For SITA, the realisation of the BAVIRO waste incineration plant signies a key strategic addition: an enormous expansion of the waste disposal capacity (290,000 tons per year) and the generation of 32 MW of what is for a large part sustainable electricity. As a result, the company will strengthen its position as an important player in the eld of collection and recycling of waste, and in which sustainability is a leading principle. The contractors consortium BAM Civiel Von Roll Inova vof is responsible for the turn-key erection of the complete plant. Green energy The decision for BAVIRO is a decision for sustainability. As much as 48% of the electricity generated by BAVIRO is labelled green. This makes it one of the leading Energy-from-Waste plants in Europe in this respect. From 2011, the plant will be able to generate as much as 246,000 MWh of electricity, which is enough to serve the power needs of 70,000 homes. The energy will be provided directly to the grid. In addition to electricity, negotiations are under way to also provide district heating to a housing estate yet to be built. The neighbouring greenhouses will continue to be supplied with district heating. The current incineration plant will be shut down and demolished after BAVIRO will go on line. A vefold increase BAVIROs capacity creates a vefold increase in existing capacity. The plant will process waste from more than 550,000 citizens (290,000 tons) every year. The expansion also has positive consequences for employment, given that the number of employees will double. A number of the current staff (operators and maintenance personnel) will after specialized training be able to operate and maintain the new high- quality and more complex plant. Before operations commence, the consortium will also provide installation-specic training for personnel. In order to satisfy stafng requirements, SITA will also look outside the organisation for technical and maintenance personnel. Step 1: Waste delivery and storage The waste is delivered in trucks to the reception hall of the plant and tipped into the bunker. It is important that the waste i.e. the fuel is thoroughly mixed by the waste cranes, so that combustion is as even as possible. The waste is then fed into the feed hoppers of the two process lines. Step 2: Combustion The waste is combusted on a ve-zone Von Roll Inova reciprocating grate, the rst zones of which are water-cooled. This process reduces the volume of the waste by 90%. A fully integrated control system ensures safe and efcient operation, low emissions and improved quality of the residual materials. The bottom ash is re-used at a later stage for embankments and foundations. Generating sustainable energy In 2005, SITA ascertained that the existing capacity (60,000 tons per year) at the current power plant in Roosendaal was insufcient to meet the increasing demand for waste disposal. In addition, there was the ambition to recover more (sustainable) energy from the waste. And only the new generation, high-yield plants have the ability to create this. Whilst not all heat could be recovered in the existing plant, BAVIRO now uses this thermal energy to generate electric power and to provide heat. This is in line with the approach taken by SITA, one of the most important companies in the waste sector, nationally and internationally. The companys operations are as sustainable as possible; BAVIRO, therefore, meets the most stringent environmental requirements. The negative effects on the environment and the surrounding area are kept to a minimum. The energy from waste process The consortium The consortium comprises the Dutch company BAM Civiel and the Swiss company Von Roll Inova as the consortium leader. BAM Civiel is responsible for the civil engineering aspects (roads and buildings), the building-related installations and the generation of electricity (water/steam cycle), while Von Roll Inova provides the process design and process equipment, such as the furnaces, boilers and ue gas cleaning systems. The two partners have been cooperating for over 18 years on similar projects, with Von Roll Inova being responsible for the plant design and the erection of the incineration, boiler and ue gas treatment technologies. BAM Civiel is the local partner for the design and erection of the civil works and energy recovery systems. Proven solutions The challenges in the BAVIRO project are diverse. There is the existing plant on the Potendreef that must operate continually. BAVIRO will be built close alongside it, which demands sophisticated logistics solutions. A signicant advantage is that SITA ReEnergy, as part of SUEZ ENVIRONNEMENT, has its own knowledge centre, thus being familiar with the way in which such projects need to be carried out. Proven technologies have been chosen for the waste incineration process, such as water- cooled grate furnaces. This ensures a high energy efciency and a smooth transition from the old plant to BAVIRO. Step 4: Flue gas cleaning The ue gasses leaving the boiler are rst cleaned from y ash by means of an electrostatic precipitator. Downstream in the Von Roll Inova dry ue gas cleaning system sodium bicarbonate and lignite coke are injected within the dry reactor. The acid gas reaction products, adsorbed dioxins/furans and heavy metals as well as particles are separated in the following fabric lter. Thereafter NOx levels are reduced in a low temperature Selective Catalytic Reduction (SCR) system. The cleaned gas coming out of the 80 metre stack is continuously monitored and keeps the plant in safe compliance with the worlds strictest emission limits of the European Union. Step 3: Energy recovery The hot combustion gasses are cooled in the boiler while the water of the closed water/steam cycle is vaporised and superheated up to 62 bar and 422C. The energy of the superheated steam is converted by means of a steam turbine/ generator set into electricity. The exhaust steam of the turbine is condensed in an air-cooled condensor and fed back as water to the boilers.
