1 have good reason to believe, and do believe, that CHEN, Guo XIng (AIM 04/28/1974), on or about the 12th day
of December, 2013, and before the making and filing of this complaint, in Georgetown, Williamson County, Texas,
did there and then knowingly or intentionally commit the offense of Credit Card or Debit Card Abuse, P .C.
32.31(b)(1)(A), a State Jail felony.
I, Detective Jeffrey Dauer #55, being duly sworn, do state upon my oath that I have good reason to believe, I do
believe, and I charge heretofore, that before the filing of this complaint, CHEN, Guo Xing (AIM 04/28/1974), on or
about the 12th day of December, 2013, in Georgetown, Williamson County, Texas, did there and then knowingly
or intentionally commit the offense of Credit Card or Debit Card Abuse, P.C. 32.31(b)(1)(A), a State Jail felony.
Through the course of an investigation, the Affiant has learned the following facts:
On December 12, 2013 at roughly 1444 hours several officers from the Georgetown Police Department (GPO)
responded to a call at the Target department store, 1021 West University Avenue, Georgetown, Williamson County,
Texas. Information provided by the GPO Communications Operator was that an Asian male was currently Inside the
store and had used a stolen credit or debit card to purchase several gift cards.
Furthermore, the caller (Asset Protection Leader Dllpesh Patel) advised the GPO Communications Operator the same
subject had used several stolen credit/debit cards the previous day at a Target store in nearby Temple, Bell County,
Texas to purchase several thousand dollars of Target VISA gift cards and Apple I pads. In fact, It was later learned
from Mr. Patel that an internal Target "BOLO" (Be On the Look Out) had been circulated within the central Texas
region warning of this type of activity.
Mr. Patel stated the Asian male gave him a credit card and a California driver's license with the name of Lao Chen in
order to purchase one $500 and two $100 Target VISA gift cards. He said he then processed the transaction, after
which, he went into his office and checked the information from the transaction. This is when Mr. Patel noticed the
name on the credit/debit card was actually Karen Tynes not Lao Chen. It should be noted I was later able to Identify
the card Issuer as Household Bank Platinum Master Card, number 5466 0420 1657 8302, with an expiration date of
December 2014.
After briefly speaking with an associate from the Round Rock Target store, during which time it was learned that
store had also been victimized earlier in the afternoon, Mr. Patel said he went to the parking lot in order to get the
information from the vehicle being driven by the Asian male. Once in the parking lot, Mr. Patel found the vehicle (a
gray 2013 Mazda 3, TXLP BDN-1954), and noticed the Asian male from inside the store was sitting in the driver's seat
and another Asian male was in the passenger's front seat. Mr. Patel said once he had the vehicle information he
immediately called the GPO Communications Division in hopes of speaking to a detective but since the crime
appeared to still be in progress the call was correctly routed to the Patrol Division.
A short time later numerous officer's arrived in the area and began circulating throughout the Wolf Ranch shopping
plaza in hopes of locating the gray Mazda described by Mr. Patel or the occupants. While driving by the Starbuck's
Coffee shop, Officer M. Turowski #6711 noticed an Asian male wearing a gray t-shirt and carrying a black jacket and
hat under his right arm that matched the description provided by Mr. Patel. Before Officer Turowski could exit his
patrol vehicle and make contact with this Asian male he observed the Asian male make an abrupt turn and began
walking the opposite direction and into the Starbuck's Coffee shop.

Office; Turowski and Sergeant K. Sanford #7072 entered the Starbuck's Coffee shop and nyy
that the Asian male went Into the bathroom. After waiting for the Asian male to exit the bathroom, Officer
made contact with him and noticed he no longer had his jacket and hat with him. Therefore, Officer Turowski asked
Sergeant Sanford to detain the Asian male while he looked In the bathroom for the clothing Items. Officer Turowski
and was unable to find the items in the bathroom but eventually found them rolled up and apparently discarded on a
shelf along the north wallins ide the store. It should be noted that suspects frequently attempt to alter their
appearance by changing clothing or discarding clothing in hopes that law enforcement won't recognize them.
In any event, the Asian male was eventually Identified as Guo Xing CHEN (AIM 04/28/1974) and was viewed on
surveillance video as being the Asian male who had been inside the Target store a short time earlier (the video was
viewed by Sergeant Sanford);- Also, Guo xtng CHEN was found to have an outstanding felony warrant for credit/debit
card abuse from the State of Arkansas and full extradition was requested. Prior to leaving the area, Officer S.
Mitchell #7941 was contacted by an employee of Firehouse Subs (Brandon Vargas), who informed her that prior to
the arrival of GPO Officer's, CHEN and an unidentified Asian male (believed to be Min FANG, AIM 02/26/1988) entered
the store and went to the bathroom. After the two Asian males left, Mr. Vargas stated he went into the bathroom to
see If the 2 Asian males damaged anything or left anything behind since they were acting suspiciously. While doing
so, Mr. Vargas recovered several credit/debit cards that had been left in the bathroom by the 2 Asian males.
CHEN was then arrested for the outstanding arrest warrant from the State of Arkansas and for one count of
Fraudulent Use or Possession of Identifying Information, P.C. 32.51(c)(1), a State Jail felony. However, during the
course of this investigation your Affiant learned that CHEN possessed 10 or more Items but less than 50 but it is also
believed CHEN Is involved in a large scale credit breach believed to be in excess of $70 million dollars according to
investigators from the Target Corporation. As a side note, the credit cards that were used by CHEN have been
impounded as evidence at the GPO Property Evidence facility.
For the above listed reasons, this warrant of arrest and felony complaint/affidavit were completed to reflect the new
information developed during this investigation and also to reflect the seriousness of CHEN's actions and the affects
they have had on the victims. This Investigation is still ongoing and additional charges may be filed at a later date.
The Affiant is a Commissioned Peace Officer for the Georgetown Police Department, Georgetown, Williamson
County, Texas and believes that the above described events occurred in Georgetown, Williamson County, Texas.
The Affiant also believes, based on the above stated facts, that the defendant has committed the offense of Credit
Card or Debit Card Abuse, P.C. 32.31(b)(1)(A), a State Jail felony .

In any event, the Asian male was eventually identified as Guo Xing CHEN (AIM 04/28/1974) and was viewed on

viewed by Sergeant Sanford). Also, Guo Xing CHEN was found to have an outstanding felony warrant for credit/debit
