(TEMPORARY PROHIBITION AND RESTRICTION OF TRAFFIC AND USE) ORDER 2014

NOTICE IS HEREBY GIVEN that Leeds City Council as traffic authority for the Leeds
Metropolitan District, has today made an Order under Section 16A of the Road Traffic
Regulation Act 1984, as inserted by Section 1 of the Road Traffic Regulation (Special Events)
Act 1994, prohibiting and restricting the use of certain roads; road junctions and bridleway by
vehicles; pedestrians; horse riders and non-event cyclists to facilitate the holding of the Leeds
section of the Tour de France Grand Dpart on Saturday 5
th
July 2014.

The event will require the closure of roads and road junctions as well as the suspension of a
number of Traffic Regulation Orders. The Order comes into effect on Thursday 3
rd
July 2014 in
respect of speed limit restrictions and on Friday 4
th
July 2014 in respect of the suspension of
parking places and other waiting restrictions and closures and continues in operation on
Saturday 5 July 2014 in respect of all other restrictions and as necessary during the course of
the event. The roads and bridleway to be closed and the roads subject to speed limit
restrictions are set out in the Schedules to the Order. Where necessary, local diversions will be
in operation, signed as appropriate.

The restrictions will not apply to vehicles being used in connection with the said event
(including those used for stewarding, crowd management and traffic management
purposes), or to anything undertaken on the direction with the permission of a police
constable in uniform or a traffic marshal, any other official so authorised in the control
and operation of the event, or any sign placed by West Yorkshire Police. Emergency
access will be maintained for the Police, Fire brigade and Ambulance purposes and for
organisations responsible for dealing with the loss of supplies of gas, electricity, water
or electronic communications, to premises in the area and for the removal of any
obstruction to traffic.

Any vehicle deemed to be causing a nuisance and/or obstruction on the roads; road junctions
and bridleway specified in the Schedules to the Order shall be authorised by the Council to be
removed by its approved contractor under its statutory duties and powers in order to facilitate
the holding of the event.

and bridleway affected by the Order together with plans and a Statement of the Councils
reasons for making the Order can also be viewed on the Councils website at
www.leeds.gov.uk/granddepartleeds or www.leeds.gov.uk/highwayevents. In addition a copy of
the Traffic Regulation Orders suspended in whole or in part as a result of the proposed Order
may be inspected at the Traffic Management Section, City Development Department,
Selectapost 6, Ring Road, Middleton, Leeds LS10 4AX.
