Database Services For National Jukebox Project
Background
The vendor ProperlySorted had been responsible for the development and maintenance of
the database and website that supports audio digitization workow and editing of
descriptive metadata for the National Jukebox website since the projects inception in
2010. The rm also coordinates the migration of data contributed to the Jukebox project
by the University of California, Santa Barbara and their closely related database, the
Encyclopedic Discography of Victor Records (EDVR). Both the Librarys National
Jukebox database and the EDVR are essential building blocks to the National Jukebox
website. This contract continues on a recent procurement (RQ - LSC20120085/0
period of performance currently extended to March, 2014) as well as prior procurements
going back to 2010 (LCLSC10P0057 and LCLSC11P0099).
Scope
This procurement is necessary to continue the expansion of the National Jukebox. In
2014 -2015 MBRS expects to double the digital content available through the site to
20,000 sound recordings, including the addition of recordings produced by Columbia and
Edison. The vendor will be required to support this signicant addition of new metadata
in the database as well as the development of new features and capabilities to improve the
website. Launched in 2011, the National Jukebox is one of the Library of Congress most
successful and signicant websites, supporting the Librarys core mission to make its
collections broadly available to the American people
Requirements
The vendor will respond to requests by the Library promptly via email, providing as soon
as possible a time estimate for completion of the work. Completion dates will be jointly
established in order to conform to Library priorities and website update schedules. All
work will be performed onsite at the contractors worksite. Specic tasks include:
1. Continue to update the structure of the MySQL database used to control National
Jukebox workow and descriptive metadata to include additional elds as required by
Library of Congress staff. Continue the expansion of the National Jukebox database
to include new content partners. Enhancements to the MySQL database will be
required to accommodate new types of data. Continue to provide ongoing
maintenance of the MySQL database.
Enhance Search Functionality:
Incorporate additional labels in search dropdowns
Re-congure functionality to take into account expanded number of labels and
accurately retrieve them in all lters/categories and improve ability to edit results
without losing current tracking capability
3. Enhance Digitization Module functionality to improve efciency and reduce input
errors and to expand search capability for new labels.
4. Enable the addition of new discographic data to the database to facilitate the
control of Jukebox workow and descriptive metadata. The National Jukebox
currently includes only recordings issued by Victor Records. The expansion of
Jukebox content in 2013 and 2014 by LC will include thousands of recordings from
the Columbia, Okeh, Brunswick, Berliner, and Edison recording companies, requiring
updates and enhancements across the application.
5. Provide bug support for database
The priority of tasks will be determined by the Library of Congress based on
requirements of the ongoing database work necessary for adding the additional
recordings, the timeframes for each task as provided by the vendor on request, and
production deadlines for new releases of content on the website. The vendor will be
expected to complete assigned tasks within agreed timeframes and enable the Library
to meet production deadlines.
Key Personnel
The vendor must have programmers assigned to the project with intimate knowledge and
experience with the programming, elds, tables and applications of the two integrated
databases (EDVR and National Jukebox) that is essential for the successful continued
development and enhancement of the National Jukebox database.
Deliverables
The vendor will provide 85.5 hours of database development and support to accomplish
tasks described under the Requirements section above.
The vendor will provide status reports to the COR to provide progress notes. Initially, the
status reports will be weekly and the vendor will compile the weekly reports to deliver a
monthly report with the monthly invoice.
Government Contacts
The Vendor will communicate directly with COR. The vendor will provide status weekly
reports to the COR. The COR will share the status reports with the MBRS Recorded
Sound Section managers on a periodic basis to keep them informed of ongoing progress
and to resolve any problems that might impede the fulllment of this contract in the time-
frame specied.
Quality Assurance
QA factors in place to monitor the performance of the vendor include the following:
The vendor shall provide regular updates to the COR describing all work
performed including any changes, modications, and xes made to the database
application as part of the execution of this contract.
The COR will coordinate and assign systematic review and testing of all work
performed on the system.
The COR will monitor the vendors performance through regular reports from
staff users on the functionality and performance of the application.
The COR will notify the vendor of any system performance issues in a timely
fashion
The vendor will respond with an action plan to prevent the problems from
impeding on the timeframe and labor utilized to fulll the requirements of the
contract.
Period of Performance
The period of performance is July 15, 2014 thru July 14, 2015. Based on availability of
funding and vendor performance, the Library would to extend the term of the contract for
up to 4 option years.
