BACKGROUND
The Marine Protected Area (MPA) of the Municipality of Baleno was conceived through the concerted efforts of LGU Baleno by virtue of the letter of intent of the Municipal Mayor Hon. Gracia M. Llamado dated April 25, 2008 expressing the keen interest on participating in the implementation of the ADB-financed Integrated Coastal Resources Management Project (ICRMP). Baleno supports ICRMPs goal to protect the environment from ridge to reef for future generation. The municipality tries it best to actively participate in ICRMP, which is jointly implemented by DENR and DA-BFAR. Prior to ICRMP, Baleno is already locally implementing a coastal resource management program that aims to protect the resources from various destructive fishing activities and to provide sustainable source of income for the community living along the coastal zone.

BACKGROUND
Establishment of an MPA is one of the targeted Coastal Resource Management (CRM) initiatives of the LGU. On May 21, 2011, an underwater habitat reef assessment was conducted to determine coral reef areas feasible for the establishment of MPA. The coral reef area along Barangay Lahong Proper was technically considered a potential site for MPA. Enactment of corresponding ordinance was then recommended to protect the area from fishing activities and proposed the site as a Lahong Proper Marine Protected Area.

BACKGROUND
The establishment of the 28.5 hectare Lahong Proper MPA and adoption of its five-year Management Plan 2012-2016 hopes to provide a long term solution to the problems identified. Part of the MPA activity is the habitat management component of which stock enhancement has been identified to rehabilitate the degraded habitat within the MPA and nearby areas. The specific marine species identified for stock enhancement is the sea cucumber. Sea cucumber has been identified being collected in the intertidal coastal area by fishers and at present stocks available are getting smaller and in a threat to be soon depleted if not being managed. This stock enhancement activity aims to sustain the sea cucumber fishery in the area while protecting the Lahong Proper MPA.

BACKGROUND Objective The general objective of this conservation project is to restore the overexploited sea cucumber resource by increasing sea cucumber density in the MPA and nearby areas by 5% after the end of the project.

Specific objective is to restore and sustain the sea cucumber fishery in the seagrass zone near the MPA through stock enhancement while undertaking MPA protection activities.

Chairman, napakahirap po na gumawa ng 50% accomplishment na kulang ang pera dahil 15% lang po na mobilization ang naibigay po sa amin, kinailangan po namin lumapit sa LGU para humingi ng assistance at umutang pa para po mapunan yung kakulangan sa pondo, yung ibang miyembro ng PO eh gumawa po muna ng walang bayad at sa susunod pag may download ulit eh babayaran yung kanilang labor Huli na dumating ang pera or matagal namin syang makuha, kaya nagtutulung-tulungan na po kaming mga kamiyembro ko
