The Missile Technology Control Regime (MTCR) is an informal and voluntary association of countries that seeks to prevent the proliferation of unmanned delivery systems for weapons of mass destruction. The MTCR coordinates national export control licensing efforts through adherence to common export control policies and a list of controlled items. Partner countries exercise restraint in considering transfers of items on this list and share information to prevent technologies enabling weapons of mass destruction from spreading. The MTCR makes decisions by consensus and does not prohibit transfers, seeking only to prevent contributions to weapons of mass destruction while not impeding peaceful cooperation.
