CAREER HIGHLIGHTS:
1974-1977 JUNIOR RESEARCH CONSULTANT, NATIONAL MANPOWER
AND YOUTH COUNCIL
In charged of developing programs/ schemes to implement, operationalize pertinent
provisions of the Labor Code of the Philippines.
In cooperation with the NMYC Manpower Planning Office, developed the program
and guidelines to implement Article 52 of the Labor Code of the Philippines.
Article 52 provided for the deductibility of labor training expenses from taxable
income of companies or enterprises. The scheme is a form of training incentive aimed at
training investment by private enterprises.
The program/ guidelines developed were adopted by NMYC for implementation.
1978-1987 REGIONAL MANAGEMENT, NMYC
In charged of administering and managing the delivery of public manpower
development services to the unemployed adults and out of school youths in Southern
Luzon, Philippines.
As Regional Director of NMYC V, initiated the expansion of the delivery capacity of
manpower development services thru the creation of sub regional office or provincial
offices in the Bicol Region. The localization strategy of the Region became the model of
the NMYC which led eventually to the establishment of full blown Provincial Offices
under the TESDA in 1994.
1988-1992 EXECUTIVE DIRECTOR, OFFICE OF MANPOWER PLANNING
AND DEVELOPMENT, MNYC
In charged of managing the formulation and working for the approval publication and
dissemination of the countrys national and sub-national manpower plans, including the
evaluation of manpower development programs and the conduct of researches and
surveys to support the formulation of manpower development strategies. Tracer studies
and the development of Manpower information Systems was among others the concern of
the Executive Director of the OMPD.
During my term as Executive Director from 1988 to 1992 initiated the following:
1. The dis-aggregation of the then existing occupational classification to levels more
meaningful for manpower planning exercises. The formulation of the Occupational Data
For Employers And Trainers or ODET which is still being used at present was introduced
during my watch.
2. Introduced the Institutional and Area Based Approach to manpower planning in the
Philippines. The approach with some variations is still being used by TESDA in the
formulation of its Technical Education and Skills Development Plans today.

3. In cooperation with business, NGO`s and the academe, formulated the first
entrepreneurial program to be adopted by the NMYC as a component strategy in
promoting self-employment and micro enterprise development. The Training for Rural
Enterprise Development or TREND is the precursor of the various entrepreneurship
courses the TESDA is now implementing in its Community Training Centers.
4. In response to the development of rural Philippines, as Executive Director initiated
the establisment of Community Training Centers (CTCs) all over the country. The CTCs
became the NMYC`s delivery arm thru the support of the local governments in reaching
out to the rural Filipino manpower. The CTCs afforded the rural folks access to skills
training and entrepreneurship designed for self and wage employment.

5. In tandem with ILO international consultants on rural development, introduced the


use of the TRUGA methodology in the Community Training Centers in the country.
The Training for Rural Gainful Activities was the anchor upon which the present
Community Based Training and Education Development Program (CBTED) of TESDA
is based. These CTCs are now managed and funded by the local government units and
serve as the local delivery arms of the manpower development services.
6. As Executive Director, and with self employment and livelihood development as
the thrust of the Department of Labor and Employment (DOLE) in 1990,organized and
brought together the various self employment and livelihood programs of the different
bureaus and attached agencies of the Department. Likewise formulated the Dole
Integrated Livelihood Manual or DILP Manual which became the DOLE Integrated
Livelihood Program`s basis and guidelines in the delivery of the Department`s
livelihood services including the accreditation of NGO`s and PO`s as co-partners.
7. As designated HEAD of the NMYC Policy and Planning Cluster (equivalent to
Deputy Director General) in partnership with the Director General prepared the concept
of the NMYC- WORLD BANK Vocational Training Project II. Prepared and
packaged the loan documents and negotiated it with the World Bank in Washington D.C.
The Project was aimed at building the capacity of the NMYC in manpower planning,
certification, staff development and system`s development. The Project lasted for six
years.
8. As CLUSTER HEAD of Policy and Planning actively participated in the
Educational Commission`s formulation of R.A. 7796 which created the Technical
Education and Skills Development Authority or TESDA. Specifically introduced the
adoption of Article 29 which provides for the Devolution of TESDA direct community
based training functions to the local government units.
1993-1994 BUREAU DIRECTOR, BUREAU OF LOCAL EMPOLYMENT
DEPARTMENT OF LABOR AND EMPLOYMENT

In 1993 was appointed as Bureau Director of the Bureau of Local Employment under
the DOLE. The BLE Director is in charged of formulating national programs and projects
aimed at enhancing the employability of the labor force and providing relevant labor
market information. The Director initiates and manages the gathering and analysis,
publication of LMI thru periodic labor market situation reports.
In line with the Bureau mandate initiated the following:
1. The establishment of a nationwide network of local public employment offices
called PESOS or PUBLIC EMPLOYMENT SERVICE OFFICES. The PESO
network is now the DOLE`s nationwide delivery chain of guidance and
placement services to the millions of Filipino jobseekers. It likewise serve as the
local gathering posts for LM data and information. The management and
maintenance of these offices is now dominantly under the local government
units. To maximize the sharing of labor market information within and among the
network, initiated the computerization of the employment exchange which started
the present PHIL.JOBNET of the country under the DOLE.
2. Initiated in support to the promotion and facilitation of employing workers both
in the domestic and foreign markets the holding of periodic JOB FAIRS all over
the country in cooperation with the local and foreign employers.
3. Initiated in cooperation with the NMYC and the Philippine Overseas
Employment Administration (POEA) the merging and unification of the
manpower data bases of these agencies including the Bureau of Local
Employment to maximize the sharing and utilization of these data banks.
4. Formulated the implementing guidelines and operationalization of the SPECIAL
PROGRAM FOR THE EMPLOYMENT OF STUDENTS or SPES. The
SPES created under R.A. 7323 aimed at providing poor and deserving students to
pursue their education by working and earning educational vouchers thru
temporary employment during summer and Christmas vacations. Participating
establishments provides 60% of the minimum wage while 40% is provided for by
the government. This Program has to date already benefited thousands of
students since 1993.
5. Conducted upon graduation from the National Defense College of the Philippines
(NDCP) in 1993 various civic and community programs in Mindanao and Sulu
Areas. Likewise helped in promoting peace and development in the area by
inputting possible livelihood and employment programs which formed part of the
Government of the Philippines (GRP) and the Moro National Liberation Front
(MNLF) peace negotiations.

1998-2003 CONSULTANCY SERVICES


Shifting from the Executive Department to the Legislative Area in 1998 made the
following significant contributions to the field of Labor and Employment:
1. In 1998 started to serve as the Consultant for Labor, Employment and Vocational
Training to Senate Majority Leader of the Philippine Senate. As consultant
provided the Majority Leader advise and drafted bills relevant to labor and
employment such as the following:
a. Drafting and passing into Law in 2000 the PUBLIC EMPLOYMENT
SERVICE OFFICE LAW. The PESO Law provided for the institutionalization of
the local employment offices with the local government units with the DOLE
providing technical support and training assistance. The PESO ACT OF 2000 has
immensely contributed to the expanded delivery of employment services not only
to the local market but also to foreign deployment. The Law has likewise put in
place the present computerized link between various PESOs, including an
intensified conduct of JOB FAIRS serving the demands of local and migrant
workers.
b. Drafting of the Senate Bill amending R.A. 7323 otherwise known as the SPES
Act of 2000 to expand its coverage and make its income qualification
requirements indexed with the urban and poverty thresholds.
2. In 1999 served as a Consultant to the Congressional Labor Commission created to
review existing labor and employment policy in view of the emerging
globalization of the economy. Provided inputs and actively participated in the
formulation of the Commission`s Report entitled Human Resource
Development In the Emerging Economy. The report strongly recommended for
intensified investments in the training and re training of the workforce for it to be
able to cope with the very fluid condition of globalization. It also emphasized the
need for promoting stronger social dialogue to properly address the concerns of
the workers, employers government and other stakeholders vis a vis the
challenges of globalization.
3. In 2000 continued to serve as a Consultant to the Congressional Oversight
Committee for Labor and Employment (COCLE). This Committee was tasked to
monitor the implementation of the various recommendations of the Labor
Commission. In relation to the Commission`s recommendations a New Labor
Code of the Philippines has been drafted for consideration of the 13th Congress.
Actively provided inputs particularly in the Code`s revised provisions on
Apprenticeship and Vocational Training.
4. In 2000 in cooperation with the ILO-IPEC, NGO`s and academe drafted the
Senate version of the Magna Charta for Child Labor. Actively provided inputs for
the past 3 years in the finalization and eventual passage of the Bill. The Bill has
recently been passed by Congress and signed by the President of the Philippines
into law. The country has now one of the most stringent child labor legislation in

the world. The new Law puts into concrete terms ILO Convention 182 on the
elimination of the worst forms of child labor.
Simultaneous with the above consultancy work, served as the Chief Operating
Officer ( COO ) of the Millennium Education and Pension Plan from 1995 to
2003.As Chief Operating Officer expanded the companies operations to various
branches all over the country.
