EMPLOYMENT TYPE: Full-time (fixed term) position available to 30 June 2015
Remuneration: for UP applicants, at Associate Professor or
Professor level, as appropriate, plus loading
Remuneration: for external applicants, Salary Grade 20-24.

POSITION SUMMARY
The Chief Research Officer will provide support to the Directors of the Assessment, Curriculum and
Technology Research Centre (ACTRC) in their leadership in developing and facilitating
interdisciplinary research within the Centre by actively engaging with government, industry,
philanthropic and academic organisations. The Chief Research Officer will have a hands on role in
leading and managing the ACTRC to promote the centre as a provider of interdisciplinary research
excellence in the area of Assessment, Curriculum and Technology associated with the K-12 reforms.

ACTRC is a partnership between the University of Melbourne and the University of the Philippines.
The Centre is supported by Australian Aid and seeks to advise and inform the Philippine system of
education through curriculum, teaching and assessment research that is based on empirical studies of
curriculum innovation and implementation. Further information at: www.actrc.org/

The incumbent will be expected to work actively to facilitate research with ACTRC objectives and
engage with researchers and stakeholders across the academe and education authorities.
SELECTI ON CRITERI A
Essential
A higher degree awarded in a discipline relevant to the research program
Research track record and reputation in an area of relevance to the research program of ACTRC
Demonstrated ability to lead significant collaborative research projects
Demonstrated capacity to exercise effective research and organisational leadership across a large
research organisation
Willingness and demonstrated capacity to facilitate research and the preparation of research
grants within and outside his/her own research expertise or methodological orientation
Excellent oral and written communication skills suitable for a variety of audiences including
industry, community, policy makers, government, academic peers and collaborators and lay
audiences
Demonstrated administrative and management skills including the capacity to manage budgets
and staff performance and expectations.
KEY RESPONSIBILITIES
The Chief Research Officer will support the Centre's Directors in:
advancing the ACTRC strategic and operational objectives and ensuring that these objectives are
met in the form of successful completion of events, research publications, and project deliverables
facilitating research projects in areas relevant to the research focus of the Institute.
ensuring that the Centre is effectively represented and is visible to both the University of the
Philippines and external community by showcasing in innovative ways the Centre's expertise and
research in assessment, curriculum, and technology
ensuring financial security of ACTRC by coordination of research and its funding
managing the operations of ACTRC so that it meets the objectives agreed annually in the Joint
Advisory Board, and in the Steering Committee.
facilitating processes, procedures, and communications between the Philippine-based and
Melbourne-based activities to ensure high levels of professional standards and functioning at all
times.

DUTIES
Technical work
Gain a full understanding of the scope of projects to represent technical aspects effectively on a
local level
Hold weekly coordination meetings with Research Officers to schedule and monitor field technical
work
Serve as ACTRC's main liaison with the regional, division and district level DepEd
Support efforts to map DepEd systems through interviews, observation, and collection of data,
identifying training and coordination needs based on observed practices and data analysis.
Ensure DepEd awareness, engagement, and support in all projects
Ensure M&E plans are implemented and reported

Program management
Coordinate closely with Directors on matters related to operations
Liaise with ACTRC academic associates to ensure project efficiency
Provide day-to-day leadership to ACTRC staff
Facilitate coordination of the various projects
Maintain weekly calendar and annual workplan for projects
Ensure that researchers are provided with appropriate, timely and practical support

Finance Management
Monitor budgets on a monthly basis and recommend adjustments to program implementation as
needed in coordination with Project Leaders and Research Officers

Administration and Human Resources
Ensure that ACTRC staff are fully aware of their employment conditions, and participate in 6
monthly performance appraisals
Ensure that ACTRC staff are fully compliant with child protection procedures and ethics
requirements
Ensure that ACTRC associates are fully aware of their employment conditions
