C$ RA No. 10153 cancelled t!e "e'ula" Au'ust 2011 elections, it was $o" a )e"( speci$ic and li%ited pu"pose @ t!e s(nc!"oniHation o$ elections. Ct was a te%po"a"( %eans to a lastin' end @ t!e s(nc!"oniHation o$ elections. !us, RA No. 10153 and t!e suppo"t t!at t!e 9ou"t 'i)es t!is le'islation a"e li=ewise clea" and speci$ic, and cannot be t"ans$e""ed o" applied to an( ot!e" cause $o" t!e cancellation o$ elections.
