ThesmokingbanforMaricopaCommunityCollegeswillhaveanegativeimpactoncampuses.

Enforcementofthethebanwillbecostlyandrequiresstaffingtomonitorthecampus,

fundingtocampaignantismoking,and amultitudeofadministrativecosts.TheUniversityof

MichiganrecentlyissuedasimilarsmokingbaninJulyof2011withestimatedtotalcostsof

200,000.Thebudgetincludedtheuseofatobaccocessationprogramforstudents,

communicationsthroughsignsandflyers,andcleaningofthefacilities.TheUniversityexpectsto

spendanother40,000forthenexttwoyearstocontinuetoadministerthebanoncampus.The

MaricopaCommunityCollegeDistrictisasetof10communitycolleges,andeachcollege

campuswillrequiretheappropriatefundinginordertocontinuouslymaintaintheanti­smoking

campaign. AccordingtotheNationalCenterforEducationStatistics,thecostsofsecondary

educationareontherise:[“Forthe2009–10academicyear,annualpricesforundergraduatetuition,room,

andboardwereestimatedtobe$12,804atpublicinstitutionsand$32,184atprivateinstitutions.Between

1999–2000and2009–10,pricesforundergraduatetuition,room,andboardatpublicinstitutionsrose37percent,

andpricesatprivateinstitutionsrose25percent,afteradjustmentforinflation.’]

Moraleofstudentsandfacultywillbeaffectedbytheban.Professorsandfacultyare

expectedtofullycomplywiththebanandreportallviolationstocampussecurity.Forthe

student,thismeansfailuretocomplyresultsinafine,andtheyhaveviolatedtheStudentCodeof

Conduct.

StudentAffairsordesignee.ThisreferralwillbemadeviaaPublicSafetyIncidentReportoutliningthe

FreeviolationsshouldbetreatedinthesamemannerasanyotherStudentCodeofConductviolation.”]

Facultyhavingtoreportstudentschangesthedynamicofinstructionbecausetheyservea

purposetoeducatestudents,nottoregulatetheirlifechoices.Theymustalsocomplywiththe

banandarealsosubjecttonegativeconsequences.

Thereisanunrealisticexpectationforaddictedsmokerstoquit.AccordingtotheNationalHealth

InstituteofAmerican80%ofsmokerswillrelapsewithinasixmonthperiodoftime,andattempt

toquitanaverageoffivetimesinalifetime.Thetimeframeinwhichthebanisimposingis

unrealisticsinceitwasannouncedinOctoberof2011andwillbeimplementedoncampuseson

July1,2012. Theaveragesmokerconsumes9­40cigarettesperday,andtakingintoaccount

periodsofsleepingandinactivity,thatisatleastoneperhouronthelowestspectrum.Courses

average50minutespercredithourwithatleastoneclassperweek,andtheaveragebreak

betweenclassesis15minutes.Foraddictedsmokers,thisisanimpositiononthembecauseof

thecapabilitiesofnotbeingabletofocusoncoursework.

TheChancellormadethedecisiononhisowntoincorporatea“BreatheEasy”campaignthat

hasbeenlaunchedinover500campusesacrossthecountry.Hislogicbehindtheintegrationof

thesmokingbanistoencouragewellness.

[“TheMaricopaCountyCommunityCollegeDistrictisdedicatedtoprovidingahealthy,comfortable,and

educationallyproductiveenvironmentforstudents,employees,andvisitors.Inordertopromoteahealthylearning

andworkenvironment,theChancellorhasdirectedthattheMaricopaCountyCommunityCollegeDistrictserveas

atotalsmokefreeandtobaccofreeenvironment,effectiveJuly1,2012.Smoking(includingtheuseof“e­cigs”)and

allusesoftobaccoshallbeprohibitedfromallDistrictownedandleasedpropertyandfacilities,includingbutnot

limitedtoparkinglots,rooftops,courtyards,plazas,entranceandexitways,vehicles,sidewalks,commonareas,

grounds,athleticfacilities,andlibraries.”]

Ahealthylearningandworkenvironmentaretheclaimsfortheban,howevertheonlyissuethat

isbeingaddressedissmoking.Thereareotherunhealthyitemsoncampussuchasvending

machinesfullofsoftdrinks,processedfoods,andeventhefoodsservedinthecafeteriasarefat

friedandprocessed.Trashislitteredthroughoutthecampus,andparkinglotsarefullwith

vehiclesthatemittoxinsintheenvironment.Encouragingawellroundedknowledgeofwellness

isbettersuitedforthecampus,anddoesn'tmeantoinhibitfreedoms.Thiscouldstartshifting

thefocusofacollegefrombeinganeducationalinstitutiontoacollegewherejudgementsare

passedanddiscriminationfollows.Smokingisapersonalandlegalchoicethatadultsmakeon

theirown,andtohavethoserightsremovedwillresultinbacklash.
