Dear Assistant Secretary Myers:

I am writing to officially request participation in the Delegation of Authority Program


pursuant to 287 (g) of the Immigration and Naturalization Act.

We currently have an excellent working relationship with your organization and are
currently in discussions to provide bed space for your detainees within our corrections facility.

I am officially requesting Jail Enforcement Officer training for sixteen (16) correctional
officers from our Detention Center. Additionally, I am requesting Field Law Enforcement
Officer training for seventeen (17) Sheriffs Deputies from within our Law Enforcement
Division. The seventeen (17) deputies will come from the following units, 12 from Patrol
Operations,2 Criminal Investigation Detectives, 2 Narcotics Investigation Detectives and 1
Community Response Team Deputy.

I will be operating two programs. Program one (I) will be used to identify climinal
illegal aliens currently housed at and brought into our correctional facility. Program (2) will
involve the identification of criminal illegal aliens and illegal aliens that my deputies come in
contact with during their normal course of business as it is related to law enforcement operations.
The target of the law enforcement operations will be illegal gang activity within Frederick
County, eventually leading to the formation of a Gang Task Force that will be comprised of a
number of the deputies trained above. Both programs will allow our office to identify those
individuals that pose a risk to the citizens of Frederick County.
All of our selected participants will meet your participation requirements and at the
conclusion of the training, I look forward to an increased cooperative involvement with your
agency. Our office has the facilities and equipment to accommodate your instructor 's training
needs and requirements.

organization as quickly as possible.

Dear Sheriff Jenkins,

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to
notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs
Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for
the Putnam County Sheriffs Office.

On April 25, 2007, the Program Manager for 287(g) Delegation of Authority at ICE
Headqualters forwarded your request for participation in the 287(g) program to the Spccial
Agent in Charge (SAC), and the Field Operations Director (FOD) for the Baltimore area of
responsibility (AOR). The SAC and FOD, along with a member of your staff will need to
conduct a feasibility assessment study. After completion, the assessment will be reviewed at
ICE Headquarters and a determination will be made to either accept or deny your request to
participate in the program.
