MINUTES REGULAR MEETING FEBRUARY 19, 2014 The Reorganization Meeting of the Gloucester Township Housing Authority was

Also in attendance were- 3ebbie #alabrese8 *perations Manager, A$y %hot$eyer8Attorney and 7ou Riccio8/9ecuti:e 3irector) PLEDGE OF ALLEGIANCE MINUTES #o$$issioner Matthews $ade a $otion to accept the $inutes of the +oard at the Reorganization Meeting held on (anuary ;, !1") #o$$issioner 4ashington seconded the $otion) 6ice8#hair 5iccolo Abstained) The Motion was passed in a $a<ority roll call :ote) RESOLUTION 14-19-2-1 PAYMENT OF INVOICES #o$$issioner Matthews $ade a $otion to accept the bill list) #o$$issioner 4ashington seconded the $otion) The Resolution was appro:ed in a unani$ous roll call :ote) /9ecuti:e 3irector Riccio stated the bill list is for appro9i$ately twenty8fi:e8thousand8dollars) He e9plained the total a$ount of funds the Housing Authority generates e:ery year co$es only fro$ one source and that is the $anage$ent fee of the %enior Housing 7)5) That $anage$ent fee is forty8three8thousand8dollars) He stated they are going to discuss with the HMFA on changing the budget to see if they cannot increase the $anage$ent fees, but transfer so$e costs fro$ the Housing Authority to the 7)5) He further e9plained things li.e legal fees or /9ecuti:e 3irector fees are going to ha:e to be held until the funds are

a:ailable to pay the$) He ad:ised the +oard they are going to be loo.ing for other sources of re:enue, because they are needed) The Housing Authority only has a few liabilities ie))for its Attorney, /9ecuti:e 3irector, Auditor and the Accountant) All other costs go through the 7)5) For those four we need $ore than forty8three8thousand8dollars a year) He e9plained this is due to e9traordinary e9penses) The litigation that=s ongoing costs a lot of $oney) He stated for the /9ecuti:e 3irector because the HMFA crossed out the line ite$ fro$ the 7)5)=s budget, the Housing Authority is bearing $ore of the cost) He stated they are loo.ing for ways and they ha:e so$e ideas and it will get better as we $o:e forward, not this year, but ne9t year or the year after) He stated they ha:e nu$erous ways to sa:e $oney ne9t year, insurance being one of the$ as they will sa:e o:er twenty8thousand8dollars a year on insurance) He stated he has a budget to actual which he will e$ail to e:eryone) 6ice8#hair 5iccolo >uestioned when Mr) Riccio said ?hold@A /9ecuti:e 3irector Riccio e9plained hold the$ until we get additional re:enue, li.e March rents) 6ice8#hair 5iccolo >uestioned the /9ecu8Tech line ite$ is for two $onthsA %o we shouldn=t anticipate ten8thousand a $onthA /9ecuti:e 3irector Riccio answered that is correct, he forgot to sub$it it to the bill list last $onth) #o$$issioner Matthews e9plained the 3e#otiis bill ca$e after the $eeting, so that is a double bill also) 6ice8#hair 5iccolo as.ed how the :endors who are waiting for $oney feel about thisA /9ecuti:e 3irector Riccio stated the :endors understand the situation) EXECUTIVE DIRECTORS REPORT /9ecuti:e 3irector Riccio stated we are $eeting with HMFA hopefully ne9t wee. or the wee. after to see if we can get the$ to change their $inds on the budget) He e9plained what they did fro$ the 7)5) side is they too. the budget that showed a $inor deficit and they decided they would line out certain ite$s per budget) 4hat they did is in its entirety lined out 7egal Fees, they lined out /9ecuti:e 3irector Fees, they lined out <anitorial ser:ices, in its entirety, not <ust cutting it, they eli$inated the$) They reduced so$e of our contract costs by twenty8thousand8dollars, that we had anticipated fifteen8thousand8dollars for certain ser:ices, they brought the$ both down to under ten8thousand each saying ?you=re showing a surplus@) Mr) Riccio stated it=s easy to show a surplus if you are eli$inating line ite$s that are needed for the *perations) He stated this $orning the staff, 3ebbie and Belly were in the $en=s and ladies roo$s cleaning the bathroo$s and that is not acceptable) He stated they will be going down to HMFA and e9plain to the$ that you can=t co$pare our facility to any other facility for se:eral reasons, and the reason we are in this position is due to things beyond our control) He stated we are going to try our best to get bac. on the e:en path, but it=s going to ta.e a couple of years) &t=s not going to be >uic.) /9ecuti:e 3irector Riccio stated we did as. for a four8percent rent increase) They ca$e bac. and said no you can only ha:e a two8percent increase) He e9plained the increase can only go into effect at the ti$e of each lease renewal, so we will be luc.y to get si98thousand8 dollars this year) He stated we will tal. to the$ and see if they will gi:e us the fle9ibility to go

forward, with at least the line ite$s that we need) He stated we are going to need that fle9ibility and we are going to need a rent increase e:ery year) /9ecuti:e 3irector Riccio stated other than that, the operation is running s$oothly) He stated he spea.s to 3ebbie and Belly at least once a day and there are no $a<or proble$s) He stated 3ebbie and Belly are trying to catch up on things that were not done properly in the past) He stated one ite$ fell through the crac.s and that was the #o$pliance Report that goes to HMFA) That was co$pleted today and will be :alidated to$orrow) For the first ti$e in three8years HMFA called us and said@ loo. the #o$pliance Report is late@) He stated they now ha:e us on the radar screen, which is good and bad) &t=s good because it should gi:e the +oard a better feeling .nowing that there is so$e o:ersight that was ne:er there before) &t=s bad for the staff, because now we are going to ha:e to do $ore) 4e=re going to ha:e to $a.e sure we get these reports in) /9ecuti:e 3irector Riccio than.ed the Township for the #3+G +loc. Grant 5rogra$) They ga:e us fifty8thousand8dollars in a grant) He told the +oard they ha:e Resolutions before the$ as they went out to bid to award contracts) They are for lighting of the solar fields, a beautiful, blac. alu$inu$ fence around the solar fields, we=ll ha:e new ca$eras pointing at the solar field) The e9isting ca$eras and 36R will be operational) &n addition the concrete wor. that we=:e been hearing about) And last but not least the ansul syste$, we ha:e se:eral >uotes, so we=re going to ta.e the lowest bid) He said it would ta.e a couple of wee.s and then it will be operational) 4e can then put the sto:e in there and get the fire inspector bac. to appro:e it) He stated he thin.s we=ll ha:e $oney left o:er to gi:e us the fle9ibility to $aybe increase so$e of the concrete wor. or do so$ething else with the landscape or lawns) /9ecuti:e 3irector Riccio infor$ed the residents that 3ebbie has the na$e, address and the phone nu$ber of the three indi:iduals at '(HMFA who $ade this decision about eli$inating the <anitorial ser:ices) He stated anyone that wants to write, e$ail or call can get the info fro$ 3ebbie to$orrow) A resident as.ed why should they ha:e to write inA #hairperson #arla$ere e9plained if it co$es fro$ the residents it has $ore of an i$pact because you are the fol.s that li:e here) #o$$issioner Matthews stated it=s i$portant for the residents to understand that our budget is appro:ed by '(HMFA and we ha:e to co$ply with the state) %he stated this wasn=t a decision that /9ecu8Tech $ade or the +oard $ade, the %tate $ade that decision, so we=re battling with the %tate to get it bac. into our budget) They=:e said we don=t need it in our budget) 3ebbie #alabrese stated we :acuu$ed in here C#o$$unity Roo$D) %he stated we=:e been ta.ing care of in here) #o$$issioner Matthews stated she doesn=t thin. there is anyone here that doesn=t agree with the residents, it=s the %tate, unfortunately that doesn=t agree with us) %he stated if we could put it bac. in our own budget, we would, but we don=t ha:e that power) /9ecuti:e 3irector Riccio stated we ha:e done what we can do and they ha:e said to us basically no, your operation is costing $ore than si$ilar operations are costing, therefore we

are cutting out certain line ite$s) He stated they arbitrarily cut out <anitorial ser:ices, legal fees, contract costs and ad$inistration) 3ebbie #alabrese stated as of as right now, it will get done, but not on a regular basis li.e it was before) /9ecuti:e 3irector Riccio told the residents he hears how frustrated they are and they ha:e to understand how frustrated we are) 4e put it in the budget, we did not ta.e it out of the budget the %tate did) 'orris +lair8Apt) 1!E stated if politicians recei:e $any letters, they listen) /9ecuti:e 3irector Riccio stated Asse$bly$en and %tate %enators can be :ery helpful because they are the ones on the %tate le:el) He stated we will go to HMFA) 4hen we go there it would be real nice if they had a heads8up fro$ a %tate %enator or an Asse$bly$an saying ?what are you doing hereA This doesn=t $a.e any senseA How can you eli$inate this line ite$@A He stated he can=t spea. for HMFA, but we do ha:e enough a$$unition to co$bat the$) #hairperson #arla$ere infor$ed the residents that to$orrow she will put in a phone call to %enator Fred Madden and Asse$blywo$an Gabby Mos>uera, but that=s co$ing fro$ this end) %he stated you fol.s li:e here, so if you ta.e ten $inutes and write heartfelt letters, gather the$ up and we can bring the$ or 7ou can bring the$ when he gets to HMFA) #o$$issioner Matthews stated to the residents if you see a public bathroo$ that needs to be clean, <ust call the office and let us .now right away) 3ebbie #alabrese stated it would help if people cleaned up after the$sel:es also) %he stated we are trying to $a.e this a nice place to li:e) /9ecuti:e 3irector Riccio stated we will try our best and together we can get this resol:ed) ATTORNEYS REPORT A$y %hot$eyer stated she has nothing for the 5ublic %ession) NEW BUSINESS RESOLUTION 14-19-2-2 CONTRACT FOR INSTALLATION OF ANSIL SYSTEM #o$$issioner Matthews $ade a $otion to appro:e a contract for the installation of the ansul syste$) 6ice8#hair 5iccolo seconded the $otion) The Resolution was appro:ed in a unani$ous roll call :ote) /9ecuti:e 3irector Riccio stated he attached a $e$o for two of the ite$s, the concrete wor. and the ansul syste$) He stated you can see the two prices we recei:ed, only two people bid on each one of these) He stated the ansul syste$ is fourteen8thousand8nine8hundred fro$ 3( 4agner Heating F Air #onditioning) They are the sa$e co$pany that does the H6A# wor. on this building) &t=s a lot less e9pensi:e than it was initially) For the #oncrete wor. the gentle$an who bid the thirty8four8thousand said he wasn=t >uite sure what e9actly he was >uoting on and that=s why his nu$ber was so $uch different) #o$$issioner *rner as.ed if the first guy ca$e to the propertyA /9ecuti:e 3irector Riccio replied yes, he was here)
