IMPORTANT NOTICE REGARDING SELIGMAN TIME HORIZON MATRIX

Dear Plan Sponsor:

Attached is a copy of the letter that is being sent to plan participants who are currently participating in
Seligman Time Horizon Matrix®. At the end of every year, a communication is sent to remind participants
that their accounts will be migrated pursuant to the enrollment form they signed electing to participate in
Seligman Time Horizon Matrix.

Participants can see the investment mix of the model to which they will migrate by reviewing the Time
Horizon Matrix posted to the participant website. After the January 2010 migration, participants will see a
confirmation of the migration on their March 31, 2010, participant statements. The notice will also be
posted to the website.

Please note that participants may choose not to migrate this year and still keep their accounts on schedule
to migrate in future years in keeping with their election at enrollment. If they choose not to migrate this
year, their account will remain allocated in their current Seligman Model Portfolio and be re-balanced to
conform to their current Seligman Model Portfolio allocations. Contributions they make during 2010 will
be invested according to the allocations specified for that Model Portfolio.

To make the choice not to migrate this year, participants must speak with a representative at Ascensus’
toll free number 1 (877) 800-9216, by December 11, 2009, and request that their account not migrate. If
participants do not take such action, then their account will be migrated in January as usual.

If a participant chooses not to migrate and does not want their existing account assets to be re-balanced to
conform to their current Model Portfolio, they must withdraw from Seligman Time Horizon Matrix before
December 11, 2009. They can do this by changing their investment elections, either by calling the toll-
free number 1 (877) 800-9216, or by logging on to Seligman Growth Retirement Plans online at
www.seligmanretirement.com.

If a participant changes their model election after October 1, 2009, they will remain in the new model and
will not migrate in January 2010.

Of course, participants always have the opportunity to withdraw from Seligman Time Horizon Matrix
whenever they wish. If at any time, they change their current or future investment elections, they will no
longer be participating in Seligman Time Horizon Matrix. However, they can re-enroll in the Matrix at
any time in the future using the telephone or website option.

Please note that beginning with next year’s participant communication, participants will receive their
notification of the upcoming migration with a September 30, 2010, participant statement insert.
