RATIONALE
Utilizing the strong potential of a united League of College Councils, the LCC of the Academic Year 2013 2014 served as an avenue to forward concrete and sustainable actions to all challenges that hinder genuine development in the education sector and the whole of society. The LCC has been and shall continue to be a bastion of the current student movement that will push for maximum student participation by mainstreaming all possible means to integrate the Iskolar ng Bayan in serving the nation.

VISION
We envision a League of College Councils that commits to unite and empower the student body; that upholds honor and excellence; that engages each Iskolar ng Bayan in socially-relevant activities; and that promotes the rights, welfare, and interests of the students, the university, and the country.

MISSION
1. Strengthen the presence of the League as a relevant, proactive, and responsive alliance. 2. Empower the college councils to lead the students in realizing and embodying their role in society. 3. Adopt a grassroots approach in responding to the needs of the students and the community. 4. Promote active participation among the students and the colleges. 5. Provide a venue for student consultation and exchange of ideas to arrive at a unified action of all local councils in resolving issues of the local colleges, the university, and the nation. 6. Utilize college councils to localize university, national, and international issues.

STRUCTURES &

OFFICE FUNCTIONS LCC CONVENOR Sign all resolutions, communications, and papers of the JULES GUIANG League; Preside over all meetings of the League; Represent the League in his / her official capacity as Convener on occasions and events where the organization needs representation; Perform such duties as may be necessary or incidental to the discharge and performance of the functions of his / her office. The Convener shall have the power to vote in case of a tie.

LCC AMBASSADORS The Ambassadors shall serve as the life-blood of the LCC, wherein they will be tapped to handle specific programs/projects/campaigns that shall be clinched with the local councils of UP Diliman. Oversee over-all operations of matters that are handled by the Ambassadors. Can spearhead specific campaigns/projects/programs of the LCC as deemed necessary by the Convenor and the body. Shall assist the duties of the Chief Ambassador. Shall handle all internal operations of the LCC Ambassador. Can spearhead specific campaigns/projects/programs of the LCC as deemed necessary by the Convenor and the body. Shall coordinate with the Public Information Officer (PIO) [College of Mass Communication Student Council & College of Architecture Student Council] of the LCC Executive Committee. Shall be in-charge in creating strategies that will efficiently and effectively publicize all programs/projects/campaigns of the LCC. Shall lead the promotions of all activities of the LCC. Can spearhead specific campaigns/projects/programs of the LCC as deemed necessary by the Convenor and the body. Shall serve as the Secretary of the LCC Ambassadors. Shall coordinate with the Secretary [National College of Public Administration and Governance Student Government] of the LCC Executive Committee. Can spearhead specific campaigns/projects/programs of the LCC as deemed necessary by the Convenor and the body. Shall handle all external partnerships with organizations within and outside UP. Can spearhead specific campaigns/projects/programs of the LCC as deemed necessary by the Convenor and the body. Shall lead the Ambassadors in recruiting volunteers who will be honed and developed with necessary skills that are pertinent for the success of LCCs endeavours. SECRETARY NCPAG SG Keep a journal of the proceedings of the League; Keep all papers and correspondences of the League; Certify all official acts of the League; Perform such duties as may be necessary or incidental in the discharge of his / her duty as may be determined by the majority vote of all members of the League. Act as the custodian of the funds of the League; Keep a record of the funds of the League; Disburse the same in accordance with the appropriation of the League; Submit a financial report to the League at the end of each semester or at the end of his / her tenure in case of a disqualification or removal before the end of the semester; Perform such duties as may be necessary or incidental in the discharge of his / her duty as may be determined by the majority vote of all the members of the League. Release news items regarding League activities to the media; Promote good relations with the press and the public; Answer inquiries about the League; Perform such duties as may be necessary or incidental in the discharge of his / her duty as may be determined by the majority vote of all the members of the League. Consolidate information about advocacies that each council prioritizes. Create a database/directory of advocacies and participating organizations that promote and assist them. Assist the councils in finding target communities. Assist the councils through consultations with different organizations, professors and experts so that could they could promote their advocacies efficiently. Raise the concern of the basic masses through dialogues with them. Respond immediately to crises such as disasters by promoting and holding disaster awareness and disaster risk reduction management seminars. Engage the students on different advocacies through orientations, basic mass integration, field visits, symposium and such. Establish activities that will foster unity within the LCC.

PROGRAMS
Regular dialogues on urgent and non-urgent issues. Shall feature educational discussions with invited resource persons. Goal is to create a stand by the end. Open for councils and all constituents. After reaching a stand in the Diliman Caucus, a resolution shall be authored by a particular student council and would be sponsored by other councils. Resolution will be forwarded to respective institutions that will make action with regard to the aim of the resolution.

OSR-USCLCC Budget Campaign Tatak Botante
The LCC shall be an avenue to forward concrete solutions and campaigns with regard to the budget of national education sector and the University of the Philippines. The mode will be a decentralized form of campaign. Utilizing the strengths of each council, we can consolidate a more relevant campaign that will appeal to all students. Beyond voter education that was established for the 2013 Midterm Elections, the challenge now is how we will make all newly-elected official accountable. The mode would focus on assessing the first 100 days and by challenging legislators to support LCCs resolutions. If ever the Barangay and SK elections would push thru on October, the LCC could create an information dissemination campaign that will make the people realize how these basic units of government directly affect the lives of all people in each community. Transparency and accountability are crucial for institutions that serve the publics interest. Mode: (1) National and (2) University Level. (1) NATIONAL - Support for the passage of the Freedom of Information Bill - Release of SALNs of all officials (2) UNIVERSITY LEVEL - Formulation of the Implementing Rules and Regulations (IRR) of the UP Charter of 2008. - Release of contracts entered by the University, particularly UP-Ayala Technohub, UP Town Center, among other. - Challenge the UP Administration to create policies that will mandate them to release significant documents, such as budget, among others.

ANTI-PORK BARREL CAMPAIGN
With the expose of the P10 Billion scam involving the Priority Development Assistance Fund (PDAF) or also known as Pork Barrel, the LCC shall lead the UP Community on calling for the immediate action of respective authorities to bring about transparency and accountability on the matter. The LCC shall also spearhead various activities that aim to spread awareness on the relevance of the PDAF. It shall create a unified campaign whether to ABOLISH or REFORM the PDAF. With the drastic effects of recent typhoons that hit the country, the student movement is challenged to educate and mobilize the youth to be proactive in asserting to attain climate justice. Being an international issue, the LCC must find a way for its voice to be heard by various institutions. It should create a mobilization that shall set the tone of the student movement in the Philippines pertaining to the said issue.

SURVEYS RATIONALE In line with LCC 13-14s commitment for a grassroots approach in consulting the students with regard to various local and national issues, the league conducted two main surveys on the grilling issues of the Academic Year 2013-2014, these were regarding the Priority Development Assistance Program (PDAF) of the Pork Barrel System and the Academic Calendar Shift.

Though the results of both surveys sparked debates within and outside the university, the LCC stands firm with the results. As a disclaimer, both surveys were used only as one of the factors for the decision-making of the LCC regarding the issues.

CONGRESS OF COLLEGE COUNCILS
As LCC 13-14s Key Project, the NATIONAL CONGRESS OF COLLEGE COUNCILS was formed in line with the vision of all local councils to go beyond Diliman. The NCCC 2014 was a three-day congregation of about a hundred student leaders from all over the Philippines aiming to tackle the problem of budgeting and prioritization of the sector of education held at the University of the Philippines - Diliman on March 7-9, 2014. The NCCC aspired to serve as a venue for the united call for reforms in the education sector and other pertinent social issues through the use of the applications of academic knowledge of the students. It consolidated the feasibility and establish the relevance why the education sector should be sufficiently financed, especially through the rechanneling of the Pork Barrel funds. The outputs of the Congress were: 1) Paper submitted to DBM, CHED and Social Watch; and 2) Establishment of NATIONAL ALLIANCE OF YOUTH LEADERS

The NCCC was featured on RAPPLER. [] It highlighted the primary issues that students face in line with financial constraints, the state of the education sector, the role of the youth and the output of the NCCC. During the first National Congress of College Councils NCCC, four resolutions were adopted. Three of them were authored by delegates from the University of the Philippines Visayas (Iloilo) and one by the Western Philippines University (Palawan). RECOMMENDATIONS
The LCC 2013-2014 innovated the league by introducing new programs and campaigns, particularly: reSOLUSYON ng Diliman and the NCCC; however these are some points for improvement:

OFFICERS Though the LCC agreed that the LCC Ambassadors will primarily do all the work, it will be best if the LCC Council Officers will still function. reSOLUSYON Some resolutions became really useful like CBA from VSB, Climate Justice, etc., but it will be better if all resolutions will be given action, beyond the paper itself. Proper coordination with USC Committees so that all agreements of the LCC may be translated into programs and workable campaigns.

THE LCC CONVENOR
Sinimulan natin ang ating termino sa pagbubuklod ng ating mga hangarin para sa Diliman. Nais nating lumabas sa karaniwang paglilingkod sa loob ng ating unibersidad. Nais nating ipakita sa kapwa nating mga SUCs na naririto pa rin tayo na handang pangunahan ang ating laban para sa mas mataas na pondo sa edukasyon. Sabi ng isang lider-estudyante na dumalo sa NCCC: Akala ko UP lang lagi ang dapat manguna sa mga isyung kaugnay sa pondo. Kasama rin pala kami. Unti-unti nating nabubuwag ang mga harang upang lalong lumakas ang ating hanay, na magkaisa tungo sa hangarin natin para sa ikauunlad sektor ng edukasyon.

Bukod pa sa mga kaugnay na isyu sa edukayson, tinugunan din natin ang mga isyu na may kinalaman sa ating lipunan tulad na lamang ng Pork Barrel, mga labor isssues, and maging ang Climate Justice. Ang LCC ang pinakunang grupo sa student movement ng PIlipinas na kumilos pagdating sa panawagan ng Climate Justice.
Ngunit ang lahat ng ating nagawa ay simula pa lamang. Sa mga magtatapos na ang termino at lilisan na sa unibersidad, ang hamon ay kung papaano natin ito mitutuloy sa ating mga napiling larangan. Sa mga magpapatuloy pa rin sa mga konseho o sa kanilang mga organisasyon, ang hamon ay lalong palakasin ang mga nasimulan upang makamit ang tanging mga hangarin. Hangad ko ang matiwasay at mas maunlad na paglilingkod ng LCC sa susunod na Academic Year. Maraming salamat sa lahat ng mga konseho lalunglalo na sa LCC Ambassadors na nagsilbing tagapagpakilos ng buong LCC. Walang tagumpay na narating ang LCC kung wala ang LCC Ambassaadors.
