1 EMERGENCY OPERATIONS CENTER REQUIREMENTS The EOC serves as a centralized management center for emergency operations. Here, decisions are made by the Crisis Management Team based upon information provided by the Incident Commander and other personnel. The Director of Public Safety is responsible for ensuring that these locations are appropriately equipped. 1. Survivability and Security Requirements 1.1. Capable of surviving damage from earthquake, tornado, flooding, civil insurrection, and explosion 1.2. Capable of protecting against chemical, biological, and radioactive agents 1.3. Capable of being secured for the duration of a crisis, limiting access by the press and other unauthorized personnel

2. Facility Feature Requirements 2.1. Common space necessary to accommodate the number of personnel and tasks to be performed 2.2. Dedicated rooms for communication, conferencing, etc. 2.3. Telecommunications lines for telephone and computer networks 2.4. Antennas for emergency communication, including ham radio 2.5. Emergency power 2.6. Uninterruptible power supplies for equipment 2.7. Stand-alone heating, ventilation, and air conditioning 2.8. Cable/satellite TV access

3. Equipment Requirements 3.1. Telephones in adequate numbers for anticipated staff 3.2. Fax Machine(s) 3.3. Radios 3.3.1. Base station FM transceiver(s) capable of communication with University Police, Physical Plant, and Memphis Police 3.3.2. Hand-held FM transceivers with above capabilities 3.3.3.
