Even so, it is a full-blown mess on Capitol Hill and that is far from a good thing with the debt ceiling deadline twisting in the October wind. Some are saying that suggests market participants aren't worried about the shutdown, because they've been down this road before and have seen that these things always get worked out. It's a fair point, but for an economy that is already struggling to grow at a 2.0% rate, a shutdown of the federal government for any length of time is not good news. Our sense is that the futures market is being propped up more by the understanding that the first day of a new month and a new quarter typically sees new money put to work. Those inflows could prop things up for a bit, but the conversation related to the budget mess is quickly going to shift to the challenges it presents for raising the debt ceiling in time to avoid tangling with the possibility of a potential default. As expected, the U.S. government suspended its nonessential functions at midnight. The shutdown will have an effect on this week's economic data, and today's August construction spending report will be delayed. However, the September ISM Index remains scheduled for a 10:00 ET release. Although markets have not displayed much concern over the shutdown, they are likely to show some angst when the U.S. approaches its debt ceiling during the second half of October. Currently, Treasuries hold modest losses with the benchmark 10-yr yield up two basis points at 2.63%. The S&P 500 hovers near its opening high, but the Dow has dipped into the red as 18 of 30 index components register losses. Meanwhile, small caps continue to outperform with the Russell 2000 up 0.3%.
