1.00.00 SEdEkkL 1.01.00 This section covers the design and performance requirements of the following types of fire protection system (a.) Hydrant system (b.) High Velocity Water (HVW) Spray system for 2 no.s of 220/34.5kV 50MVA Power Transformers. (c.) Fire detection system (d.) Portable fire extinguishers (e.) Wheel/Trolly mounted fire extinguishers 1.02.00 SEdEkkL 0E5|Sd 6k|IEk|k 1.02.01 The main fire protection system shall consist of a fire water hydrant system serving the whole substation including Employer's transformer area/control room building and DG Set area. However, fire detection system inside the Employer's control room is covered under the scope of another contract. 1.02.02 All equipments/system components of complete fire detection & protection system shall have the approval from one of the following : a) Underwriters Laboratories of USA b) LPCB UK c) VDS d) FM-USA e) BIS (For the approval of pumps and valves). However, design and installation of complete system and requirements shall be approved by TAC accredited professional(s) India. 1.02.03 For situations, which are not covered by the standards, system shall be supplied and installed to ensure effective protection. 1.02.04 The complete fire detection and protection systems shall be as per the guidelines/codes/standards/rules of the TAC/NFPA/IS :3034/OISD etc and all the systems /equipments and installation shall be got approved from LPA /TAC accredited professionals by the bidder to enable Employer to obtain maximum applicable rebate on insurance premium. The responsibility of getting approval from LPA /TAC accredited professionals rests exclusively on contractor. Any other additional equipment not specifically mentioned

in the technical specification but are found necessary to meet the requirements of TAC and also for safe and sound operation of the plant are to be included at no extra cost to Employer. 1.03.00 watet supp|y system 1.03.01 Water for hydrant and HVW Spray system shall be supplied by one electrical motor driven pump with another driven by diesel engine, shall be used as standby. Two no of underground water storage tanks made of RCC shall be provided. The Capacity of water storage tanks shall be finalized by the bidder conforming to TAC Guidelines. Construction of Borewell for fire pump house water supply as per requirement is in the scope of bidder. 1.04.00 Ftessutisation system 1.04.01 This system consists of two (2) nos. electric motor driven jockey pumps (1 no. working + 1 no. stand-by). In the event of loss of pressure in the hydrant/spray system below a predetermined value, the jockey pump would start. Operation of all the pumps shall be automatic and pumps shall be brought into operation at preset pressure. Fire pumps shall only be stopped manually. Manual start/stop provision shall be provided in local control 2.00.00 h0kkdI 55IEN 2.01.01 System shall be pressurized continuously to normal working pressure. 2.01.02 System shall consist of Hydrant pumps, pressurisation arrangement, water mains network, hydrant valves, landing valve, water monitors, hoses, branch pipes, nozzle, hose boxes etc. 2.01.03 Category of Hazard and minimum terminal pressure shall be as per TAC norms. 2.01.04 Each of the landing valves and external hydrant valves associated with the switchyard area shall be provided with a hose box. Each hose box shall contain two (2) numbers of 15 m long hoses, branch pipes, couplings, nozzles, spanners, etc as per TAC guidelines. 2.01.05 Hydrant valves and hose couplings shall be of stainless steel construction confirming to relevant Indian/International Standard. 2.02.00 5pecilic data 2.02.01 All hydrant valves shall be of stainless steel construction female oblique type conforming to IS: 5290 or Equivalent. 2.02.02 Hoses shall be of non-percolating flexible type as per IS: 636 (Type-A) and or Equivalent.

2.02.03 Branch pipes shall be constructed of stainless steel SS-316 at both ends. One end of the branch pipe will receive the quick coupling while the nozzles will be fixed to the other end. 2.03.00 hose 6abinets 2.03.01 The external / internal hose cabinets shall be mounted on ground (outdoor /Wall mounted or column mounted type depending on site conditions. 2.03.02 External & Internal hose cabinets shall have a 6 mm thick glass panel in front door with the word FIRE painted on it with 150 mm (6) red letters. 2.03.03 External & Internal hose cabinets shall be made of 16 gauge or thicker M.S. Sheets. 2.03.04 The External & Internal hose cabinets shall have rubber bushings to prevent ingress of water and dust. 3.00.00 hvw 5ptay 5ystem 3.01.00 Seneta| 3.01.01 This specification covers specifications and broad design basis for 220/34.5kV, 2 x 50 MVA Power Transformers fire detection and protection system. 3.01.02 It shall consist of pressurization arrangements, water mains network, Deluge valves, alarm valves, flow switches Isolation valves, Y-type strainers, spray nozzles/projectors / spray nozzles piping network, detection system, instrumentation, local control panels, cables etc. 3.01.03 System shall be pressurized continuously to normal working pressure up to the Deluge valves and spray nozzles. 3.01.04 The system shall be automatic and shall be activated by a dedicated detection system to be provided for each of the equipment. 3.02.00 0esign Fhi|osophy (Ninimum kequitements[ 3.02.01 Minimum running water pressure at any projector/spray nozzle shall be not less than 3.5kg/Sqcm and not greater than 5.0 kg/Sqcm for HVW spray system. 3.02.02 Design discharge density shall be as per the rules of water spray system of Tariff Advisory Committee (TAC) and/or NFPA standards. 3.02.03 An isolation valve shall be provided at both upstream and downstream of each of the deluge valve and alarm valve. The size shall be same as that of the deluge valve and alarm valve. 3.02.04 The deluge valve (auto-resetting type) assembly shall consist of accessories such as water motor gong, alarm test valves, drain valves, strainers for these valves, hydraulic releasing system, solenoid valves, etc.

3.02.05 A strainer ('Y' type) shall be provided at upstream of deluge valve. 3.02.06 Strainer wire shall be SS (AISI 316), 30 SWG, 30 mesh. Strainer area shall be at least 4 times the pipe cross section at the pipe inlet. Pressure drop across strainer in clean condition shall not exceed 1.5 kg/cm2 at design flow of deluge valve. 3.02.07 Pressure gauges and pressure switches at upstream and downstream of deluge valves shall be provided. 2.02.12 The design features and make of all the projectors/ spray nozzles shall be UL/FM or equivalent approved / listed. 2.02.14 Pressure switches shall be provided in spray and detector piping to exhibit "FIRE" and "SPRAY ON" annunciations and interlock for tripping of respective equipment wherever applicable. 2.02.15 Wet type detector network with venting arrangement shall be provided for spray system using quartzoid bulb detectors. 2.02.16 Remote manual operation of the deluge valves shall be possible from the respective fire alarm cum control panel through the keyboard operation of PC monitoring station when the system is selected in remote manual mode. The remote manual selection for the operation of spray system on any equipment or any zone shall also be through the monitoring station of the respective panel. Apart from the automatic operation of the deluge valve, the system shall have provision for manual operation of the deluge valve by means of hand operated lever close to the deluge valve assembly. There shall also be a provision to operate deluge valve electrically from a nearby local panel. 4.00.00 F|kE wkIEk FNF5 8 FNF h05E 4.01.00 The Fire water pumps shall be of Horizontal centrifugal type 4.02.00 Maximum speed of all the pumps to be supplied for the Fire Protection System shall be 1500 rpm. However, for jockey pumps, a speed of even upto 3000 rpm is also acceptable. The motor driven pump and the corresponding diesel engine driven pump shall be completely interchangeable in respect of speed, impeller, diameter etc. 4.03.00 The Capacity (minimum), discharge pressure (minimum) of pumps shall be designed as per recommendations of TAC. 4.04.00 The operation of the pressurisation system shall be automatic and required instrumentation and control shall be provided. Re-circulation line with required valves be provided at for each set of the Pumps. 4.05.00 In the event of fire, pressure in the hydrant or spray system shall drop due to resulting flow. In this event, water loss in the system will be replenished by jockey pump. However, if this is inadequate to meet the demand and results in drop in system pressure further, at preset

low pressure set point, electric driven pump of the respective system shall start automatically. 4.06.00 The diesel engine drive of the pump shall conform to the requirements of TAC. Diesel engine shall be provided with batteries (2x100%) and battery chargers (2x100%). 4.07.00 Battery of the diesel engine shall be lead acid type as per IS and shall be large enough to crank the engine twelve times successively, each for a duration of 10sec. without any charging in between. 4.08.00 Each engine shall be provided with fuel oil tank having adequate capacity to hold sufficient fuel oil for a minimum of twelve (12) hours of full load run. The fuel oil tank shall preferably be mounted on the engine. No fuel oil tank will be provided by the Employer. 4.09.00 The continuous engine brake horse power rating (after accounting for all auxiliary power consumption) and correction for temperature and altitude at the site conditions shall be atleast 20% greater than the requirement at the duty point of pump at rated RPM and in no case, less than the maximum power requirement at any condition within the operating range of the pump. 4.10.00 Continuous drive motor rating (at 50 deg.C ambient) shall be at least 10% (ten percent) above the maximum load demand of the pump in the entire operating range. 4.11.00 The pumps shall comply with the regulations of BIS and shall be approved by LPA /TAC accredited professionals before installation. 4.12.00 The fire water pump house layout shall have sufficient space for the maintenance of the pump and diesel engine. 4.13.00 Pumps shall be designed for continuous operation at its best efficiency point to meet the specific requirements of the system for which it is to be employed. 4.14.00 Pumps shall have continuously rising head characteristic from its operating point towards shut off without any zone of instability and power capacity characteristic shall be preferably non-overloading type. 4.15.00 Pump shall be capable of furnishing not less than 150% of rated capacity at a head of not less than 65% of the rated head. The shut-off head shall not exceed 120% of rated head in the case of horizontal pumps and 140% in the case of vertical turbine type pumps. Also, the jockey pumps shall be as per TAC requirements. 5.00.00 F|F|dS kd0 vkLvE5 5.01.00 SEdEkkL 5.01.01 Piping for all fire protection systems shall generally be laid over ground except in locations such as road/rail crossings where it may not be feasible to route over-ground. At rail/road crossings, fire water pipes shall be laid inside hume pipes of suitable ratings.

5.01.02 For calculating friction loss in piping system: WILLIAM & HAZEN formula shall be used with C value as 100. 5.01.03 Inserts/ Embedments required for all pipe/ valve / equipment supports shall provided by the agency providing Civil Works. However the Clamps, channels, bolts, nuts etc to support/mount piping/valves/equipments shall be supplied and erected by the Contractor. 5.02.00 Natetia| ol 6onsttuction 5.02.01 Mild steel as per IS:1239 (Part-I) medium grade (upto 150 NB) & as per IS:3589 Gr 410 (above 200 NB) or Equivalent for pipes normally filled with water. 5.02.02 Pipe thickness: a. For Pipe sizes upto 150 NB and above: As per IS:1239 Part-I medium grade. b. For Pipe sizes 200 NB & above shall confirm to IS: 3589 Grade 410. 5.02.03 To prevent soil corrosion buried pipes / pipes in trench shall be properly lagged with corrosion protective tapes of minimum thickness of 4 mm (in two layers) of coal tar type as per IS : 15337 or AWWA C 203. 5.02.04 All valves shall be as per applicable IS/BS codes & approved by LPA /TAC accredited professionals for specific fire protection system and shall be provided with locking arrangement (with locks) in open or close condition. Further, all gate/butterfly valves of size 200 mm & above shall be provided with spur gear reduction unit. 5.02.05 All the flanges and counter flanges shall conform to ANSI B 16.5 CI 150. 5.02.06 Unless otherwise specified all elbows / bends shall be long radius type. 5.02.07 For pipe fittings the material shall conform to ASTM A 234 Gr WPB or ASTM A 105 or equivalent and dimensional standard conforming to ANSI B16.11 (socket & threaded type), ANSI B 16.9 (for butt welded fittings) and ANSI B16.5 (for flanges and flanged fittings) as the case may be. Further, Galvanised malleable Cast Iron fittings as per IS 1879 or Cast Iron fittings as per BS-1641 are also acceptable. 5.02.08 The fittings shall be galvanized as per IS:4736 for galvanized pipe application. 5.02.09 In case of branching connections from GI mains for spray piping network, socket may be welded for more than two pipe reduction instead of standard tees. 5.02.10 Fabricated fittings shall not be acceptable up to pipe size of 300 NB. For sizes 350 NB and above, fittings may be fabricated as per BS:2633 / BS:534. 5.02.11 Set on set in type fittings shall not be acceptable. 5.02.12 Welding of Galvanised iron pipes/fittings would be permitted provided the same is carried out by means of special electrodes suitable for the above application and the same shall be

approved by Employer. After welding, welded portions shall be applied with three coats of Zinc silicate treatment /rich paint over one coat of suitable primer. Further the Contractor shall provide proper zinc paint at the point of welding. 5.02.13 Stooved coup|ing : Vendor may also use mechanical grooved couplings type fittings in GI pipe lines for HVW spray system. All materials and products shall be either Underwriters Laboratories (UL) Listed or Factory Mutual (FM) Approved and installed in accordance with NFPA Standard 13 / equivalent Standard. 5.02.14 The fittings shall be galvanized as per IS:4736 for galvanized pipe application. 5.02.15 In case of branching connections from GI mains for spray piping network, socket may be welded for more than two pipe reduction instead of standard tees. 5.02.16 Fabricated fittings shall not be acceptable up to pipe size of 300 NB. The fire water storage tanks shall be with RCC. The grade of concrete shall be 1:1.5:3. Bidder shall ensure that the total capacity of fire water storage shall be as per the recommendation of TAC. 6.02.00 The discharge pipe each of the tank shall be interconnected through isolation valve. From the discharge headers, individual suction lines with isolation valve & strainer shall be provided for each of the pump. 6.03.00 Each tank shall be provided with Level indicators, ultrasonic type level transmitters. The instrumentation and control shall include annunciations of low-level, very low level, high level, automatic opening of make up water connection at low level, closure of valves at high level etc as per system requirement. 7.00.0 NLI|FkF05E d0IILE The multipurpose nozzle should be such that water under pressure is applied on fire in the form of a jet, spray or fog. 8.01.00 All the Equipments shall be protected against external corrosion by providing suitable painting. 8.02.00 The surfaces of stainless steel, Gunmetal, brass, bronze and non-metallic components shall not be applied with any painting. 8.03.00 The Contractor shall clean the external surfaces and internal surfaces before Erection by wire brushing and air blowing. motors 9.09.04 Noise level and vibration shall be limited within the limits prescribed in IS: 12065 & IS: 12075 respectively. Motors shall withstand vibrations produced by driven equipment. Motor body shall have two earthing points on opposite sides. 9.09.05 All motors shall be so designed that maximum inrush currents and locked rotor and pullout torque developed by them at extreme voltage and frequency variations do not endanger the motor and driven equipment. 9.09.06 The motors shall be suitable for bus transfer schemes provided on the 415V systems without any injurious effect on its life. 9.09.07 The ratio of locked rotor KVA at rated voltage to rated KW shall not exceed the following (without any further tolerance) (A) UPTO 110KW 11.0 9.10.00 IFE IE5I 9.10.01 LT MOTORS 9.10.02 LT motors shall be of type tested quality. For each type & rating of LT motors rated above 50 KW, the contractor shall submit for Owners approval the reports of all the type tests as per relevant standards and carried out within last ten years from the date of bid opening.
