Adoption of the tentative
school budget for the upcoming
year was discussed at the
Moorestown Board of Education
meeting on March 17. The board
gave an estimated tax increase of
$141 for the average household in
the next year to maintain quality
and staffing at the schools.
The increase in taxes on an
average assessed home in
Moorestown is somewhere
around $141 for the 2014-15
budget, Board President Don
Mishler said.
With that increase, the board is
expected to collect about
$56,318,599 in taxes.
After being urged to do so by
residents, teachers and students
at past meetings, the board will
also be budgeting to a maximum
cap.
By budgeting to a maximum
cap, the board will not lose the
available $695,983 from the 2011-
2012 school year. The amount is
left over from previous years, but

The Moorestown Council held
a special meeting on March 18 to
give residents the chance to speak
with a representative from the
privatized sanitization services
the township has decided to use
for the first time.
Casworth Enterprises, Inc., is
the sanitization company that
will take over public trash and
waste collection in Moorestown
beginning on March 31, said com-
pany representative Frank Holz-
worth.
Besides starting trash collec-
tion as soon as contractually pos-
sible, Casworth will, retain all of
the same dates, Township Man-
ager Scott Carew said.
All regular trash collection
throughout the township will still
take place on Tuesdays, in associ-
ation with the trash schedule the
township has kept for many
years.
It was noted that Casworth has
nine temporary workers on its en-
tire force. The temporary workers
were hired by an outside
agency.
They have mostly full-time
workers its unknown at this
time if any of the temp workers
will be working in Moorestown,
Carew said.
Officially approved at meetings
throughout February, the council
saw trash privatization as a posi-
tive action, having no real nega-
tive impact on the community. Be-
cause of the decision, the town-
ship will be saving money
throughout the coming year, offi-
cials said.
According to council, trash pri-
vatization allows taxpayers to
save more than $2.1 million.
Council has already reinvested a
portion of the trash savings back
in to the municipal workforce to
ensure Moorestown's assets are
well maintained moving forward.
There will be no public works
jobs lost due to privatization of
waste removal services.
The current workers are all
going to be put into other public
works divisions, Carew said.
Council originally noticed Cas-
worth after research noted the
company has been in business for
more than 34 years. Casworth op-
erates in 14 other towns,
including local towns such as
Medford.
Most people are worried
will they still collect the same
amount of trash? The answer is
yes, Carew said.
The next council meeting will
take place April 7 at 7:30 p.m. at
Moorestown High School.

With spring officially sprung,
the Moorestown High School
boys track team is hoping to hit
the ground running after a sea-
son of success a year ago.
The Quakers brought home the
BCSL-Liberty Meet champi-
onship a season ago, the teams
third title in seven years. In the
Burlington County Champi-
onships, the team placed second,
its best finish since 1976.
"We had a very talented, very
deep team last year with several
multiple event scorers. We had
four county champions, two sec-
tional champions and a New Jer-
sey Group III state champion
along with six athletes competing
in four events at the New Jersey
Meet of Champions. Shot putter
Trevor Allen is our sole returning
athlete that advanced to the New
Jersey Group III meet last sea-
son, head coach Troy Pappas
said.
Pappas is in his 12th season
coaching the Quakers, accruing a
record of 32-21-1. Turning his
eyes to this season, he is realistic
about where his team stands.
This is a rebuilding year for
the team. We have a lot of work to
do to return to championship
form," Pappas said.
Eight former members of the
Quaker team are competing at the
collegiate level this year, in sports
ranging from track and field to
football to soccer. Class of 2010
graduate Sam Weintraub runs
distance for the University of
Rhode Island. Nick Mastroianni
and Anthony Horten, both mem-
bers of the Moorestown Class of
2011, compete in track and field

The following reports are on
file with the Moorestown Police
Department.
On March 8, a motor vehicle
stop was conducted at Route 38
and South Church Street. The
driver was identified as a man
age 35 of Upper Darby, Pa. The
man was charged with obstruc-
tion for providing false ID, posses-
sion of a weapon and possession
of a stun gun. The man had two
stun guns and a pair of lead/sand
zap gloves on his person and in
his vehicle. The man was remand-
ed to the Burlington County Jail
in lieu of $2,000 bail.
On March 11, Macys Depart-
ment Store in the Moorestown
Mall reported an employee theft.
A woman age 62 of Cherry Hill
was arrested and charged with
shoplifting a shirt from Macys.
The shirt was valued at $49.50.
The woman was released on a
summons.
On March 12, a man age 21 of
Mount Laurel was arrested and
charged with shoplifting clothing
from Macys Department Store in
the Moorestown Mall. The value
of the stolen clothing was $378.
The suspect was released on a
summons.
Moorestown detectives work-
ing in cooperation with Bensalem
and Philadelphia police depart-
ments have charged three sub-
jects in connection with the Feb.
28 robbery of jewelry from the K-
Mart on 401 Route 38. The first K-
Mart incident occurred at approx-
imately 8:30 p.m. on Feb. 28. K-
Mart reported that jewelry val-
ued at $27,000 was taken during
the robbery.
None of the jewelry has been
recovered.
A man age 51 of Philadelphia
was charged with shoplifting.
Bail was set at $40,000. A second
man age 40 of Philadelphia was
charged with robbery. Bail was
set at $50,000. A third man age 37
of Philadelphia was charged with
robbery, unlawful possession of a
weapon and terroristic threats.
Bail was set at $75,000.
All three subjects are presently
incarcerated in Pennsylvania
on charges from other jurisdic-
tions.

awmakers in Trenton are at it
again, proposing new taxes to
pay for something the state ap-
parently cant afford. This time,
theyre after gas, proposing to increase
the tax on it by five cents per gallon to
help rebuild and repair New Jerseys
roads and bridges.
Our initial response, when reading
this news, was you have to be kid-
ding! The last thing we need in this
state is to be taxed more, and here goes
another politician specifically state
Sen. Raymond Lesniak this time put-
ting forth a bill that would take more
money out of our pockets.
Lesniak claims that the proposed
tax increase would bring in about $250
million a year for road repairs that are
much-needed, and his research indi-
cates that 40 percent of this sum
would come from out-of-state drivers.
He also claims that the five-cent tax
increase would cost the average driver
less than $100 more in gas each year.
Hes probably right on that figure 15
gallons per week, times five cents is 75
cents, times 52 weeks is $39.
The point, though, is that its not
about the relatively low impact on res-
idents wallets; its the fact that theres
an impact at all.
Sure, $39 extra per year isnt a lot of
money when you put it in perspec-
tive thats two movie tickets, a pop-
corn and two drinks nowadays. But
the fact that New Jersey residents
have to pay ANY extra tax on gas
seems absurd to us.
When you combine a higher gas tax
with probable increases in municipal
taxes, school taxes and county taxes,
what you get is a snowball situation
that, over time, makes it financially
unbearable to live in this state.
For once, our politicians should
learn a tried and true practice that
they seem to ask us all to do to help out
in times of need its called budget-
ing. Our elected leaders need to do
more with what they have. Cut the
waste, and be more efficient with what
we have already given them.
Enough is enough when it comes to
taxes. Its time for lawmakers to step
up and prove why we elected them.

to record, broadcast meetings
Regarding the efforts of a few residents
to video record the council meetings and
place the videos the web, I wholeheartedly
endorse this endeavor, and thank those
who have taken it upon themselves to pro-
vide this important community service.
I am certain that the videos will be pro-
vided to the public in an unbiased manner
that accurately reflects what occurred at
the council meetings, and that the videos
will show the entire meeting from begin-
ning to end, unedited and without com-
mentary. That way, our residents can see
what truly occurred and form their own
opinions.
Again, I want to thank the residents for
taking the time to provide this service.
When I became mayor of this great town, I
issued a call to action and asked our resi-
dents to place the community spirit above
self-interest. I am glad these residents an-
swered my call.

Managing health insurance
most important part of budget
It is all about health care.
As it relates to our school system, we can
raise taxes to the max every year, use our
entire banked cap, but we will never
catch up to the increasing cost of health-
care insurance.
Everything else in the budget is noise.
Managing the cost of health insurance
is the most important part of our budget.
Rates are going up at an astronomical rate,
eating into the money available for teacher
salaries and other program costs, and neg-
atively impacting the quality of our school
system.
Sadly, in all of the BOE presentations,
this issue was barely mentioned, and it
was never considered as an option to help
make the budget work. Instead, we are left
with cuts to our programs and new use fees
for sports, clubs and parking.
We have a great school system. We have
some phenomenal teachers who teach our
children to think critically and grow. We
have great parents in town, who love our
schools and their children, and will do any-
thing to make sure their children succeed.
We live in a truly great community. Our
home values are linked to the quality of
our school system.
The health-care crisis threatens all of
the above. We need a solution, or we will be
looking at a budget disaster every year. We
need to change our paradigm of thinking

Joan Sweeney Maloney
March 4, 2014
Joan Sweeney Maloney, 85,
died peacefully at home in her
sleep on March 4.
Joan was born on March 28,
1928, in Worcester, Mass. She met
her future husband James H.
Maloney, Jr. in 1946. In 1950, Joan
and Jim married and moved to
West Chester, Pa.
Joan graduated from West
Chester State Teachers College,
and moved to Moorestown in the
1950s. She lived first on Beacon
Street, and then moved to Tim-
berwyck Farm at 760 Garwood
Road, as the
familys inter-
est in horse-
back riding
blossomed.
She became
a successful
business-
woman,
founding the
Alpha Coun-
try Day Nurs-
ery School,
that evolved into the Moorestown
Childrens School in 1989, which
continues on Timberwyck Farm
to this day. Joan loved children.
Touching the lives of the thou-
sands of children who attended
her schools brought her great joy.
She was also a Girl Scouts
Brownie troop leader and active
in 4-H with her children. She was
an avid reader, and had a keen in-
terest in medicine. She is sur-
vived by her loving husband of 64
years, and her four children,
Beth, Sue, Cris, and Lisa. She is
also survived by nine grandchil-
dren, one great-grandson, and
one sister, Jane Kirwan, of Bar-
rington, R.I.
There will not be a public serv-
ice. In lieu of flowers, donations
can be made to the Easter
Seals.

named to the dean's list for out-
standing academic achievement
during the fall 2013 semester at
Lafayette College. Radomski is a
graduate of St. Joseph's Prepara-

firmed the awarding of 441 de-

Chiacchio announcing he would
not seek reelection, the members
of the Moorestown Republican
Municipal Committee have unan-
imously voted to endorse Stacey
Jordan and Manny Delgado as
the Republican candidates for
Moorestown Town Council in
2014.
After screening a number of
highly qualified and impressive
candidates, we are extremely

November, stated Jamie Boren,
who both serves as MRMC vice
chair and led the Candidate
Screening Committee for this
election cycle. Stacey and Manny
understand the challenges faced

community, fiscal responsibility
and a transparent and efficient
government here in town.
Jordan was first elected to the
Moorestown Town Council in
2010, when she was the top con-
tender in the race. She was elect-
ed across party lines in a unani-
mous vote to serve as mayor by
her council peers in 2013, and was
elected to serve as deputy mayor
in 2014.
Delgado serves as the executive
director of the Cramer Hill Com-
munity Development Corpora-
tion in Camden, a non-profit
group dedicated to building a eco-
nomically and culturally diverse
community, fostering resident
leadership and civic engagement,
and by creating diverse housing
opportunities. He is a member of
the Moorestown Planning Board,
serves as a trustee for
Moorestown Youth Baseball, is on
the Salvation Army Advisory
Board covering most of South
Jersey, and is a baseball, basket-
ball and football coach in town.

The Friends Enrichment Pro-
gram for underserved, financially
disadvantaged Moorestown chil-
dren will hold its annual Empty
Bowl Dinner Fundraiser on Sun-
day, March 30 in the Moorestown
Friends Meetinghouse, 118 E.
Main St. First seating is 5 to 6
p.m., and is followed by a chorus
performance from 6 to 6:30 p.m.
Second seating is 6:30 to 7:30 p.m.
For a freewill donation, guests
will select and buy a handmade
ceramic bowl, eat a dinner of
homemade soup, bread and juice,
and enjoy a Greater South Jersey
chorus performance.
Proceeds will be split 50/50 be-
tween the Moorestown Ministeri-
um Live Civilly Food Pantry and
the FEP scholarship.

from this years budget.

it, Mishler said.
The board laid out how the
money from all sources for the
upcoming budget will be used.
The district elementary school
program for gifted and talented
students, also known as the
Challenge Program, will re-
ceive funding to stay in curricu-
lum. The board will also keep one
part-time and one full-time com-
puter teacher to assist children in
technology-driven courses.
One music teacher and two
world language teachers will as-
sist upper elementary students in
various subjects.
The middle school industrial
technology, world language
teacher and science teacher,
whose positions were
once in question, will be kept on
staff.
At Moorestown High School,
the budget will be used to keep
one math teacher, one honors lan-
guage arts teacher and four spe-
cial education teachers.
In accordance with the Part-
nership for Assessment of Readi-
ness for College and Careers, also
known as the PARCC state man-
dates, the district is required to
update certain technology equip-
ment.
One headset for PARCC testing
and other, additional technology
uses will consume budget
money, according to Mishler.
Though all numbers and as-
sessments are subject to change
before the preliminary budget
hearing, the board did not men-
tion any expected major changes
to be approved.
Its a preliminary budget and
items can change what I sug-
gested to the board and public is
that we keep changes minimal, if
any, Mishler said. We did not
hold excess public meetings to
turn around and surprise the
public.
The first public budget hearing
will be held at William Allen Mid-
dle School on April 29, at 7:30 p.m.

The William Allen Middle
School MATHCOUNTS chapter
won first place at state champi-
onships this past month, with the
team of Andrew Chen, Ganesh
Pentapalli, Jason Tran and
William Wang. In the individual
competition round, Tran earned
a second-place award, and
Wang earned a fourth-place
award.
WAMS students also com-
peted in the NJ Math League
Competitions. Top scorers in sev-
enth grade included Kevin Car-
lyle, Joshua Tsai, Anjali Akula
and Daniel McGee. Top eighth-
grade scorers included Andrew
Chen, Aditya Bulusu, William
Wang and Joshua Buck.
Gerald Mulvaney, a fourth-
grade teacher in the district for 24
years, is retiring after this school
year. Paraprofessional in the dis-
trict for 18.5 years, Connie Svie, is
also retiring.
The enrollment total for all
schools for the upcoming school
year is 4,026 students. The total
last year was 4,056.

Let me explain.
Lets extrapolate the expense
drivers in the budget. If salaries
go up 2 percent per year, at
$750,000, and health care goes up
15 percent each year, call it $1.5
million we are looking at an in-
crease of $2.25 million per year,
every year.
If we can only raise taxes $1.1
million, we need to cut $1.15 mil-
lion each year. The takeaway here
is that health-care expenses alone
are going up faster than we can
raise taxes.
This is not opinion. It is fact.
In 2009, the premium for a fam-
ily plan was $13,200. This year, it
will cost $28,000. That is a 112 per-
cent increase over five years.
It has taken up $4 million more
in expense on our budget. This $4
million obligation now threatens
even the continuation of existing
programs for our students and
hampers the ability to invest in
new programs. We are paying
more taxes and getting fewer
services. This is not sustainable.
Last year, health care cost $9.85
million for the district, with the
employees paying in 13 percent
and the district covering the rest.
That was after switching from the
state plan to a private sector plan
from Aetna. The cost went up 5
percent, when it would have gone
up 16 percent if we had stayed
with the state plan.
During the negotiations
process, we distinctly discussed
that our biggest concern was the
increase in health care, and clear-
ly defined to the union what
would happen if health care went
up substantially. Our options
were written on the whiteboard
in the room and listed below:
Raise taxes more than 2 per-
cent, and we told them that this
was not a viable option
Look at reduction in force
and programs
Look at outsourcing certain
positions
When we asked the MEA lead-
ership what they would do when
health-care increases and we are
faced with this crisis, they stated
that we would talk at that time.
We developed a framework for a
committee to discuss health care
with three members of the MEA
and three members of the BOE.
In essence, we kicked the can
down the road. Well, the road has
come to an end. It is time to deal
with the can.
The BOE will have to take dras-
tic measures each year, and will
be forced to look at the following:
Outsourcing employees. Do
you think we can find some of
these services for less than the
overhead of 10 percent pension
costs, and $28,000 for health care
in the private sector?
Reduction in force. Even if
we look at programs, which
means teachers
The bottom line is that our
quality of education will suffer.
Potential Healthcare Solutions:
Switch to a defined contri-
bution plan instead of defined
benefit. Meaning, we will pay
some set amount per person to-
ward a plan and the teachers, ad-
ministrators and staff will pay
the rest
Look at the whole health-
care plan, and determine if we
can reduce premium costs by
raising co-pays, etc. Look at the
plan design as a whole
Consider high-deductible
plans and give everyone an HSA
Consider capping the BOEs
contribution to health care, such
as 25 percent of salary cost
Look into raising every-
ones premium to 30 percent be-
fore considering a tax increase
Here is the bottom line. We
need to work out a solution for
health care that is collaborative
and sustainable for the district as
a whole.
I am not willing to pay more
taxes so that someone can get a
$28,000 health-care plan for $840. I
have my own premium increases
to worry about. The MEA, MAA
and BOE have worked together in
the past and need to do so again
on this vital issue.
It will not be easy, nor is it
avoidable. I hope that both groups
can focus on the need for address-
ing the real issue, and commit to
working collaboratively.
Who in this town has a $28,000
healthcare plan or a 10 percent
match on their 401-k? Lets ex-
trapolate health-care expenses of
15 percent increase over the next
three years. $32,200, $37,000, then
$42,000 in 3 years. This problem
needs to be addressed now!
The bottom line is that the
budget and programs, and your
home values, are at risk every
year until health-care insurance
has been addressed.

page 10 for the same comments.
