be submitted to the Scenario Leaders in PowerPoint (non-standard fonts shall be avoided) by 12:00 on Friday 4th November 2011 for printing. Presentation of the posters will take place in G.04 and G.08 at 15:00, for viewing by students, staff and external professionals. iii) Final Report by Monday 7th November 2011.

KEY LEARNING OUTCOMES Upon successful completion of this assignment you are expected to be able to: write a Feasibility Report for a specific reader, a Civil Engineer, give an effective presentation in a style appropriate for the audience, both written and spoken, undertake knowledge research, perform project planning, assess the risks of health and safety, be able to work as a team.

ASSESSMENT CRITERIA The three main elements of your report, as well as the value towards the final mark are briefly described underneath. Element of the report Marks (%)
