New Residential Zones Key Council Updates May 2014

Banyule
Amendment submitted to Minister based on existing strategic work. The proposed new zones were put out to public
consultation and summary of submissions went to Council on 5th May. This was to help Council determine priorities on
future strategic work that would help inform the new zones at a later date.

Bayside
Report went to Council on 25th March - changes due to discussion with the Dept - required further RGZ. The additional
land that will be included in the RGZ will be progressed through a separate amendment process through Amendment
C125. This amendment will be referred to the RZSAC. Unknown at this point whether a hearing will take place given
timelines.

Boroondara
Participating in Residential Zones Standing Advisory Committee (RZSAC). Council taking a hard line on its approach at the
hearing.


Brimbank
Council have adopted Amendment C158 which introduces the new zones into the planning scheme. Have sent the
Amendment documents to the Minister for approval through a 20(4) Amendment


Cardinia
Participating in RZSAC


Casey
At its 15 April meeting Council resolved to request the Minister for Planning to prepare, adopt and approve Amendment
C195 to the Casey Planning Scheme. Council has recently prepared proposed Amendment C195 to the Casey Planning
Scheme. Residential 1 land will be rezoned as GRZ, whilst Residential 2 land will be rezoned as RGZ. There is no NRZ
proposed.

Darebin
Participating in RZSAC Represented by Council officers and are generally constructive in their approach to issues.


Frankston
Amendment C95 went to a panel hearing in mid March and Council are waiting on the Panel Report


Glen Eira
Incorporated into the planning scheme


Greater Dandenong
Incorporated into the planning scheme


Greater Geelong Amendment C300 went to a panel hearing in mid April and Council are waiting on the Panel Report

Hobsons Bay
Going to transition to GRZ on or by the 1st July. Will be updating their Neighbourhood Character Study and Activity
Centre Strategy and Housing Strategy. Looking to have these finished by the end of the year. Will be looking to do a
planning scheme amendment after this to implement the three zones. Two schedules proposed - one to include the

300-500sqm trigger applying to parts of Altona, Williamstown and East Newport, the other schedule will have to such
restriction and will apply to the rest of the municipality. In accordance with existing restrictions.
Hume
Policy neutral translation and will wait for the rollover date. Have started work on further housing strategy which will
inform if there will be any further changes.

Kingston
Participating in RZSAC. Represented by officers who are taking a hard line on the application of the zones.


Knox
On Tuesday, 8 April 2014, Council adopted the draft Rowville Plan and sought permission from the Minister to adopt a
transitional zoning arrangement effective from 1 July 2014. This included: 1) Implementation of the new residential
zones as detailed in the draft Knox Housing Strategy for the area of the Rowville Plan only, and 2) Implementation of
transitional zones for the rest of Knox that would continue the current zoning policy until the new Knox Housing Strategy
is adopted and implemented in late 2014/early 2015 until the full public process is complete. This means that
Amendment C131 will continue through the public process and Council will still consider submissions to the proposed
amendment and it will still go through the panel process in August.

Manningham
Council considered roll out of new zones at meeting on 29th April. Looking at policy neutral translation and will only
apply NRZ where DDO's already apply which already only permit one dwelling per lot. Will have approximately 84% in
GRZ, 7% in the RGZ and 9% in the NRZ. Hoping that the Doncaster Hill precinct will meet the desired level of growth in
the municipality. Will be seeking a 20(4) Amendment as Council have already undertaken a lot of community
consultation prior to implementation.

Maribyrnong
Amendment C130 with the Minister for approval. No further update available



Maroondah
Council resolved at its 24 March meeting to adopt an amendment that implements the reformed commercial and
residential zones into the Maroondah Planning Scheme. Amendment C93 will be submitted to the Minister for Planning
to prepare, adopt and approve.

Melbourne
Further report going to Council to provide feedback on submission and community consultation to date. Date of this is
still unknown.

Melton
Final Housing Strategy report going to Council on 27th May. Should Council adopt this, it will inform the implementation
of the new residential zones and Council will be seeking a 20(4) amendment.

Monash Amendment C119 submitted to the Minister for approval. No further update.

Moonee Valley
Participating in RZSAC. Council taking a hard line in its approach to the application of the zones.


Moreland
Participating in RZSAC. Being represented by officers at the hearing.


Mornington
Peninsula Participating in RZSAC. NRZ only applies to land already affected by DDOs restricting density.

Nillumbik
Council resolved at its 29 April meeting to request that the new zones be implemented via a 20(4) amendment as they
are effectively seeking a policy neutral translation of the zones. Only areas which have existing neighbourhood character
controls, well outside of consolidation areas are proposed to be included in the Neighbourhood Residential Zone (NRZ).
The remaining areas are proposed to be included in the General Residential Zone (GRZ) for the time being. A review of
the application of the initial application of the GRZ and NRZ will then be undertaken as part of the preparation of the
Integrated Housing Strategy

Port Phillip
Council meeting on 22nd April heard feedback from consultation process on new zones. Council meeting on 13th May to
consider the options for implementing the new zones. The report will be available on 9th May. There have been some
changes to the proposed zones that went out for consultation, however, this is not yet available to the public.

Stonnington
Amendment C187 with the Minister for approval - no further update


Whitehorse
Council considered the final Housing and Neighbourhood Character Review report at its 28 April meeting. It resolved to
adopt the report and to request the Minister for Planning to consider and approve Amendments
C160 and C162. Amendment C160 relates to the implementation of the new zones, whist Amendment C162 relates to
Neighbourhood Activity Centres

Whittlesea Participating in RZSAC

Wyndham
Developing a housing strategy at the moment but will seeking a policy neutral translation of zones through the rollout on
1 July 2014.

Yarra
Council determined at its 29th April meeting to recommend to the Minister that 74% of residential land go into the NRZ,
23% into the GRZ and 2.4% in to the RGZ. Council had previously recommended no residential growth zone, however,
the State Government advised that all Council's had to apply the RGZ. Will be seeking a 20(4) amendment and will
request that the proposed RGZ go through the advisory committee process. Currently mapping these areas but not
available to the public as of yet. Will include areas along main roads e.g. Punt Road, Burnley Street, Queens Parade,
Alexandra Parade

Yarra Ranges Amendment C134 with the Minister for approval. No further update
