These challenges are providing valuable lessons-learned, particularly as the City embarks on a new period of growth and investment in transportation infrastructure. It is important to consider the ongoing affordability and durability of these investments, not only to ensure responsible and effective use of today's limited capital dollars, but to increase tomorrow's ability to maintain the transportation system. An affordable transportation system means: prioritizing investments that maximize efficiency of the network for the least amount of dollars; providing for capital and operating costs over the life of the asset;
assessing projects based on a holistic approach that takes into account the social, economic, and environmental costs and benefits; planning and protecting for long-term needs to minimize future costs; identifying revenue tools to reduce dependency on general tax revenues for the maintenance and expansion of transportation infrastructure; and, ensuring equitable and fair access to mobility for all citizens. building infrastructure that is appropriate and right-sized to identified needs in order to minimize operational and maintenance costs; designing assets to be flexible, with the ability to be expanded or modified to accommodate changes in demand and context; regularly monitoring assets and developing and implementing processes to maximize the life of assets; utilizing high-quality materials and designs to reduce maintenance or improve operation; and, adopting environmental, construction, and operational practices that maximize the usefulness of assets.
