Use of subdivision roads as alternative routes pushed

Lawmakers have filed a bill opening subdivision roads to the public to ease traffic congestion
in the metropolis.

thoroughfares.
Rodriguez said man! have witnessed the gradual worsening of the traffic congestion in $etro
$anila for the last ./ !ears. 0nfortunatel!, traffic planners under the past administration have failed
to ade1uatel! address this problem.
23t behooves the government to address the problem more seriousl!. 3t is also imperative on
the part of the private sector to contribute their share in the resolution of this problem,4 he said.
Rodriguez said the countr! is now faced with a scenario where emplo!ees in the public and
private sectors, businessmen and students are not able to reach their destinations on time.
5he traffic problem has also prevented the timel! deliver! of goods and services and has
resulted in the ever(increasing prices of said goods and services.
23t cannot be denied that the present traffic mess has affected the productivit! of otherwise
productive individuals to a great e%tent. 5he unproductive time spent b! man! in commuting has not
onl! affected their personal advancement in their careers or professions but also the economic growth
of the countr! in general,4 Rodriguez stressed.
5he bill shall appl! to all housing subdivisions and villages situated in $etro $anila. )
subdivision or village situated within $etro $anila shall open for public use at least one road within
its boundaries to vehicular traffic. 5he use of said subdivision or village roads shall be limited to
vehicles with a gross vehicular weight of up to 6,/,, kgs.
0nder the measure, the Department of 'ublic 7orks and 8ighwa!s (D'78# shall determine
and identif! the subdivisions or villages that must open at least one of the roads.
5he D'78 shall notif! the affected homeowners association and the residents of the
subdivisions or villages of its decision, at least, *, da!s before the opening of the roads to the public.
) subdivision, which has opened a road for public use, shall be allowed to collect a reasonable
fee that shall not e%ceed '/.,, from ever! vehicle passing through said road. 3t ma! also collect an
annual fee which shall not e%ceed '*,,.,, from ever! motorist using its access roads that shall be
used to defra! the cost of maintaining the subdivision or village roads as well as the cost of
emplo!ing additional securit! personnel to man the said roads.
