RE: LAUSD School Construction Bond Citizens Oversight Committee

Dear President Vladovic:
The Los Angeles chapter of the American Institute of Architects (AIA|LA) hereby affirms our
nomination of Stuart Magruder, AIA, for a second two-year term on the Los Angeles Unified
School District School Construction Bond Citizens Oversight Committee (BOC). We
understand that on May 20, 2014, the LAUSD Board of Education chose to table the
nomination. Therefore, we respectfully resubmit Mr. Magruder as our nominee and look forward
to having the Board appoint him at their June 10, 2014 board meeting.
AIA|LA supports the mission of the LAUSD Bond Oversight Committee, which is to oversee the
expenditure of money for the construction, repair, and modernization of schools. According
to section 3.1.8 of the Charter and Memorandum of Understanding, the School Board shall
appoint to the 15-person Oversight Committee one member nominated by the American Institute
of Architects, Los Angeles Chapter.

Stuart Magruder, as the past-President of AIA Los Angeles, serves this role as a successor to our
previous nominees: Chester A. Widom, FAIA who is now serving the State of California as the
State Architect; Virginia Tanzmann, FAIA who is now serving as a Vice President of
Architecture for Parsons Brinckherhoff; and Michael Lehrer, FAIA of Principal of Lehrer
Architects.

Each of AIA|LAs appointees has served the BOC with honor, grace and an ongoing commitment
to the Los Angeles architecture and design community. Therefore, we are confident that LAUSD
will continue to receive valuable insight and expertise from an architect appointed to the Citizens
Oversight Committee. Vis--vis our nomination of Mr. Magruder, the AIA|LA Board of
Directors upholds the values, merits and principals of a bond program, which is intended to build
and maintain schools that promote the full development of the child and, through qualities of
design excellence, serve neighborhoods as community centers.

Furthermore, we welcome clarification as to whether or not purchasing technological applications
such as computer tablets is a permissible use of bond funds. We are confident that this legal
clarification will help the Oversight Committee exercise more precisely the duties of its mission.

When the passage of Proposition 39 in 2000 led to the provision of the Education Code that
required that the Board of Education appoint all BOC members, we and the other stakeholders
agreed to the Memorandum of Understanding between the District and the BOC that, while the
formal appointment would be done by the Board as a receive and file, the Board would faithfully

appoint the nominee of each stakeholder group.

For AIA|LA, this is memorialized in the MOU as follows:

3.1.8. The Board shall appoint one member nominated by the American Institute of
Architects, Los Angeles Chapter.

Therefore, the AIA|LA respectfully requests to have Mr. Magruder recognized as our appointee
for a second term at the first available Board meeting. If the Board is unable to recognize Mr.
Magruder as our appointee, then please contact AIA|LA immediately with additional clarification
and instructions on the most effective path forward.

Respectfully, AIA|LA welcomes the opportunity to serve LAUSD with the leadership to improve
the built environment and we trust that the Board of Education intends to execute its duties in a
transparent and equitable manner.
