ADVOCATING BICYCLE IN A CAR DOMINATED U-BELT

A Documentation in Planning 3

"...World Health Organization (WHO) and United Nations Environment Program (UNEP) studies show that Metro Manila's air shed is one of the five dirtiest and most polluted in the world."

"...Reports indicate that 6,000 tons of particulates, chemicals and other pollutants are emitted daily by Metro Manila's two to three million vehicles, hundreds of factories, and households."

"...According to the 1999 report of the Asian Development Bank, fumes kill 16 people daily in Metro Manila."

"...Metro Manila's air quality crisis grows in scale daily. Vehicle densities, for instance, have increased from 675,310 in 1990, to 1.2 million in 1998, to over 2 million in 2001. Vehicle density in Metro Manila has gone from 1,600 per km2 in 1995 to 3,144 per km2 in 2000, and at an accelerating rate of growth. There is a direct correlation between the number of cars on the road and the amount of pollution in the air." "...Despite the completion of the second elevated light rail system, there has been little effort to reduce the 500 or so bus companies operating some 5,000 plus diesel-spewing buses on Metro Manila's roadways or to relocate any of the bus terminals that clog EDSA."

GENERALIZED OVERVIEW OF THE PROBLEM AND THE CONDITIONS RAISED FOR SOLUTIONS

DEFICIENCES RELATING TO PUBLIC TRANSPORT AND NON-MOTORIZED TRANSPORT There is not enough emphasis on the role of public and non-motorized transport. Allocation of large funds for flyovers and road widening projects. Government and society are captives of car culture dependency on the private vehicle. Pedestrians are forced to walk on carriageways in the absence of sidewalk. The absence of sidewalks is because of the following: eaten up by establishments, used as garbage dumps, used as car parking spaces.

THE BICYCLE AS A MODE OF TRANSPORTATION cheap to buy and easy to maintain saves on parking space as 16 bicycles could fit in 1 car parking space not fuel generated - less expense does not emit toxic fumes does not contribute noise pollution

RECOMMENDATIONS An urgent education of the government and the public on sustainable transportation. An education for cyclists and motorists on road sharing facilities. An education in and outside of the schools on urban cycling for adults and children. The integration of non-motorized transportation in the national and local government transport plans. MRT/LRT stations to have bicycle parking facilities and to provide more train rain cars to whiz the 80 percent of the Metros population who depend on public transport, to their destinations in comfort.. Bike lanes be provided along existing roadways. Although expensive, bikeways must also be provided whenever possible. Have car free zone areas whenever also possible and increase car free days. The MMDA to encourage businesses around to provide shower and locker rooms where riders could shower and change clothes before reporting for work or school. Implement and enforce sidewalk development and other infrastructures (bike stations, bike clinics, bike offices, etc.) for pedestrians and cyclist to use. Traffic calming measures must also be integrated as well as permanently junking cars as the most inefficient vehicles in terms of passenger capacity. Support low and zero emitting vehicles. Car ownership fees and fuels be raised as to encouraged motorist to leave their vehicles at home and take public transit. Established bicycle events beneficial for all walks of life. Promote Manila and the Philippines as a friendly bicycle destination. CONSISTENT AND LONG TERM CAMPAIGN TO PROMOTE NON-MOTORIZED (AS IN BICYCLE) IN MASS MEDIA.
