GENERAL

1.1.

Scope This specification sets out the minimum requirements and the inspection plans for the supply of electrical power and control cables. Any other additional information not covered by this specification will be specified in the rules and publications in force and in the project technical documentation, particularly: Data Sheets Inspection Data Sheets (I.D.S.) Required Documentation Data Sheet (R.D.D.S.) The technical requirements of this functional specification are based upon considerations of performances and functionality, therefore the instructions contained in this document are not meant to be discriminatory. Any alternative suggestions will be considered, provided that the compliance with what required in this document is satisfied both from functional and performance points of view

1.2.

Normative references The Normative References and Publications that entirely define the electrical power and control cables are herewith listed. When applicable, references will be made to the European codes EN and the CENELEC Harmonisation Documents or, in their absence, to the CEI/CEI UNEL codes and IEC publications. In any case, the plants shall comply with the rules and regulations issued by the Local Authorities and Organisations under which jurisdiction they are installed.

2. 2.1.

FUNCTIONAL NORMATIVE REQUIREMENTS Definitions Reference to the rules from paragraph 1.2 will be made for definitions and terminology. The following are also defined:

2.1.1.

Prototype cable is made up from the same materials as the cables in the supply list; has the same construction characteristics, with the admitted tolerances, as the cables in the supply list but with a different number of cores and a different cross section of conductors; is either part of the supply list or has been built using the same methods of construction of the cables in the supply list; has passed the type tests.

2.1.2.

Similar cable has the same construction characteristics, rated Data and performance only partially equal to that of the other cables for which the prototype exists.

2.2.

Symbols and abbreviations Reference will be made to the normative in the item 1.2. for symbols and abbreviations.

2.3.

Operating Environment The electrical power and control cables shall be designed and constructed for the environmental conditions of the installation site defined in the Data Sheet. All ambient factors that can affect the life and safety of materials shall be taken into account, for example: minimum and maximum air temperature; polluting or corrosive substances; fouling and/or moulds; solar radiation effects.

2.4. 2.4.1.

Functional Requirements General conditions The conditions for the electrical system and the necessary general conditions for the definition of the cables from the Supplier shall be specified on the Data Sheet.

2.4.2.

Special characteristics When required in the Data Sheet, the cables shall have the following special characteristics: a) Hydrocarbon resistance Complying with CEI 20-11 Code (Appendix B3). Resistance to special ambient stresses Non-flame propagation Complying with tests specified in Harmonisation Documents CENELEC HD405.1 S1 and HD405.2 S2. Non-fire propagation Complying with the tests specified in IEC 332-3 or CEI 20-22 codes. 2.4.3. 2.4.3.1.

Construction characteristics Cable design and construction The construction, designation and formation requirements for the cables shall be specified on the Data Sheet.

2.4.3.2.

Conductors With reference to the CENELEC HD 383 S2 Document the conductors can be: Class 1: Class 2: Class 5: Class 6: single-wire rigid cord flexible cord very flexible cord

In case of cables with Class 6 conductors, the deformation shall be suitably studied to ensure maximum flexibility. In the case of fixed installation the conductor material could be: bare or coated annealed copper; bare or coated aluminium or aluminium alloy. In the case of cables subject to movement or vibrations during use, the conductor material shall be the bare or coated annealed copper. 2.4.3.3. Cores identification The identification of cores of the conductors shall be achieved using colours coded in accordance with the Normative References CEI/UNEL. Failing any indication of the identification of the cores of extruded insulated cables shall be as indicated on TABLE 1. The identification of insulated cables using impregnated paper shall be as in TABLE 1 with the exception of the brown colour which can be substituted with the natural colour of the insulator.

NOTES : 1) Two colours cores are not accepted, with the exception of yellow/green in which the distribution of the two colours shall be such that each colour covers between 30% and 70% of the total surface. The light blue colour ( RAL 5015) is generally used for the neutral and always for the conductor of reduced cross section when not yellow/green. In addition to the black, light blue and brown, for particular destinations other colours may be required. They shall, however, be appropriately indicated in the Data Sheet. The numbering shall be carried out using indelible printing or analogous methods, with colours which contrast black (e.g. white).

2.4.3.4.

Insulation The insulation shall constitute a uniform and compact layer around the conductor. The construction characteristics and the thickness shall comply with the prescriptions defined in the Normative References in relation to the type of cable required by the Data Sheet.

2.4.3.5.

Semi-conductor layers The semi-conductor layers shall be applied under and over the insulation in cables with extruded insulation when defined in the Normative References or required by the Supplier. They shall easily be distinguished from the insulation. The material shall be the same as that of the insulation with the addition of black carbon. The layers can consist of an extruded compound, by wound tapes or a combination of the two.

2.4.3.6.

Shields Shields shall be applied on all types of cable if required on the Data Sheet and laid down in the Normative References. Failing any indication the following material shall be used: Paper-impregnated insulated cables: The shield can consist of one or more layers of metallic paper or semi-conducting paper or similar. Cables with extruded insulation: The shield can consist of one or more tapes of copper or aluminium and their alloys or tinned copper.

2.4.3.7.

Armouring Metal armour can be: in wires or in metal straps; taped; braided . The armour shall generally be made of steel, however, in the case of single-core cables, steel or other magnetic materials shall not be used. Wires and straps making up the armours shall be of ordinary galvanised annealed steel (low carbon content) with a tensile stress of 295 to 412 N/mm 2 (approx. 30 to 42 kg/mm2). The tapes making up the armours shall be of cold rolled non-alloy steel. Those making up the counter-helix of wire or straps armour shall be as indicated above and galvanised. The armours shall have thickness as required in the Reference Normative.

2.4.3.8.

External sheaths The external sheaths shall generally be of the extruded type. Their thickness and tolerances shall be as defined in the Normative References. The material of the external sheaths shall be as indicated on the Data Sheet and Normative References.

2.4.3.9.

Colour of external sheaths Unless otherwise indicated on the Data Sheet, the colour of the external sheaths of the extruded type shall be as indicated in accordance with the Normative References and IEC Publications. 2.4.3.10.

Markings On the external sheath of cable, the following data complying with the Normative Reference shall be put, in indelible way: Manufacturer mark Designation tag, followed by Code number for any additional special requirements, put on all the cable length at 1 meter regular distance Possible sequential numbering to define the length, put every 1 meter regular distance. The difference between the number placed in the external end and the internal one of the coil will be the cable length with the allowed tolerances

2.4.3.11.

Accessories and auxiliaries When required the accessories indicated on the Data Sheet shall be supplied complying with the Normative References.

2.4.4.

Cable length Usually the following shall be indicated on the Data Sheet for each type and formation of cables: Total nominal quantity; Number and nominal length of the single cable lengths. In this case the total effective length of each single cable length shall not defer fro the length specified in the Data Sheet by more than 3%. When the nominal length and the number of the single cable lengths is not indicated on the Data Sheet, the Supplier shall use commercial lengths defined in the Normative References with the tolerances permitted by the same.

2.4.5.

Packing for transport The cable shall normally be supplied wound in reels up to a weight of approx. 30 kg or in coils if the weight is larger and suitably protected in order to avoid damages and tampering.

The two extremities of each cable length shall be accurately sealed in such a way as to guarantee its dry status. Such extremities shall be easily accessible for checks and tests without the necessity of unwinding the cable from the cable reel . The cable coils shall be of a rugged type, built adopting good measure and sized in relation to the type and weight of the supported cable, the diameter of the cable reel shall not be smaller than 20 times the external diameter of the cable itself. The relative serial number shall be printed on each cable coil whereas the below listed Data relative to the cable shall be indicated, indelibly, on a metallic plate fixed to the cable reel: manufacturer's name or marking; designation of cable (number of ores, section, rated voltage , etc.); actual length of cable (in metres); possible special requirements complying with the codes; fabrication dates; progressive number of the cable ree; weight of the cable reel including wound cable; identification codes requested by Company; order number of the Company.

Any constructive differences between what is supplied and what is in fact required by the Supplier shall be indicated on the nameplate of each item.

2.5. 2.5.1.

2.7. 2.7.1.

Safety General prescriptions For this scope special requirements are not indicated. However, the Supplier will guarantee that electrical power and control cables, subject of this Functional Specification, will be designed adopting good practice to respect the safety prescriptions contained in the Normative References.

2.8.

Requirements for Quality Management and Assurance Any additional requirements for quality management and/or assurance are contained in the management specification enclosed in the request for bid.

2.9.

Additional Requirements for Review When required, they will be indicated in the Inspection Data Sheet (I.D.S.) and are subdivided in: Type test; Acceptance test; Special test; For any inspection and test not included in the Normative References and in this Specification and requested in the Inspection Data Sheet (I.D.S.), the execution procedures shall be defined on a case by case basis.

2.9.1.

Type test The type test aims at guaranteeing the compliance of a specific type of cable with the Normative References and the original design. The type test shall be carried out on a prototype of the cable or material samples and the Supplier shall be fully responsible for its execution. The Company shall be exclusively responsible for the acceptance of cables that are similar to those supplied as prototypes and shall reserve the right to request the execution of some of the type tests. The type tests of the auxiliaries and accessories are not required if they comply with the Normative References. The Supplier of the cables will check that the type tests of the auxiliaries and accessories have been carried out and that the relevant documentation is produced.

2.9.2.

Acceptance test (Individual) The acceptance test aims at guaranteeing, by verification of documents and execution of a limited but important number of inspections and tests, the compliance of cables with the original design and prototype as well as with the Company's requirements, and to detect any faults in materials and fabrication. The acceptance test shall be carried out on all cable reels and partly on a sample as indicated in the Inspection Data Sheet (I.D.S.). The samples shall be made of randomly chosen cables or on samples of material which make up the cable. The inspections and tests will be carried out on the whole cable length or on piece or on sample of the cable material. Checks and tests relating to core components shall be carried out on one core only of each of the cable length chosen. For the acceptance tests of the auxiliaries and accessories the above considerations relating to the type tests shall apply, without prejudice to the fact that they shall withstand the verifications and tests described on the Inspection Data Sheet (I.D.S). 2.9.3. Special Test It includes tests and inspections not provided for in the type and acceptance tests, that the Company may require from time to time. The list of tests and inspections and any criteria of execution will be indicated in the Inspection Data Sheet (I.D.S.).

2.10.

Documentation The Supplier will deliver to the Company all the documents indicated in the Requested Document Data Sheet (R.D.D.S.), in accordance with the agreed terms and schedule. The technical documentation will be written in the official language indicated in the Data Sheet and using the symbols indicated in the CENELEC, CEI Rules and in IEC Publications.

2.10.1.

Bid Documentation The Supplier will include in his bid all the information and documentation required in the Data Sheet (R.D.D.S.).

2.10.2.

Documents Subjected to Approval The approval of the documentation by the Company, if necessary, will refer to the formal verification of the parameters indicated in the design's documents only.

2.10.3.

Documentation used by the Company for the system design The Supplier will deliver to the Company all the documentation necessary to the execution of the system design and to the installation of the supplied system.

2.10.4.

Test Documents The Supplier will deliver to the Company, within the schedule and in the way indicated in the Data Sheet, all the certificates relating to the type, acceptance and special tests.

2.10.5.

Final Technical Documentation The final technical documentation, with the only exception of the Supplier and Subsuppliers catalogues and publications will include the following references: name of the Supplier; name of the Company; identification tag of the switchboard, as indicated by the Company; title of the document; data of the Company's order.

and will consist of: a) b) c) Design and Installation instructions; Operations instructions; Maintenance instructions.

The description and drawings can be contained in catalogues and documents of the Supplier, as long as they satisfy the following conditions: they contain all data and information required in their final form they are relevant to the type supplied and the materials included in the supply are clearly identified amongst those in the document. The documentation subject to approval will be integral part of the final documentation approved by the Company.
